BEIJING, Sept. 27 (Xinhua) -- Russian President Dmitry Medvedev Monday signed a series of political and commercial deals on his second state visit to China, a sign of closer strategic ties between the two world powers.Medvedev held talks with his Chinese counterpart Hu Jintao Monday in Beijing. They celebrated the completion of a long-awaited China-Russia oil pipeline, the largest bilateral project between the two countries.The 999-km pipeline runs from Angarsk in Russia to Daqing in northeast China. It is part of a bilateral loan-for-oil deal that was reached in 2009. Under it, China makes a 25-billion-U.S.-dollar long-term loan to Russia while Russia supplies China with 300 million tonnes of oil through pipelines from 2011 until 2030."The smooth completion of the pipeline project is a model for the two countries' mutually beneficial win-win cooperation and a milestone for China-Russia energy cooperation," said Hu at the completion ceremony.The two countries also signed 15 deals on cooperation covering coal, gas supply, energy efficiency, renewable energy, nuclear power, power grids and banking.Medvedev arrived in northeast China's port city of Dalian Sunday to start his state visit. There, he met with veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945), part of WWII, underscoring the "deep bonds" between the Russian and Chinese peoples.

BEIJING, Oct. 20 (Xinhua) -- China's central bank Tuesday announced a rise of its benchmark one-year lending and deposit rate by 0.25 percentage points effective from Oct. 20, a move widely seen as the government's action against inflationary pressure.The People's Bank of China (PBOC) said in a statement on its website that the one-year deposit rate will rise from 2.25 percent to 2.50 percent, and the one-year lending rate will increase from 5.31 percent to 5.56 percent.The rise, the first over the past three years, had not been anticipated and could be related to the impending September statistics and the third quarter statistics, said Jiang Chao, an analyst with Guotai Junan Securities.The CPI (Consumer Price Index), a key gauge of inflation, may maintain its high level in September, Jiang said.The rate hikes are the first in three years. The central bank last hiked rates on Dec. 21, 2007.The benchmark interest rate has been cut four times since the global financial crisis.Li Daokui, a member of the PBOC's monetary policy committee, said statistics showed China's economy has been bottoming out from the accelerated slump at the beginning of this year, but prices of goods remain at a high level, attracting attention from policy makers.Further, policy makers have to seek a balance between economic growth, restructuring and stable prices, Li said."Judging from the move, worries about soaring prices overwhelmed jitters on economic growth, as is the main reason for the interests rate hike. Negative interests rate (higher CPI increases than deposit interests rate) is also another reason," Li said.Liu Yuhui, an expert with the Institute of Finance and Banking at the Chinese Academy of Social Sciences, said the interests rate hike this time is related to expectations of inflation as the negative interests rate has continued for seven months.China has been experiencing hikes in prices of agricultural products, urban services like home rents and catering, Liu said."We believed it was caused by soaring labor costs, also related to issue of currencies and soaring living costs in cities," Li said.Prices of garlic, ginger and sugar have jumped in China's market. Sugar prices in Shanghai stood at 6,000 yuan (900.90 U.S. dollars) per tonne, much higher than 2,700 yuan per tonne seen one year earlier.

  

TIANJIN, Oct. 8 (Xinhua) -- The capacity of China's plantation industry might decline as a result of global warming, according to a report released during a new round of UN climate talks being held in north China's Tianjin Municipality from Oct. 4 to 9.If no proper measures were taken, the capacity of China's plantation industry might decline by 5 to 10 percent by 2030, characterized by a reduction in the output of wheat, rice and corn, said the report, released by the Chinese Academy of Agricultural Sciences and several other organizations during the conference."The situation may get worse after 2050," the report warned.It said the soaring content of carbon dioxide in the atmosphere would have a "significant" impact on the output of wheat, rice and corn.Also, higher temperatures might put more farmland in China at risk from of insect damage and forest fires, the report explained.Further, some farmland might be inundated if the sea level rises as a result of global warming, it said.China has only about 7 percent of the world's arable land, while feeding more than 1.3 billion people which accounts for about 20 percent of the world' s population.

  

HANOI, Oct. 11 (Xinhua) -- China and Vietnam vowed to promote healthy, stable and long-term development of bilateral ties with the guideline of "long-term stability, future-orientation, good-neighborliness and comprehensive cooperation," according to a joint press communique issued here on Monday by the two defense ministries.The two countries vowed to advance bilateral comprehensive strategic and cooperative partnership and always be good neighbors, friends, comrades and partners, according to the joint communique issued on the occasion of Chinese State Councilor and Defense Minister Liang Guanglie' s visit to Vietnam.According to the communique, China and Vietnam will continue to strengthen defense cooperation to promote military ties and bilateral relations.The two sides agreed to maintain the fine tradition of exchanging high-level military delegations and give full play to the bilateral defense and security consultation mechanism, said the communique.China and Vietnam are committed to settling all disputes though peaceful means and safeguarding regional peace and stability, said the communique.The two countries reiterated to enhance coordination and interaction in multilateral forums like United Nations and ASEAN Defense Ministers' Meeting Plus (ADMM-Plus), an enlarged ADMM with participation of eight dialogue partners, according to the communique.China and Vietnam also expressed the willingness to deepen cooperation in tackling non-traditional security challenges under the framework of ADMM-Plus and deepen cooperation in humanitarian efforts like disaster relief, said the communique.Liang arrived in Vietnam on Sunday for an official and friendly visit. He has met with General Secretary of the Communist Party of Vietnam Central Committee Nong Duc Manh and Vietnamese Prime Minister Nguyen Tan Dung respectively. He is scheduled to attend ADMM-Plus slated for Tuesday.
