SAN DIEGO (KGTV) - A new report released by the California Department of Forestry and Fire Protection states wildfire acreage burned in 2019 is down 96% compared to 2018.Stating from January to August in 2018, 621,784 acres burned. In 2019, only 24,579 acres scorched during the same time period.On top of this, the U.S. Drought Monitor released a report Thursday showing most of California is out of the drought. San Diego is the only county fully highlighted in yellow, indicating it is 'Abnormally Dry'.A very stark contrast to 2018, where most of the map is covered in dark shades of drought. In August of 2018 San Diego was labeled in 'Severe Drought'.While the winter rain cured California's drought, it brought a new problem to firefighters. Tall weeds, and new growth act as kindling, launching fires, according to Cal Fire Captain Thomas Shoots.So we're not out of the woods.Historically San Diego has had some of it's biggest fires in the Fall and Winter, whipped up by Santa Ana winds. "Our fuels are going to continue to dry out an we're not going to be getting rain for quite a while longer so even though we've had the marine layer sticking in and that's really helped us, in the long run those heavy rains that we need, we're probably not going to see for several months," he said. "Late October is usually when we see the Santa Ana winds. We are expecting our normal winds this year. We still have an above average fire potential for San Diego for October and November."Shoots said neighbors must stay vigilant, and create defensible space around their home."I think it's important for everyone to remember most fires are human caused," he said. 1670

SAN DIEGO (KGTV) — A San Diego family is living in an empty home and says nearly everything they own is being held hostage by a moving company.They’re part of a growing group of people around the country who say they’re victims of a deceptive bait-and-switch operation. 10News has spoken to a representative of the moving company who denies wrongdoing.Over FaceTime, Brad and Vanessa Angle gave 10News a tour of their house in North Carolina. They recently moved there from their home in Poway. The family is sleeping on mattresses on the floor since their furniture and household items never arrived. The goal of relocating was to live a stress-free life, but the feeling of emptiness is driving them to tears.“It affects a lot it. It affects my daily life. I have to keep going, you know. I try to stand up every day for my kids. I have three kids that I have to be there for,” Vanessa said.What hurts the most is losing the memories. Her husband, Brad, says Titan Moving and Storage has the family’s irreplaceable belongings, like the photos and videos of their kids, and Vanessa’s wedding dress.On Titan Moving and Storage’s paperwork to the Angle family, it shows the company’s address is in Chantilly, Va.The Angles say the company had originally given them a binding estimate of ,300 with ,205 down. Yet after movers loaded everything up during the family’s moving day in July, the Angles say the movers claimed that the family had more items than what they were originally quoted for. The movers doubled the estimate.The Angles say the movers demanded a partial payment.“I think it was ,700-something dollars that we had to write a check for,” says Brad. He says his family was assured that any issues could be worked out with a company associate come Monday.Monday came and went. “[An associate] answered the phone on my first call and then immediately hung up and then wouldn't answer after that,” says Brad of his attempt to resolve the dispute with the company.The Angles stopped payment on the check and the situation went from bad to worse.The Federal Motor Carrier Safety Administration, or FMCSA, is the government agency that oversees interstate moving trucks. The agency reports that the carrier has never been authorized to move household goods. The FMCSA is currently investigating the carrier.This year alone, the FMCSA reports there have been 98 complaints filed against the carrier. Complaints have come in from customers like Chris Baumann in Florida. He says the company pulled a bait-and-switch operation on him.“If I didn't have a headset on, you'd hear this house echoing. It's empty,” he said over video chat about not receiving his belongings from the moving company.He and others say they had checked reviews before hiring the company. Titan Moving and Storage only has one star on Yelp, but there are other companies listed on Yelp with similar names and better reviews, causing confusion for customers. The Angles recently got what they call "hostage” photos from the carrier. They were sent pictures of their items that are being held at an undisclosed storage facility in California. The company tells us it won’t release anything until receiving a storage payment from the family.“They're trying to charge us over a thousand dollars a month for storage which is insane,” says Brad.Titan Moving and Storage’s website has been down for several days. A manager with the company told us they're not taking new customers. He declined a taped interview but acknowledged that the company does not have a license to move household goods.He claimed it was due to a “filing issue” and said the company works with licensed third-party movers. The FMCSA tells 10News that the company is still not authorized to use third-party movers for household goods. The manager also told us that the company tried to resolve the matter with the Angles last month by offering them a reduced moving fee.The Angles call that a lie.“I see it as a crime. They don't have a license,” adds Vanessa.According to the FMCSA, the FMCSA does not have the authority to resolve claims against a moving company. State law enforcement, transportation and consumer affairs agencies are responsible for pursuing suspected incidents of moving fraud and regulating the operations of intrastate moves.According to the California Department of Consumer Affairs, moving companies that operate within California are required to be licensed by the Bureau of Electronic and Appliance Repair, Home Furnishings and Thermal Insulation (BEARHFTI), part of the Department of Consumer Affairs.The BEARHFTI became the new licensing and regulatory home for household movers on July 1, 2018. The BEARHFTI is aware of the consumer complaints against Titan Moving and Storage but cannot comment specifically during the open investigation.A spokesperson tells 10News that the company is not licensed with the BEARHFTI.A sergeant with the San Diego County Sheriff’s Department tells 10News that its detectives are looking into the matter. 5031

SAN DIEGO (KGTV) - A Red Flag warning has been issued for parts of San Diego County ahead of a Santa Ana wind event expected to move in Thursday. The red flag warning goes into effect from 5 a.m. Thursday to 5 p.m. Friday for San Diego County’s inland valleys and mountains, the National Weather Service said. East to northeast winds 25 to 35 miles per hour with gusts up to 50 miles per hour are forecast. Winds will be the strongest below the Cajon Pass and in the Santa Ana Mountains, according to the agency. Lowest daytime humidity will reach 5 to 10 percent with poor overnight recovery. Greater humidity recovery will move in Sunday as onshore flow strengthens. SAN DIEGO (KGTV) — A recent bout with the flu nearly turned deadly for a San Carlos man when it took an unexpected turn.Five weeks ago, the usually healthy 58-year-old Dave Truby came down with the flu."Fever, nausea, inability to sleep ... body soreness," said Dave's brother, Mike.Mike his brother says Dave tried to fight through it. Some five days later, Dave went to an ER, but left because of the wait for beds. That same night at home, his brother found him in bad shape."Literally shaking in a fetal position," said Mike Truby.At the hospital, Mike received some devastating news. His brother's kidneys were failing, and the MRI showed brain damage from a massive stroke. "The brain wasn't getting clean blood. It was shutting down. The whole body was shutting down. They said it didn't look good," said Mike.Loved ones and friends braced for the worst."I said my prayers and breathed deep," he said.Those prayers were answered in gradual fashion. His kidneys started working and Dave started responding."The last two weeks, he moved his head, blinked, and mouthed words. Wheeled my mom into the hospital room a week ago, and he looked up and mouthed, 'Mom.' Gives us a lot of hope," he said. "You never think the flu is going to impact your life in a possibly terminal way."Much of his prognosis remains uncertain, but Mike is optimistic, though he's still a bit in shock over how this came about.Two recent studies suggest the flu can trigger strokes and lead to a prolonged risk lasting months. In Dave's case, he will survive his stroke. "Very thankful and very grateful. My brother has always been a stubborn, forceful man ... SAN DIEGO (KGTV) — A Malayasian national faces voyeurism charges after a video camera was discovered in the bathroom of a San Diego flight last May.Choon Ping Lee was arrested this week and charged with video voyeurism within the special maritime and territorial jurisdiction of the United States, ABC-affiliate KTRK reported.Court documents revealed on May 5, a passenger on United Airlines flight 646 from San Diego to Houston discovered a blue light flashing in a first-class bathroom. The woman took the device to the flight crew, who in turn brought it to officials at George Bush International Airport.Security at the airport confirmed the device was a video recording device, KTRK reported. Officials reviewed the device's footage to discover it recorded a man installing it in the bathroom, documents say. Airport surveillance connected the man's clothing with footage of him boarding the plane on departure and leaving when it arrived in Texas.Investigators said they also found footage on the device from another flight, where at least two women were captured on camera aboard an Emirates flight.Lee also works for Halliburton, which provided FBI investigators with Lee's travel itinerary and footage of him wearing the same jewelry as seen in surveillance video as well, documents revealed.The company issued a statement to KTRK, reading: "Halliburton is aware of the situation and is cooperating with the FBI and U.S. Attorney's office in their investigation. We have a robust Code of Business Conduct and expect every employee to abide by the standards contained in the Code and all applicable laws."If convicted, Lee could spend up to a year in prison, face a fine, or both. 1696
