The U.S. recorded more than 120,000 new cases of COVID-19 on Thursday as cases continue to skyrocket across the country.According to Johns Hopkins University, there were 121,888 new cases of COVID-19 recorded across the country on Thursday. That shatters the previous record of 102,000 cases that were reported on Wednesday.Johns Hopkins reports that more than 1,200 people died of the virus in the U.S. on Thursday, the highest death total since Sept. 15. The highest daily death total throughout the pandemic occurred on April 15, when 2,600 people died.According to Johns Hopkins, COVID-19 is currently spreading faster in the U.S. than it is anywhere else in the world. The U.S. has recorded an average of about 80,000 new cases of COVID-19 in the last seven days; the country with the second-highest rate of new cases is India, with an average of about 45,000 new cases of the virus each day.Health officials warn that the U.S. is entering what could be the most dangerous and deadly period of the pandemic, as colder weather forces social gatherings indoors, where the virus is more easily spread.Since the start of the pandemic, there have been 9,606,369 cases reported in the US, 234,911 being fatal. The Royal Oak Police Department has completed our internal investigation into the August 13 incident involving an African American man and the Royal Oak police.On behalf of the police department, I would like to apologize to Mr. Myers for how he was treated. What should have been a very short encounter was extended when the officer involved insisted on getting Mr. Myers' identification. The officer had no legal right to demand the identification and should have simply advised Mr. Myers why we were there and allowed him to go on his way. The officer involved is a new, probationary officer and he made a mistake. This officer will be provided with remedial training to address this issue.Early in this encounter, Mr. Myers requested a supervisor make the scene. Although the first officer did not call for a supervisor, the second officer on scene did.The responding supervisor did not handle this situation in a manner I expect Royal Oak supervisors to conduct themselves. He did quickly advise Mr. Myers that he was free to go; however, he did not effectively look into the situation or allow those present the opportunity to express their concerns.This is not the practice of the Royal Oak Police Department and it is not acceptable. The supervisor has been disciplined and every Royal Oak police supervisor has received additional training in procedural justice.This incident stemmed from a 911 call in which the caller reported she was uncomfortable because a male subject was circling her vehicle, staring at her from across the street, and was possibly taking pictures of her and her son. In total, Mr. Myers was verbally detained for approximately 19 minutes. A supervisor was called to the scene, per Mr. Myers request, about 6 minutes into the encounter and the supervisor arrived approximately 11 minutes later (17 minutes into the encounter). Mr. Myers was advised he was free to go 2 minutes after that.This is an unfortunate incident where the ROPD did not live up to our own standards.Corrective action has been taken and we will continue to hold all members of the ROPD to the highest standards. 2124

The risk of homelessness looms large for many across the country as people deal with job loss and economic uncertainty brought on by the coronavirus pandemic.The National Alliance to End Homelessness estimates, right now, there are 567,000 people who call the streets their home, a number that has only risen since March.There are shelters, soup kitchens, and myriad charities to help, but the group Foundations for Social Change, a charitable organization based in Vancouver, Canada, suggests one source of help trumps the rest: money.“Sometimes a little bit of a hand up can mean all the difference in whether or not someone is going to stabilize and get into housing or not,” said chief public policy officer for the Colorado Coalition for the Homeless Cathy Alderman.It might seem like an obvious solution, but it is challenged by the preconceived notion that people battling homelessness might squander the money or spend it on harmful habits like alcohol, drugs, or cigarettes.“I think it’s not surprising at all that people who are struggling with the cost of living and forced to sleep outside would use dollars given to them to get inside into a home,” said Alderman.In September, Foundations for Social Change wrapped up nearly two years of research that suggests those in less fortunate circumstances would use money to help secure food and housing, rather than illicit substances.Back in 2018, the group gave 50 people battling homelessness in Vancouver a lump sum of ,700, without restriction, to see what they would spend it on, and they compared the findings to a group of 60 homeless individuals who were not given any lump sum.Foundations for Social Change found that in the first month, the group that received the payment, 70 percent of them were able to access a sustainable food source that they maintained for the rest of the year. They also found stable housing at a rate that outpaced those who had not received the payments by 12 months.The researchers also found that spending on items like drugs, alcohol, and cigarettes decreased by 39 percent.“The key findings were phenomenal and were even well beyond my expectations,” said one of the head researchers, Dr. Jiaying Zhao. “This actually is counter to our common assumptions of how these folks will spend their money and cash, so that was very good to see.”“I would save a third, spend a third on things I know I needed, and then give a third away,” said Benjamin Dunning, who was homeless for nearly five years following the Great Recession in 2008. “There just wasn’t any work available and I was like, 'well, better dig in for the long haul.'"Dunning says following an injury that prevented him from working he was no longer able to afford rent in the Denver suburb where he lived.
