SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system. The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email. It wasn't immediately clear how the person became trapped in the system. The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow. The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913

SAN DIEGO (KGTV) - County health officials are encouraging local women to get vaccinated for "whooping cough" amid a possible epidemic. The county says pertussis, commonly known as "whooping cough," could turn into a possible local epidemic based on historical patterns."It’s critical for pregnant women and people who come into close contact with young infants to get vaccinated," Wilma Wooten, County public health officer, said. "Newborns are very susceptible to whooping cough because they are too young to be fully vaccinated. It is vital for pregnant women to be vaccinated in the third trimester to give protection to their unborn infants."So far in 2018, there have been 56 confirmed cases of pertussis.RELATED: This app says it can help you stay flu-freeLast year, San Diego County recorded at least 1,154 cases, the highest of any county in California. Wooten said the high numbers were partially attributed to reporting methods."Pertussis activity in our region appears to higher than the rest of the state, but much of this is due to the excellent detection and reporting of this potentially deadly disease by San Diego pediatricians and family physicians," Wooten said.Pertussis is a cyclical disease that peaks every three to five years, according to health officials. San Diego's last epidemics were in 2010 and 2014, with 1,179 and 2,072, respectively.RELATED: 20 more people died from the flu in San DiegoThe county said on in five of the San Diego County cases in 2017 were in individuals under three years of age, and 52 percent were between the ages of 10 and 17.The Centers for Disease Control and Prevention recommend a vaccination schedule to combat whooping cough: 1715

SAN DIEGO (KGTV) — As Americans wait for a regulatory decision on Pfizer’s COVID-19 vaccine candidate, local dry ice companies are counting on the cold chain distribution to help boost sales that have significantly dried up during the pandemic.San Diego Ice Company in the Midway District said it is already fielding calls from hospitals and clinics looking to order dry ice. The family-owned business has distributed ice products for decades, but vice president Anthony Toma said the company has secured the equipment needed to begin manufacturing dry ice from liquid carbon dioxide in December.“Without this dry ice, there's no vaccine,” Toma said.Dry ice is carbon dioxide in its solid form. It’s critical to shipping and storing Pfizer’s COVID-19 vaccine candidate. While Moderna’s vaccine can be stored in a standard freezer, Pfizer’s candidate needs to be kept at 94 degrees Fahrenheit below zero. That’s colder than winter in Antarctica. The company says once it gets the green light from the FDA, it will pack vials in boxes with dry ice. Each shipper box can hold up to 5,000 doses and will be fitted with sensors to constantly track location and temperature.Pfizer will ship the boxes from sites in Kalamazoo, MI and Pleasant Prairie, WI via FedEx and UPS, sending them to hospitals, clinics and pharmacies across the country. From there, vaccination providers must store the doses in a way that preserves their efficacy. Long-term storage of up to six months requires an ultra low-temperature freezer, but outside of hospitals those units are rare. The cold chain required for Pfizer’s candidate is “the most challenging issue” facing distribution, Governor Gavin Newsom said Monday.Newsom said the state plans to assist Pfizer’s efforts by purchasing 16 ultra low-temperature freezers, along with 61 smaller freezers that will be positioned in high-need areas.Another storage option is to keep doses in Pfizer’s thermal shipper box. Vials can last in the box for up to 15 days be refilling the dry ice, and Toma expects some of his dry ice will be part of that process.“We're gonna play a big part,” he said. “We're ready for that and we're honored to do it.”Toma is hoping dry ice will help thaw sales that have plummeted because of the pandemic. A lot of the ice business relies on big events and conventions that have been shut down. Restaurants have reduced volume. Airlines have cut back on food service.“There are a couple of [ice] companies that I spoke with and they said, ‘If it wasn't for dry ice, we wouldn't know what to do,’” he said. “Dry ice is keeping most of us alive.”Toma knows the implications aren’t just financial. Both he and his wife caught the virus and recovered, so they know just how important these vaccines are.Starting in December, San Diego Ice Company will start producing about 1800 pounds of dry ice an hour, he said. That’s enough to fill 36 of Pfizer’s shipper boxes, which require 50 pounds of dry ice each. The FDA has scheduled a meeting of its vaccine advisory committee on December 10. The agency is expected to announce a decision on whether to approve an emergency use authorization shortly thereafter. 3161

SAN DIEGO (KGTV) -- Candidates vying for the a seat in the 50th Congressional District reacted Monday to news that Rep. Duncan Hunter is set to change his plea to guilty in a campaign finance case. Documents show that Hunter is scheduled to appear in court Tuesday at 10 a.m. for a "change of plea hearing." Hunter said he would plead guilty to one count of misusing campaign funds in an interview with San Diego TV station KUSI. "My trial was set for January 22 -- that's not going to happen now. Tomorrow, on Tuesday, I'm going to change my plea to guilty. I think it's important not to have a public trial for three reasons, and those three reasons are my kids ... It's been a privilege to serve in Congress for 11 years, three tours in the Marine Corps in the wars. I think we've done a lot of great things for the nation."RELATED STORIES: Rep. I did not properly monitor or account for my campaign money. I justify that plea with the understanding that I am responsible for my campaign and what happens to my campaign money," Hunter told KUSI's Steve Bosh.Margaret Hunter pleaded guilty in June 2019 and agreed to testify against her husband.Read through the statements below: Darrell Issa, who has entered the race for the 50th Congressional District, released the following statement: “As a friend and a colleague, I thank Duncan Hunter for his service to our country in the Marine Corps and in Congress, where he has always been a strong conservative voice on behalf of his constituents. Though his misuse of campaign funds was clearly wrong, I wish him and his family the best as they address the matters ahead of them.” - Darrell IssaCarl DeMaio, who’s also in the running for the seat, released the below statement: “While this must have been a tough decision for him, Congressman Hunter’s decision to plead guilty is the right one for his family and his constituents and shows that no one should be above the law - especially Members of Congress. My thoughts and prayers are with the Hunter family as they go through this difficult process.”Ammar Campa-Najjar's campaign also released the following statement: "Today is a sad day for this district because no constituent hopes to see their congressman plead guilty to corruption. But today is also a day filled with opportunity because it’s the first time in years people, not political scandals, will come first again. 2618
