OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

OCEANSIDE, Calif. (KGTV) - The United States Department of Veterans Affairs is being sued in federal court over an Oceanside doctor who is accused of sexually assaulting multiple patients. According to the lawsuit filed this week, the VA is being sued for alleged negligence. Dr. Edgar Manzanera is criminally accused of sexually assaulting five female patients but has pleaded not guilty. One of his accusers who is a veteran is a plaintiff in the new federal suit. According to the complaint, she claims that the Oceanside clinic failed to warn her that several patients had already complained about the doctor's alleged inappropriate sexual contact. According to the court documents, the "…VA did not investigate these prior complaints, or suspend Manzanera from evaluating women for VA."In an email to 10News, a VA spokesperson wrote, “VA does not typically comment on pending litigation.”Dr. Manzanera’s criminal trial starts in September. 952

Ontario’s minister of sport said in a speech that the Ontario Hockey League will not have bodychecking this season.Lisa MacLeod told the Empire Club of Canada that removing purposeful physical contact is a necessity for all sports in the province to slow the spread of COVID-19“Not just in the OHL, not just in hockey in general, but in all sports,” MacLeod said. On a lake in Bedford County, Tennessee Wildlife Resource Agency officer Darrell Bernd, who goes by the nickname "Bones," has formed an unlikely friendship with a wayward goose.While on duty in July, Bones found the goose tied up in fishing line, unable to get free. He freed the goose from the fishing line and brought it back to health. A co-worker gave the goose the name "Honk.""Thirty-four years ago I was hired out here just to mow grass," Bones said. "Now, here I am babysitting a goose."The best Bernd can tell, someone had Honk as a pet that imprinted on humans before the goose's owner turned it loose, unable to fend for itself in the wild.Ever since he rescued the goose, the two have been like birds of a feather, with Honk now following Bones around wherever he goes."I've actually had him following me for almost a mile," Bones said.Starting Wednesday, Goose has become Facebook famous, with his own page on the social media platform.As a wildlife expert, Bones is encouraging Honk to hang with his friends in the wild. Honk has begun spending more time with a flock of geese near Bedford Lake, sometimes gone for days at a time. Bones wants to get Honk used to the wild, so he can live on his own.But while Honk is still around, he and Bones are teaching us all something about what's good for the gander."Just a little act of kindness, that’s all it took," Bones said.
