A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A New York City judge has dismissed a claim by Donald Trump’s brother that sought to halt the publication of a tell-all book by the president’s niece. In a ruling Thursday, Judge Peter Kelly said the Surrogates Court lacked jurisdiction in the case. Mary Trump is the daughter of Fred Trump Jr., the president’s elder brother, who died in 1981. An online description of her book, “Too Much and Never Enough: How My Family Created the World’s Most Dangerous Man," says it reveals “a nightmare of traumas, destructive relationships, and a tragic combination of neglect and abuse.”Mary Trump's book was the second book Trump's league team attempted to stop from publishing in recent weeks. The president also tried to block the publication of former National Security Adviser John Bolton's book. A pair of cousins has been charged in the murder of pizza delivery driver Clarence Taper in a Milwaukee apartment. According to the criminal complaint, Mekael Kennedy, 17, from Hartford and his cousin D’Andre Kennedy, 25, of Milwaukee robbed and shot the driver on Monday, Sept. 11 when he came to make a delivery. They then took the pizza Taper was delivering into the apartment and ate it.One of his regular customers, Sheryl Cash said Taper went out of his way to help the older residents who live there. "The man, Mr. Clarence, ever since I have been ordering from them he always delivered my food. He would stand there and talk with you. He was just real nice and kind. And he didn't have to come to your door, but he would come to your door,"  Cash said.Police said on September 15, Mekael Kennedy's girlfriend placed an order to Buddy's Pizza and Steak, where Taper delivered from. Mekael Kennedy took his cousin, D'Andre Kennedy's gun, put on a hockey mask and demanded Taper's money. Mekael Kennedy told police he had his safety on and didn't know why the gun went off. According to the criminal complaint, Mekael Kennedy told the police the driver lunged at him and he didn’t know why the gun went off because he thought the safety was on.But D'Andre Kennedy said his cousin shot Taper because he tried to take his mask off.When D'andre Kennedy found out, he cleaned the gun and threw the bullets away. Mekeal Kennedy also admitted to police that he robbed a Papa John's delivery driver earlier that same week but did not hurt him because he didn't fight back."It was senseless, it was just senseless," Cash said.Mekael is being charged as an adult and faces armed robbery and murder charges. If convicted he could face up to 95 years in prison. D’Andre was charged with harboring a felon and obstructing an officer and could face four years behind bars.  1938

A military jet went down at Lake Havasu Airport on Tuesday morning.According to the United States Air Force, an F-16C aircraft assigned to the 56th Fighter Wing at Luke Air Force Base in Glendale, Arizona diverted and attempted to land at the Lake Havasu Airport around 10:30 a.m. local time.Lake Havasu Fire said the pilot of the plane was able to eject and is expected to be okay. The incident occurred during a routine training exercise. It is unclear what type of plane was involved in the incident or where the pilot is based.Lake Havasu Airport is located about three and a half hours northwest of Phoenix near the state border with California. 668

Multiple media outlets are reporting the film's star, Robert Pattinson, is the person who tested positive.A spokesperson for Warner Bros. said Thursday that the individual is isolating in accordance with established protocols and filming is temporarily paused. They would not release any other information about the situation or affected crew member.Vanity Fair and Deadline are both reporting Pattinson tested positive for coronavirus, however no other information about his situation was available.Pattinson is starring in the new film from director Matt Reeves which had resumed filming just a few days ago after an almost six-month hiatus because of the coronavirus pandemic.The film was originally supposed to hit theaters in June 2021 but was pushed back to October 2021 because of the production delays.Before filming was stopped earlier this year because of the coronavirus pandemic, enough was shot to put together a trailer for "The Batman." 1081
