SAN DIEGO (CNS) - Police Sunday identified a 24-year-old man who was fatally wounded in a shooting in Emerald Hills on Wednesday.The victim was identified as Gai Wal, who died of his wounds in the early morning on Friday, according to Lt. Matt Dobbs of the San Diego Police Department.At 5:51 p.m. Wednesday, police received a ShotSpotter activation in the area of 6100 Imperial Ave. It was soon followed by a second ShotSpotter activation near 6300 Imperial Ave. The SpotShotter is a device used by police to locate and alert whenever it detects the sound of gunshots.When patrol officers arrived on the scene, they found a man down in the parking lot of a business with an apparent gunshot wound to his upper body, Dobbs said.The officers rendered aid to the man, who was transported to a local hospital in critical condition, the lieutenant said. SAN DIEGO (CNS) - The San Diego Association of Governments released a report Wednesday showing that bicycle ridership in the county is up more than 40% from 2019, since the statewide stay-at-home order due to COVID-19.Since the start of the order, SANDAG has tracked data to understand how the COVID-19 pandemic has impacted travel in the San Diego region.The data show that with more people staying closer to home, the choice to use alternative transportation for shorter trips, including outdoor opportunities for recreational and fitness activities, continues to increase.The report, titled "Bike Riding in the San Diego Region Since COVID- 19," examines bike volumes on eight corridors around San Diego County between mid-March and mid-August 2020, compared to the same period in 2019. The report also shares biking insights from residents and their plans to continue riding.From April 18 to May 17 -- "Month 2" in SANDAG's data set -- bicycle traffic was up a whopping 66% from 2019, with Month 3 just behind at 62%. As the weather began to heat up and more people headed back to work in their vehicles, the numbers dropped considerably in months 4 and 5, with bicycle traffic volume up 28% and 22% from the previous year.Since 2012, SANDAG has monitored bike travel through counters on the regional bikeway network that measure change in bike volumes over time with continuous counts collected and transmitted every 15 minutes.Since the start of the stay-at-home order, daily volumes increased an average of 42% across the network during the five months in 2020, compared to the same time in 2019.Additionally, biking volumes were up the most on weekends over the five-month period at 53%, compared to weekdays at 35%. Individual corridor increases ranged from 12% on the Landis Street corridor to 62% on the Inland Rail Trail and Mission Road corridor. A total of 84% of residents surveyed who said they were biking more since the pandemic began said they expect to continue biking even when restrictions are lifted.In light of the current public health crisis and in recognition of National Bike Month in May, SANDAG created a new pilot program to support local jurisdictions by giving them the opportunity to designate temporary roadway modifications that create safe spaces for people to bike, walk, run, scoot, use a wheelchair and move during the pandemic.SANDAG awarded 11 jurisdictions funds to help implement temporary Shared Streets pilot projects. SAN DIEGO (CNS) - Police sought the public's help Tuesday to find a Navy SEAL veteran last seen more than two weeks ago at his residence in the Chollas Lake Park area.Johnathan Steven Surmont, 45, was last seen Aug. 27 and was last heard from when he contacted his ex-wife Aug. 31 to tell her he was in a "rough place" in Los Angeles, according to a missing person bulletin from the San Diego Police Department. His vehicle was found four days later, on Sept. 3, in La Jolla.In a video posted to Vimeo dated three years ago, Surmont described himself as a disabled veteran who spent 15 years as a Navy SEAL."I was a SEAL sniper, communicator and unmanned systems expert," he said in a testimonial for the Red Circle Foundation, an organization that describes itself as supporting the families of fallen and wounded U.S. Special Operations forces."I'm a single father and a small business owner," Surmont said before describing a long list of injuries, which he said included "a traumatic brain injury" and "about 17 different areas that I'm experiencing chronic pain on a daily basis." SAN DIEGO (CNS) - San Diego City officials Saturday will rededicate a Skyline-area police substation in honor of a patrolman gunned down nearly four decades ago during a traffic stop two blocks from where the precinct house now stands.The SDPD Southeastern Division headquarters will be renamed the Archie Buggs Memorial Building during a late-morning ceremony on the 39th anniversary of the slaying. Two of the late lawman's relatives -- his sister, Gwen Buggs, and cousin, Pam Jones -- are scheduled to be present for the event.Buggs, 30, came under fire in the early morning hours of Nov 4, 1978, after stopping a 1968 Chevrolet driven by 17-year-old gang member Jesus Cecena in the 7100 block of Skyline Drive.The teen fired five times at Buggs, then paused, walked toward the downed officer and shot him in the head at point-blank range. Buggs died on the street, his hand on his service revolver.Cecena was convicted of murder and sentenced to serve life in prison without the possibility of parole in August 1979. Because of his age at the time of the killing, his sentence was reduced to a seven-years-to-life term in 1982.Three years ago, a change in the law made Cecena eligible for youth offender parole. His release was approved by the state Parole Board in April 2014, but Gov.
