SAN DIEGO (KGTV) - Serious concerns being raised about a COVID-19 outbreak at a federal detention center in downtown San Diego this week after dozens of detainees and employees tested positive.According to the Federal Defenders of San Diego there are 86 detainees currently COVID-19 positive at the Western Region Detention Facility. The Federal Defenders say those numbers came from the U.S. Marshals Service (USMS) later Monday afternoon.Earlier Monday a spokesperson for the Marshals told ABC 10News, “As of Nov. 2, we have received reports of 74 USMS prisoners being held at the Western Region Detention Facility having tested positive for COVID-19 at any point during the pandemic. Of these, 22 have since recovered. The USMS prisoner population at the facility is 520.”The spokesperson did say data on prisoner health comes to USMS through established reporting mechanisms that may vary from jurisdiction to jurisdiction; the data is not real-time and may not reflect the most current information.It’s not just inmates testing positive.According to the Geo Group, the company that runs the facility, 64 GEO employees at the Western Region Detention Facility have tested positive for COVID-19.A spokesperson for GEO said 54 employees who previously tested positive have fully recovered and returned to work.Nine of the employees who tested positive are currently at home on self-quarantine, and one employee is receiving treatment at a local hospital.In a statement a spokesperson wrote in part, “While the COVID-19 pandemic has presented unprecedented challenges, from the very beginning we have taken extensive measures to ensure the health and safety of those in our care and our employees, who are on the front lines making daily sacrifices at the facility.”In October, Team 10 reported on claims that some people who are arrested, accused of federal crimes, and taken to the GEO facility are not getting to court within the required timeframe.At the time, Attorney Ryan Stitt said outbreaks at detention facilities endanger the broader community."The guards that are present, the healthcare professionals that go to the jail and then our hospitals generally that need to treat the inmates once they become ill are all impacted by the rising COVID-19 numbers in custody," Stitt said. 2300

SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. SAN DIEGO (KGTV) - San Diego's flu season has hit a record high.More than 20,000 lab-confirmed cases have been reported this season in San Diego, according to the County Health and Human Services Agency. SAN DIEGO (KGTV) - Siblings are frantically searching for their missing mother, after she walked out of Hospital Angeles in Tijuana Friday afternoon, according to her family.Jessica Puente, 73, accompanied her daughter, Johnica, for a surgery. When Johnica woke up, her mother was gone. "First thing I was like where's my mom, where's my mom? And they were like we don't know where she went," Johnica said.After questioning staff, a security monitor revealed Jessica walked out while speaking with the security guard at 11 a.m. Jessica asked the guard where to exchange money, Johnica said. She thinks her mom was going to find something to eat."We'll leave no stone unturned in Tijuana," her brother said Sunday night. He and their other brother flew into San Diego over the weekend, from their Seattle home, to help with the search."We tried to call the consulate but they're closed, we um called all these hospitals, we even went to the morgue, they went to the morgue this morning to see if there are any unidentified bodies," Johnica said they filed a police report with San Diego PD, passed out fliers in Mexico and have been using their connections to churches to spread the word.Johnica described her mother as shy, and says when she gets tired, she can get a little confused.
