(AP) — Wednesday marks five years since nine black worshipers were killed in a racist attack at a church in Charleston, South Carolina.The white supremacist shooter, Dylan Roof, targeted his victims because of the color of their skin. He was later convicted on murder and hate crime charges. He was sentenced to death and is awaiting execution at a federal prison in Indiana.The massacre at Mother Emanuel AME church on June 17, 2015, led South Carolina leaders to remove the Confederate flag from the capitol lawn.But as the U.S. is roiled again by more shocking deaths of African Americans, South Carolina isn't removing more monuments of historical figures who repressed or oppressed blacks.Republican leaders like House Speaker Jay Lucas said in 2015 they would not consider any more changes after the Confederate flag came down and have kept their word. And state law protects monuments without a two-thirds vote of the Legislature.To mark the anniversary of the massacre, the people behind the documentary “Emanuel” will hold a discussion about racial justice. The movie explores the shooting and race relations in the port city that once served as a gateway to the slave trade.Producers Mariska Hargitay and Viola Davis will be part of the discussion, and U.S. House Majority Whip Jim Clayborn will host the event, The Post and Courier reports.The discussion will be streamed live on Facebook starting at 6 p.m. ET Tuesday and the film is available to watch online for free here until June 23. 1523

CRAWFORDSVILLE, Ind. — An Indiana man has been charged with murder after he allegedly killed and decapitated his wife.Police arrested Michael Parks of Crawfordsville on Friday after investigators found his wife's body and severed head, according to court documents filed Monday.On Aug. 20, the Montgomery County Sheriff's Office received a report of a deceased woman, identified as Hope Parks, whose headless body was found on County Road 225 on the Sugar Creek Bridge.Michael Parks told Crawfordsville police his wife had been missing since Aug. 18 following an argument. He said the last time he saw her was when she left their house and got into a silver or white Honda that was driven by an unknown person.During a search of the couple's house, police found dried blood in the gravel driveway in front of an overhead garage door, on the garage floor with a shoe print and on an exterior deck. Officers also discovered a trail of dried blood in the grass.Later in the day, investigators found a human head with a bullet wound buried in the cellar of the house.Police also found a .22 caliber rifle and ammunition, which matched a spent .22 caliber cartridge casing that was found in the yard next to a trail of blood. A phone believed to have belonged to Hope Parks was found in a safe in the home's bedroom. Investigators also found a man's shoe with tread similar to the footprint in the blood droppings in the garage.The next day, investigators discovered a blue tarp that was stained with blood, along with hair and plastic bags containing blood-covered rags that were found in the hole where the severed head was buried.An initial hearing for Michael Parks was held Tuesday. College campuses across the country have largely sat empty for months, but as schools consider whether to bring students back, they're also considering their legal obligations.“They are a business that needs revenue to function,” explained Chris Feudo, an attorney with Foley Hoag in Boston, Massachusetts.As an attorney, Feudo has been advising folks about COVID-19 waivers, which gained national notoriety leading up to President Donald Trump’s rally in Tulsa last month. Students returning to empty campuses could be next.“It sends a really dangerous message,” Feudo said. “If you’re saying to your employees, faculty, students, it’s sending a message that the college or university is bringing people back when there’s still a substantial risk.”A COVID-19 waiver could mean a family loses any right to seek compensation if a student gets sick at school.But Feudo is skeptical any of these waivers will hold up in court.“You’re not going to find out whether it’s enforceable until somebody gets sick and sues,” he said. 1344

CORONADO, Calif. (KGTV) - On Wednesday, Rear Adm. Collin Green sent notice to Chief Petty Officer Edward Gallagher that his status as a SEAL is under review, according to his lawyer.The process, commonly called a Trident Review, could strip Gallagher of his trident pin and remove him from the SEAL teams, though his rank and paygrade in the Navy would not be changed.“It’s ordinarily a procedure used for a substandard performer or somebody who’s committing safety violations,” said Timothy Parlatore, a civilian attorney for Gallagher.RELATED: Trump restores rank of San Diego Navy SEAL following war crimes caseParlatore said Gallagher is planning on retiring as soon as possible, so the move to strip his trident pin would not have any dramatic effect on his current role.“It has no legitimate value for someone about to retire,” said Parlatore. “It is purely a retaliation. They want to get their pound of flesh because they weren’t able to get it in the trial."In July, a jury acquitted Gallagher of war crime charges, including the allegation that he murdered a teenage ISIS captive and fired into a crowd of Iraqi civilians.RELATED: Navy upholds sentencing of Navy SEAL for posing with corpseBut the jury did find him guilty of posing for a photo with the ISIS captive’s dead body. He was sentenced to four months behind bars and a demotion to E-6 — or Petty Officer First Class.Last week, President Donald Trump stepped in, restoring Gallagher’s rank and pay grade back to Chief Petty Officer.The White House released a statement that read, in part, “As the President has stated, 'when our soldiers have to fight for our country, I want to give them the confidence to fight.‘"RELATED: Navy SEAL Edward Gallagher demoted a rank, docked pay for four monthsParlatore said the decision to initiate a Trident Review for his client is mostly symbolic but plans to fight it.“Chief Gallagher has no intention of quietly retiring,” he said.Parlatore also directly targeted Rear Adm. Spencer, did not comment directly on the review, but wrote in a statement, “Secretary Spencer supports his commanders in executing their roles, to include Rear Adm.
