CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. BEIJING, Dec. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts to maintain steady and rapid economic growth and accelerate the transformation of the economic development pattern over the next five years.Li made the remarks Wednesday at a seminar on goals and policies of China's key 12th Five-year (2011-2015) Plan, according to a statement by the State Council, or China's Cabinet, on Thursday.At the seminar, the State Council solicited advice from senior officials of Tianjin Municipality, Jilin, Jiangsu, Henan, Yunnan and Gansu provinces, on the draft of the guidelines of the five-year plan.After listening to suggestions from provincial-level officials, Vice Premier Li said it is imperative for local governments to accelerate the transformation of the economic development pattern, while maintaining steady and rapid economic growth in the long term to benefit all Chinese people.As for the work next year, Li said local governments should more actively and prudently handle the relationship between keeping steady and rapid economic development, restructuring the economy and managing inflation expectations."More efforts should be provided to stabilize prices next year," he told the seminar.When planning goals and strategies for the development over the next five years, Li said, major indicators, such as the economic growth rates, should be defined "reasonably" and binding targets should be emphasized.Over the next five years, China will open wider to the outside world, expand its domestic consumption, push the reform of the income distribution system, create more jobs and improve its basic public service and social security system, he said.Li noted that local governments should work hard to allow residents' income growth to keep pace with the economic growth rate, and assure that laborers' wage hikes reflect productivity increases.

CAIRO, Nov.9 (Xinhua) -- Diplomats from Arabic countries and China hailed on Tuesday the relations in various fields between China and Arabic countries, expecting further all-round development of bilateral ties."China has always regarded Arab countries as developing nations. And to strengthen the solidarity and cooperation with developing countries is one of the basic principles in China's foreign policy, " said Song Aiguo, Chinese new ambassador to Egypt.The friendship and cooperation relations between China and Arabic countries have been at fairly good levels, he said at a China-Arab relations seminar organized by the Cairo-based Afro- Asian Peoples Solidarity Organization (AAPSO), a mass nongovernmental body with national committees in more than 90 countries of the world -- in Asia and Africa, and associate member committees in Europe and Latin America.The Chinese government will stick to further developing its cooperation and friendship with Arab countries, he added.China and Arab countries have relations dating back about 2,000 years ago. China has diplomatic ties with all 22 members of the Arab League.The two sides have always been maintaining mutual respect, understanding and support, Song said, adding China always greatly supports the just causes of Arabic countries and their people.Song said China supported the efforts made by Arabic countries to solve the Middle East issues in a peaceful and fair way, the Arab Peace Initiative and the just cause of Palestinian people.Ahmed Hamroush, president of the AAPSO, said Egypt was the first country in the Arabic world and Africa to establish diplomatic ties with China. China-Arabic relations have experienced continuous development, he added, urging to further boost the ties.Nouri Abdul Razzak, secretary general of the AAPSO, said that China seeks a harmonious world. BEIJING, Nov. 20 (Xinhua) -- China's Ministry of Public Security (MPS) has ordered a fresh crackdown on the infringement of well-known foreign and domestic brands' intellectual property rights (IPRs).Greater efforts must be made to fight the production and sale of pirated books, audio, video, software, medicine, food and agricultural products, Liu Jinguo, deputy minister of public security, said at a meeting in Beijing Friday, according to a statement posted on the MPS website Saturday.The special nationwide campaign started Friday and will last until March 2011.At a Nov. 5 meeting, Chinese Premier Wen Jiabao urged government agencies to target the root causes of IPRs infringement while strengthening IPRs protection.In a statement Xinhua received Friday, the MPS said Chinese police in a special March 2006 operation uncovered 3,775 cases of IPRs infringement.In a July 2007 campaign conducted in cooperation with the U.S. Federal Bureau of Intelligence, Chinese police arrested over 20 in connection to the cases.
