Total market capitalization swelled 9.2 percent to 22.94 trillion yuan (.3 trillion).     Turnover on the two bourses more than doubled from the day before to 261 billion yuan ( billion), the highest this year.     Analysts said the reduction in the stamp duty and restrictions on the sale of unlocked shares showed that the market has fallen as low as the government would like to see.     "The timing of the stamp duty cut suggests that the 3000 point may be a psychological bottom line for policymakers," said Peng Cheng, an economist at Citi China.     "The government had been patient in waiting until the market correction was more than 50 percent before taking action," Peng added.     Xu Wei, an analyst at Sinolink Securities, estimated that the cut in stamp duty saves investors up to 102 billion yuan (.7 billion) a year.     In addition, "the relatively lower A-share valuation and the more stable performance of overseas stock markets have combined to help investors regain confidence," said Rui Kun, a fund manager at China international Fund Management Co Ltd.     Security companies, especially those focusing on brokerage services, will benefit from the increasingly active trading because of the stamp tax cut, analysts said.     Shanghai-based Haitong Securities, Sinolink Securities and Guoyuan Securities soared to the daily limit of 10 percent.     However, some market insiders said that weak fundamentals and unfavorable China economic growth data are likely to outweigh the positive impact of the government move, and the rebound may not last long.     "It is doubtful that such administrative measures can have a sustained effect on shares when earnings face significant challenges in the periods ahead," said Peng at Citi China.     "The cumulative effect of tightening policies and rising input costs, along with shrinking demand, could cut profits more deeply than what is currently evident," Peng added.

BEIJING, May 28 -- China's economy can maintain a steady growth above 8 percent for a relatively long period because of a stable society, a vast market and ample capital, said Cheng Siwei, an economist and former vice chairman of the Standing Committee of the National People's Congress.    "China's economy can stay in the fast developing track if we work hard and pay enough attention to existing problems," Cheng said at a three-day forum with the theme of "Economic globalization and the choice of Asia: transition, growth and welfare" Wednesday in Shanghai.     "Social stability is crucial to economic development while China has a market of 1.3 billion people, which creates a huge consumption power," said Cheng. "Meanwhile, China's foreign reserves have reached US.68 trillion, and it has built up an ample capital pool."     China also beefed up its efforts to improve education and expand its coverage, which paved the way for sustainable economic development, he said, but added that there were problems China could not afford to ignore. GENEVA, July 19 (Xinhua) -- Related parties should enhance diplomatic efforts and show flexibility in order to find a negotiated solution to the Iranian nuclear issue, a senior Chinese diplomat said here on Saturday.     "Currently there is a rare opportunity for promoting the resumption of negotiations on the Iranian nuclear issue," said Chinese Assistant Foreign Minister Liu Jieyi, who represented China at a meeting here with Iran's top nuclear negotiator Saeed Jalili.     "Enhanced diplomatic efforts and flexibility are needed for an early resumption of negotiations so that a long-term, comprehensive and appropriate solution could be found for the nuclear issue," he said.     Saturday's meeting was led by EU foreign policy chief Javier Solana and attended by senior diplomats from the United States, Russia, China, Britain, France and Germany.     The United States was represented by Undersecretary of State William Burns at the meeting. His participation was seen as a shift of long-standing U.S. policy toward Iran, as Washington had always insisted that it would not talk with Tehran unless it halts its uranium enrichment activities.     "It's highly significant that for the first time the political directors of all six countries with Solana were talking with our Iranian colleagues," Liu told reporters.     "It was the shared hope of all parties participating in the meeting that we find a negotiated solution to the nuclear issue," he said.     Both Solana and Jalili said Saturday's meeting was positive and constructive and promoted understanding of each other's positions.     They also agreed to talk again by phone or in person in about two weeks.     At the meeting, Iran failed to give a clear answer to a package of incentives presented by the six countries last month over the resumption of nuclear negotiations.     "We hope very much we get the answer and we hope it will be done in a couple of weeks," Solana told a press conference following the meeting.     The package of incentives suggests that Iran get a temporary reprieve from economic and financial sanctions in exchange for freezing its enrichment activities. Preliminary negotiations over a permanent halt could then begin.     "The package is supported by all six powers ... we think if negotiations could be resumed on this basis and finally a negotiated solution could be found, it will be a very good way out," Liu said.

SINGAPORE, July 23 (Xinhua) -- The first informal meeting of the Foreign Ministers of the Six-Party Talks on the Korean Peninsula nuclear issue concluded here on Wednesday with "very meaningful results", Chinese Foreign Minister Yang Jiechi said.     In a news briefing after the close-door talks on the sidelines of the Association of Southeast Asian Nations (ASEAN) Ministerial Meeting, Yang said that the Six-Party Talks have "very meaningful results", adding that they exchanged views and deepened understanding and expressed the will of continued pushing forward the Six-Party Talks further.     Yang said, "with joint efforts, the six parties agreed that the initial success has been achieved" and the informal talks "made useful preparation for the formal Six-Party Ministerial Talks in early day".     The Chinese foreign minister said the six parties reaffirmed they will earnestly fulfill their commitment to the signed joint statements and related documents.     Yang said all agreed the Six-Party Talks are an important platform for exchanging views and enhancing understanding, adding that the six parties should continue to enhance their exchanges so as to "achieve mutual benefit and win-win progress". CHENGDU, June 21 (Xinhua) -- Jiang Xiaojuan, a policewoman who was well-known to the Chinese public for feeding infants with breast milk after the May 12 quake, has been officially promoted to a ranking post at a local police bureau, despite a nationwide controversy about the promotion.     Jiang was appointed a member of the Communist Party of China (CPC) Committee of the Jiangyou Public Security Bureau and the bureau's vice commissar on Thursday, an official surnamed Su from the organization department of the Jiangyou CPC Committee, Sichuan Province, told Xinhua on Saturday.     Jiang was currently on a speaking tour and would assume office as soon as she returned to Jiangyou, said the official.     Su denied media reports that the promotion had been suspended because of controversy. Jiang Xiaojuan, a policewoman, is feeding an infant with breast milk after the May 12 quake    Many people voiced objections when the Jiangyou government sought public opinion after making the promotion. They said an official position should not be used to promote a moral model.     "Such a promotion would fuel speculation activities," wrote a netizen dubbed "West Line" at the leading online forum forum.xinhuanet.com, while another netizen said promotion should depend on one's competence.     There were also many supporters of Jiang's promotion, saying that what she did showed she is a good public servant.     Su, the Jiangyou official, applauded the debate, saying "it shows the public are concerned on promotions of government officials and their enthusiasm for politics."     However, he said "we have gone through due procedures and believe she is qualified for her new post."     Jiang, 30, a mother of a six-month old, left her own baby with her parents and took part in the disaster relief work after the Sichuan quake.     Moved by the plight of babies separated from their mothers, she ended up breast-feeding nine of them. The pictures of her breast feeding spread across the country, which earned her a nickname "the police mum."     She has since been awarded laudatory titles of "hero and model police officer" and "excellent member of the Communist Party" by the Ministry of Public Security and the Organization Department of the CPC Central Committee.
