HANGZHOU, Nov. 19 (Xinhua) -- Rescue efforts are continuing to save a worker trapped 18 meters under sea surface for almost 18 hours in Jiaxing Harbor, east China's Zhejiang Province, local authorities said.The worker, 43, surnamed Fan from central China's Hubei Province, was stuck at the bottom of a steel shielding canister in which he was working at 9 a.m. Thursday. The shielding canister deformed under sudden increase of hydraulic pressure from flood tide, according to local media report.The shielding canister, a part of an offshore platform, is one meter in diameter. Fan was working at the bottom of the canister that joins a cement column when the incident happened.Rescue staff said, "We are making slow progress because of complex geological conditions. The deformed section, about two to four meters under the sea surface, has been squeezed to only 3cm wide at the narrowest part."Thankfully, the shielding canister has not fractured, though seriously deformed.Rescue workers have decided to cut the cement column off the seabed to lift the shielding canister.Rescue efforts started at 10 a.m. Thursday. Food, including ham sausages and drinking water were supplied to the worker, through a flexible pipe. Fan asked for some cigarettes.Fan's family members have arrived at the site, praying for him at the bank.

BEIJING, Dec. 13 (Xinhua) -- China is trying to have more workers and farmers and fewer university graduates working as public servants because university graduates may have achieved academically, but farmers and workers often have grass-roots life experience.But achieving the goal has not been easy -- for the government, and workers and farmers as well.The annual National Public Servant Exam on Dec. 5 attracted more than 1 million candidates for 16,000 vacancies around the country, according to Nie Shengkui, a senior State Administration of Civil Service official.For the first time, it was stipulated that workers and farmers were preferred for some of the positions, in a move to make the exam more inclusive.As part of the pilot project, a total of 14 positions in grass-roots branches of central government departments at the county-level or below - including customs, taxation and rail police - in the regions of Guangdong, Sichuan, Xinjiang and Gansu were reserved for workers and farmers.Including more grass-roots workers and farmers in the exam is an improvement in the civil servant selection process, said Zhao Shuming, a professor of human resource management at Nanjing University in east China's Jiangsu Province.Compared with university graduates, workers and farmers are suited to some public service positions that involve work with grass-roots people, Zhao said.However, according to Nie, only 62 workers and farmers of the 171 qualified applicants took the exam."The competition in the public service exam is fierce, and I believe many workers and farmers lacked the confidence to take the exam," said Li Zhen, an official in Sichuan's provincial Department of Human Resources and Social Security.Li said that to his knowledge, there were no workers and farmers that took the exam in the province."Become a civil servant? SUZHOU, Jiangsu, Dec. 11 (Xinhua) -- China's Ministry of Public Security (MPS) has announced that the special campaign to crackdown on prostitution has been effective, with cases of prostitution and obscene performances in entertainment venues in October dropping 18.4 percent on a month-on month basis.The campaign in the latter half of the year attached increased importance to the investigation and punishment of the organizers of prostitution.The campaign also targeted business operators and the "protective umbrellas" - sometimes local government officials - that allow prostitution to happen, according to a document released at a ministry work conference in Suzhou Saturday.More effort must be made to educate and rehabilitate women involved in the prostitution and obscene performance cases, the document said.According to the document, the MPS sent 27 groups of inspectors to 651 entertainment business venues in four municipalities and 20 provinces during the campaign. At some 381 of the venues, cases of prostitution or obscene performance were discovered.In July, the ministry sent 10 inspection groups to eight cities in Jilin, Shanghai, Guangdong, Hainan, Sichuan and Shaanxi, to raid 10 entertainment venues, resulting in the arrest of 370 suspects.In the following three months, the ministry and local police solved 54 major cases, the document said.

BEIJING, Dec. 22 (Xinhua) -- Chinese lawmakers have heard a series of the State Council's reports on the development of ethnic minorities, and regarding the country's health care reform and service industry, at a meeting Wednesday during the bimonthly session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.The meeting was presided over by Ismail Tiliwaldi, vice chairman of the NPC Standing Committee.A total of 150 NPC Standing Committee members, including Wu Bangguo, chairman of the NPC Standing Committee, as well as other vice chairpersons of the NPC Standing Committee attended the meeting.Commissioned by the State Council, Yang Jing, minister in charge of the State Ethnic Affairs Commission, said in a report to the NPC Standing Committee that the Communist Party of China (CPC) and the central government's supports in policy, planning and funding for the ethnic minority groups and regions had yielded remarkable achievements in the country's economic and social development.In the report, Yang also pledged that the government would continue to step up infrastructure development in ethnic minority regions and spend more on education, medical services and poverty relief.Zhang Ping, director of the National Development and Reform Commission, delivered a report on deepening health care reform at the meeting.The reform had achieved various levels of progress in promotion of medical insurance, grassroots medical services and equal access of health care services for the public, Zhang said.Zhang noted that the government would further expand the coverage of the medical insurance system, intensify supervision over medical service providers and make more progress in the reform of the country's publicly-owned hospitals.Zhang also delivered a report on accelerating the development of the country's secondary industries. China's service industry has been experiencing rapid growth from 2006 to 2010 with an increase in its competitiveness, Zhang said.The service industry has been making increasing contributions to the country's job market, as well, Zhang said.However, Zhang commented that it still lags behind the country's overall development, and could not meet the demand of the country's economic and social development.In his report, Zhang urged creating a favorable policy and system environment for the development of the country's service industry.The meeting also reviewed a written report about Wu Bangguo's visit to Cambodia, Indonesia and Thailand.Also on Wednesday, a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by Wu Bangguo, has decided to put the draft agenda of the fourth plenary meeting of the 11th NPC to the vote at the ongoing NPC Standing Committee session.The 18th session of the Standing Committee of the 11th NPC runs from Dec.20 to 25.
