(CNN) — California utility giant Pacific Gas and Electric has agreed to pay .5 billion to individuals affected by several recent fires in the state, the company announced Friday night.The agreement still has to be approved by a bankruptcy court. PG&E has filed for Chapter 11 bankruptcy, which allows for restructuring.The claims stem from the 2015 Butte Fire, the 2017 Northern California fires, the 2018 Camp Fire, as well as the fire at Oakland's Ghost Ship warehouse in 2016.RELATED: California to protect insurance policies in wildfire areas"From the beginning of the Chapter 11 process, getting wildfire victims fairly compensated, especially the individuals, has been our primary goal," CEO and PG&E President Bill Johnson said. "We want to help our customers, our neighbors and our friends in those impacted areas recover and rebuild after these tragic wildfires."PG&E has previously settled claims with insurance companies for billion and local governments for billion.Equipment linked to deadly firesThe company has been criticized for the role its equipment has played in the outbreak of numerous fires in California, among them the deadliest and most destructive wildfire in state history.An investigation by the California Public Utilities Commission's Safety and Enforcement Division (SED) concluded that the company's equipment helped lead to last November's Camp Fire, which killed 85 people.The report pointed specifically to inadequate maintenance and inspection of transmission line towers. PG&E conceded that a part separated from a transmission-line tower, likely starting the fire in dry vegetation near the town of Pulga. According to California Highway Patrol, the fire started off of Interstate 805 North near E Street around 8:42 p.m. CHP says the fire may have started in a homeless encampment. SAN DIEGO (KGTV) – American students who are on a budget are opting to get their medical school education south of the border.Carlos Rodriguez is a young American man who got his white coat in Tijuana after failing to get into any U.S. medical schools. "When you receive that rejection letter, you feel like everything you did was for nothing," he says, adding, "When I saw this opportunity to go to Mexico, I took it. I was like, 'This is all [I've] got.'" MAKING IT IN SAN DIEGO: San Diego community college programs open up job opportunities According to The Princeton Review, fewer than half of all applicants get accepted to U.S. medical schools. Those who are accepted will pay an average of more than ,000 a year for private school. Rodriguez enrolled in a private school in Mexico where he says his tuition is only about 0 per month, and the cost of living is even lower. "My electricity is 20 pesos, which is not even equivalent to a dollar or two," he adds. "It's going to be a little fraction in comparison to the American tuition fees," says Dr. Eduardo Tanori, a professor at UC San Diego. He helps international medical school graduates prepare for the U.S. board exams. His students come from around the world, including Mexico. "We have several very good and competitive medical schools in Mexico," he adds. Making It in San Diego: Renting is cheaper than buying a home, study shows Dr. Tanori says the cost of medical education in Mexico is low, but the quality is generally high. He tells 10News that his students' passing rate for U.S. licensing exams is more than 90%. Another benefit to Mexican medical school is the ability to become a bilingual provider, says Rodriguez. "Medical terms in Spanish are probably a letter or two different from English, so it got easier.  A Girl Scout leader in Beaverton, Oregon was at the right place at the right time.Diane Bauer said she was at a Fred Meyer store on Wednesday when her teenage daughter Charlotte noticed a mother in distress at few aisles over.Bauer said her daughter was pointing to a baby a mother was holding – and realized the 5-week-old infant was not breathing.That's when the CPR-certified Girl Scout leader dropped everything and ran over to help.Bauer said she took the baby, told the cashier to call 911, and gave the newborn CPR.“The only room that was available was the little check writing stand,” said Bauer. “Those breaths started to go in and I continued until he came to, and in the meantime the mom was calling 911.”Soon, Bauer said she felt the baby's little heartbeat. After a few more breaths, the baby was alert and breathing on his own again.“Had the mom hold his hand, stroked his face and he kind of turned and nuzzled towards her like he was hungry,” said Bauer.Bauer said she and her daughter stayed until paramedics arrived.She credits her daughter for recognizing that the baby had stopped breathing.Bauer said she had just finished the CPR recertification at her job last month. 1204
