BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution. The regulation is in response to a rapid increase in lawsuits during the past two years. It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation. The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government. According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007. "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday. "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said. The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts. "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.
CHANGCHUN, Sept. 8 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged more efforts to ensure grain production and improve rural livelihoods to ensure fast and steady rural development. Hui made the remark at an agricultural products fair in Changchun, capital of the northeastern Jilin Province on Tuesday, saying the government will continue to see maintaining a fast and steady rural economic development as a top task. He called for promotion of agricultural technology and products to increase the competitiveness of China's agricultural enterprises and their products in the global market. "The overall situation about the country's agriculture and rural development is good, and China has seen a summer grain output growth for six straight years this year", he said. He also urged more efforts to fight drought in parts of China and "try every means" to ensure harvest this fall and a continuous rise in farmers' income. As of Sept. 8, a severe drought has affected 19.72 million mu (1.31 million hectares) of crops in seven provinces of Hunan, Guizhou, Jiangxi, Hubei, Guangdong, Guangxi Zhuang Autonomous Region and Chongqing, according to data from the Office of State Flood Control and Drought Relief Headquarters. BEIJING, Oct. 17 (Xinhua) -- The Communist Party of China (CPC)Central Committee Saturday congratulated the Kuomintang (KMT) plenary congress, expecting deepening trust, more exchanges and common understanding across the Taiwan Strait. The KMT held its 18th plenary congress Saturday morning, at which Taiwan leader Ma Ying-jeou officially assumed the position of KMT chairman. In a statement to the KMT Central Committee and Ma Ying-jeou, the CPC Central Committee expected the two parties to stick to the"common wish for peaceful cross-Strait development". With the 1992 Consensus and opposing "Taiwan independence" as the political foundation, the two parties should deepen mutual trust, increase exchanges and expand common understanding, the statement said. In response to the CPC statement, the KMT Central Committee said in a reply that the two parties have reached a common understanding to promote cross-Strait peaceful development. The KMT expected to work with the CPC for improving trust and mutual benefits, in a bid to improve the welfare of people on both sides, the statement said. Hu Jintao, general secretary of the CPC Central Committee, congratulated Lien Chan for maintaining the position of KMT honorary chairman and Wu Poh-hsiung for taking the position of KMT honorary chairman respectively. The "common wish for peaceful cross-Strait development," reached by the two parties during Lien's 2005 visit to the mainland, has set a clear direction and laid the foundation for cross-Strait relations, Hu said in a statement to Lien. "We sincerely expect Mr. Lien to continue working for the peaceful development across the Strait," he said. In response to Hu's congratulation, Lien said in a statement that since the two sides resumed systematic talks based on the 1992 Consensus, the peace and stability across the Strait has been greatly enhanced and people's welfare improved. "We should work even harder to strengthen the five-point common wishes," Lien said. As the KMT chairman in the past two years, Wu had made great contribution to improving cross-Strait relations, Hu said in a statement to Wu. Last year and this May, Wu visited the mainland twice for the KMT-CPC talks, which laid solid foundations for favorable exchanges between the two sides, he said. "We expected Mr. Wu to make new contributions to cross-Strait peaceful development." In a reply to Hu, Wu said in the past four years, the two parties pushed forward their cooperation step by step and won support from the people and the international society. "The two parties should work together for peace and development with sincerity and goodwill," he said. As honorary chairmen, Lien and Wu will assist Ma on cross-Strait affairs and regional exchanges.
LAS VEGAS, the United States, Aug. 10 (Xinhua) -- A record number of Chinese businesses and manufacturers are participating in the annual exhibition of Chinese products in the United States, in a way to show their confidence in the U.S. market and American consumers, a senior Chinese official said here on Monday. Inaugurating the "China Brand Show 2009" in the Las Vegas International Convention Center, Vice Minister of Commerce Zhong Shan said the Chinese government pays much attention to the difficulties its economy is facing amid the global financial crisis. "Ever since November last year, the Chinese foreign trade has been going down for a consecutive nine months, which complies with the world trade situation in general," said the official. Stressing that both China and the United States are each other's essential trading partner, Zhong said that the two countries had committed to open more to trade and investment and fight protectionism at the recent China-U.S. Strategic and Economic Dialogue, held in Washington, D.C. in July. On China's domestic efforts to tackle the global economic recession, Zhong said the government has rolled out a huge economic stimulus package, and China's stabilizing and promising economic trend has contributed to the global confidence in an early economic recovery. "China's GDP enjoyed a 7.1-percent growth in the first half of 2009, bringing the economic slump starting from the fourth quarter last year to an end," said the vice minister. According to organizers of the annual show, more than 200 enterprises from China are participating this year, to showcase their products during the three-day event that ends on Wednesday. The show also serves as a promotion event for the 106th China Import and Exports Fair, to be held in Guangzhou from Oct. 12 to Nov. 4 this year, officials said. The China Import and Export Fair, the country's number one trade fair, has become a platform for enterprises from different countries to do business and one of the key channels for foreign companies to enter the Chinese market.
