SAN DIEGO (KGTV) -- On Thursday, January 3, the newest members of Congress will head to Washington D.C. to be sworn in. Among them is Mike Levin, who will represent California's 49th Congressional District. Levin, an environmental attorney, ran a campaign focused on younger voters. During the campaign, he cast his opponent, Diane Harkey as a “rubber stamp" for President Donald Trump. The district was previously represented by Darrell Issa. Juan Varges of the 51st Congressional District will also head to Washington. Varges made headlines recently after pointing the finger at the Trump administration for the situation at the border after hundreds of migrants rushed the San Ysidro Port of Entry. The 51st Congressional District consists of south San Diego County, Imperial County and California’s entire U.S./Mexico border. Also in Washington for the swearing in is Congressman Scott Peters of California’s 52nd District. The district includes the cities of Coronado and Poway as well as most of northern San Diego. Peters was first elected in 2012. In 2018, Peters introduced legislation to provide a tax credit who paid more than 30 percent of their gross income on rent and utilities. Rep. Susan Davis was re-elected in 2018 and represents California’s 53rd Congressional District. The district stretches from I-5 and Balboa Park through Mission Valley to East County and includes much of the heart of San Diego.Davis has been serving the district since 2001 and in 2018, won against her opponent, Morgan Murtaugh. Heading to Washington also is Congressman Duncan Hunter of California’s 50th Congressional District. SAN DIEGO (KGTV) - On the edge of Balboa Park, parkgoers arrived Wednesday to a fresh layer of graffiti across a popular playground area.Joanne Schara leads a boot camp class at Bird Park at Upas three times a week. After a year of working out there, the things that drew her are now awash in graffiti. "It's just sad to see. You come here because you want a happy space. People bring their kids. People bring their pets. Its beautiful," said Schara.The tagging is everywhere, from the tables and benches and the wall wrapping around the playground area to utility boxes and graffiti on the ground."Doesn't give a good image at all," said Schara.Cathy Lea has lived in the neighborhood for 40 years and takes her dogs to the park twice a day."When I see the graffiti, it's disheartening," said Schara.Lea says every few days, there is more graffiti. On the concrete wall that surrounds the park, there are countless layers of tagging that have been painted over, only to be tagged again."That's not what this park is about," said Lea.On the Nextdoor app, some longtime neighbors posted the current graffiti is the "worst they've ever seen." Lately the graffiti has started to creep into areas previously untouched, including the playground set and the nearby rocks. As the tagging spreads, so does the frustration."It's not the kind of message we want to be sending in North Park," said Lea.Several neighbors have posted on the city's Get It Done app to get it cleaned up. SAN DIEGO (KGTV) -- North County leaders, including city mayors and Supervisor Jim Desmond, joined Legoland officials Friday morning in a press conference demanding answers from the state as to when and how they can reopen.They said a letter was sent last week to Gov. Gavin Newsom requesting that the state implement protocols to abide by to reopen, similar to what they established with schools.Legoland's park is mainly outdoors and has been closed since March. Their hotel opened in July and hotel guests can access the main promenade but the park wants to open its doors to the public. The park's president, Kurt Stocks, said Legoland has implemented safety guidelines for the attraction to operate outdoors with sanitizer stations, distance markers and temperature checks upon entering. Stocks said he and city leaders believe the state needs to implement guidelines for all businesses across San Diego county, indoor and outdoor, so employees who were furloughed or laid off can get back to work. At Friday's press conference, leaders also stated they constantly receive calls from residents with questions as to when they can open their businesses back up and hope to provide them with answers sooner than later. "We've heard very little and I recognize the state has to make decisions for businesses across California. but what we're doing today is calling on the state to recognize that San Diego attractions are safe to open." 1445

SAN DIEGO (KGTV) - Psychiatrist Clark Smith, MD, shed light on the San Diego County Medical Examiner’s findings in Trevor Heitmann’s autopsy that revealed the 18-year old suffered from mania.Heitmann caused the fiery 805 crash on August 23 that ended not only his own life but the lives of Aileen, 43, and Aryana Pizarro, 12.The Medical Examiner’s report showed Heitmann died of blunt force injuries. Toxicology reports indicated there were no signs of drugs or alcohol in Heitmann’s system. So what led an otherwise healthy 18-year-old man to drive the wrong way at 100 mph? The Medical Examiner believed there was a long build-up to the crash. The reports stated, five days before the crash, Heitmann began showing signs of mania."The manic mood swing could be so powerful, that people lose contact with reality,” Dr. Smith said.Dr. Smith reviewed the autopsy reports with 10News. Although Heitmann had no history of depression or mental illness, Dr. Smith believed he might have been bipolar with manic tendencies. "The mood swing can change like that from being king of the world, on top of everything, to crashing, and being horribly depressed and suicidal,” Dr. Smith said. “My guess is he was feeling badly because of the setbacks that he had, losing his business and source of income. And that would be a time when he would be reactive and become more depressed.”Heitmann was a popular YouTube gamer with a successful business selling game pieces online. That was how he said he bought his high-end sports car. But earlier this year, his business was suddenly banned and shut down. The Medical Examiner said his parents noticed his mood changes and tried to get him help. They physically blocked his McLaren from leaving the driveway, and called authorities to report his behavior. But Dr. Smith believes at that point, Heitmann’s symptoms had progressed too far. “Most people who are suicidal, just take their own life, but some people are also homicidal,” Dr. Smith said. “And in this case, it's a murder-suicide. I think he had lethal intention. He didn't know who he was going to kill. But he knew he was going to kill someone."Dr. Smith said this was a true tragedy that was preventable. “This was treatable, and it’s just a heartbreak that he didn’t get treatment,” Dr. Smith said. He added bipolar manic depression is nothing to be ashamed of.
