NEW DELHI, Nov. 1 (Xinhua) -- Zhou Yongkang, a senior official of the Communist Party of China (CPC), on Monday asked for joint efforts to promote China-India relations."It is an inevitable trend of history to consolidate and develop the peace and friendship between China and India," Zhou told a seminar on China-India ties."We should extract nutrition and wisdom from history to persist in maintaining peace, friendship and mutually beneficial cooperation, and to be good neighbors, good friends and good partners forever," said Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee.He made a five-point proposal on the further development of China-India relations: Zhou Yongkang (L), a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Political and Legislative Affairs Committee of the CPC Central Committee, meets with Indian Prime Minister Manmohan Singh in New Delhi, capital of India, Nov. 1, 2010.First, both sides should promote political mutual trust."We should maintain high-level visits and exchanges, strengthen communication and cooperation between our governments, parties, parliaments and the armed forces, promote cooperation in defense and security, respect and accommodate each other's core interests and major concerns and continue to build up strategic mutual trust," he said."By doing so we can further consolidate our strategic cooperative partnership," he added.Second, the two countries should expand cooperation in economics and trade."We should intensify cooperation in areas of resources, energy, agriculture, manufacturing, infrastructure, information technology, etc. and also promote mutual investments," he said."We should properly settle problems arising in these fields, reduce restrictive measures against each other to achieve mutually beneficial and win-win results," he added.Third, China and India should expand friendly exchanges."We should further our exchanges and communication in the fields of culture, education, science and technology, promote exchanges between our two countries' academic institutions, youths, as well as press and media, so as to boost mutual understanding and trust between our two peoples," he said."We should do more things conducive to the Sino-Indian friendship and create a good atmosphere for the healthy development of bilateral ties."Fourth, both sides should strengthen international cooperation."We should actively coordinate our stances and strengthen cooperation in international affairs and deal together with global issues including climate change, food security, energy and resource security, terrorism, separatism and extremism, so as to safeguard developing countries' interests," he said.Fifth, the two should strengthen friendly consultation.For controversial issues and disagreements, the two countries should properly handle them on the basis of mutual respect, consultations on equal basis and mutual understanding and mutual accommodation, so as not to let specific issues affect the overall relations, he said.This year marks the 60th anniversary of China-India diplomatic relations."Looking back into our history of exchanges, we felt that peace and friendship between China and India were deeply rooted in the history and culture of our two countries and among our two peoples," said Zhou, who is also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee."It is an established policy and strategic decision of the party and the government of China to develop friendly relations with India," he said.Zhou arrived here Sunday for a visit. He had visited the tomb of Mahatma Gandhi, leader of India's national independence movement.

BEIJING, Sept. 11 (Xinhua) -- China's August economic data released Saturday gave relief to market participants, with the figures demonstrating the economy's continued momentum despite the government's tightening measures and moves to cool the property market.Higher-than-expected growth in fixed asset investment, industrial production, retail sales and new loans, as well as the August trade data announced Friday, all pointed to the increasing strength of the Chinese economy.SIGNS OF RE-ACCELERATIONChina's industrial value-added output growth accelerated to 13.9 percent year on year in August from July's 13.4 percent growth, the National Bureau of Statistics (NBS) data showed.The rebound was the first increase in the speed of growth in industrial value-added output this year, after seven consecutive months of decreases in the rate of growth as the government introduced curbs on bank lending to energy-intensive industries and the property market. People buy vegetables in a market in Hefei, capital of east China's Anhui Province, Sept. 11, 2010. The consumer price index (CPI) rose 3.5 percent year on year in August, 0.6 percent higher than in July, the National Bureau of Statistics announced Saturday."It is a good result," the NBS spokesman Sheng Laiyun said, adding the August output data was a mild rebound from the 13.4 percent growth in July and 13.7 percent growth in June, suggesting China's industrial production stabilized from fast expansion in the first half.Retail sales growth accelerated to 18.4 percent in August. Urban fixed asset investment also maintained a strong growth in the first eight months, up 24.8 percent from a year earlier.Further, an unexpected acceleration in China's imports last month pointed to strong domestic demand. Exports grew 34.4 percent year on year in August, slowing from July's 38.1-percent surge, while imports rose 35.2 percent in August, sharply up from the 22.7-percent increase in July, customs data showed Friday.Zhang Liqun, a researcher with the State Council's Development Research Center, said the investment, consumption and exports data were good and suggested that China's economic growth rates will not decline significantly.New yuan-denominated lending picked up to 545.2 billion yuan (80.53 billion U.S. dollars) in August compared with the 532.8 billion yuan in July, the People's Bank of China, or the central bank, said in a separate statement Saturday.China's broad money supply (M2), which covers cash in circulation and all deposits, increased 19.2 percent year on year by the end of August, up 1.6 percentage points from the end of July.The rebound of M2 from July indicated that China's economic slowdown was not as rapid as expected, said Liu Yuhui, economist with the Chinese Academy of Social Sciences."The overall economy is stable and sound. It is heading in the direction expected and as set by the government's macro-economic controls," Sheng said.Earlier figures showed that China's GDP grew 11.1 percent year on year in the first half of the year. But its economic growth rate slowed to 10.3 percent in the second quarter, from 11.9 percent in the first three months the year.

CHENGDU, Nov. 3 (Xinhua) -- A senior Chinese government official said Wednesday that major geological disasters and densely-populated regions would be the two main areas to monitor in the nation's efforts to guard against losses caused by such disasters.In the first 10 months of 2010, 2,909 people were dead or missing following over 30,000 recorded geological disasters, Xu Shaoshi, the Minister of Land and Resources, said at a meeting held Wednesday in Chengdu, capital city of southwestern Sichuan Province.Further, the number of people dead or missing during this period was five times higher than in the same period last year, said Xu.However, the majority of these victims, about 2,000 people, were killed or went missing after five major mud and rock slides which struck areas in west China's Guizhou, Gansu, and Yunnan provinces, Xu said.A massive mudslide triggered by rainstorms slammed Zhouqu County in northwest China's Gansu Province this past August, leaving 1,510 dead and 255 others missing."Our focus in loss prevention and control in the future will be to closely watch the major geological disasters and the areas with high human concentrations," said Xu.Xu also urged local governments to make specific plans regarding geological disaster prevention, improve the assessment and pre-cautionary monitoring mechanism, and beef up rescue and response systems in the event of an emergency.

  

BEIJING, Oct. 25 (Xinhua) -- China's top legislature began its bimonthly session Monday, discussing bills including Vice President Xi Jinping's appointment as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.According to the bill, Xi was nominated by President Hu Jintao, also CMC chairman.Xi, Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, was previously appointed vice-chairman of the CMC of the CPC at the Fifth Plenary Session of the 17th CPC Central Committee that ended on Oct. 18.Wu Bangguo (C), chairman of the Standing Committee of the National People's Congress (NPC), presides over the 17th session of the Standing Committee of the 11th NPC in Beijing, capital of China, Oct. 25, 2010.At Monday's session of the National People's Congress Standing Committee, lawmakers reviewed the draft law on vehicle and vessel taxation for the first time, which sets out provisions for reducing taxes on energy-saving and clean energy-powered vehicles while imposing more taxes on cars with big engines.The law is expected to improve and standardize the taxation system, following the principles of being fair, eco-friendly and saving energy.China, having a total of 199 million vehicles, currently only has a regulation on vehicle and vessel tax, that took effect in 2007.In addition, at the session lawmakers began its fourth reading of a draft law on social insurance that aims to prevent the improper use of social security funds.The draft law stipulates that social security funds may neither be used to cover government budget deficits, build or renovate government offices, nor pay government agencies' day-to-day expenditures.
