SAN DIEGO (KGTV) - Surveillance video reveals a City Heights man was seconds away from a showdown with an armed intruder who got away with a "priceless" stone.Along 41st Street, past 6 p.m. Friday, a man whose face is hidden by a bandanna, was recorded creeping into D.R. Peck's back yard from a canyon. "The full mask is the scary part. Notice he has gloves," said Peck.In the video, the burglar discovers an unlocked door and enters a bedroom. More than 10 minutes later, he emerges with a briefcase. He drops it off before heading back inside. Not long after, the cameras show Peck wheeling in the trash can near the front of the home after returning home from running errands. At the same time, the intruder — likely hearing Peck return — bails out of the house through the back entrance. A flash of a knife seen in his hand."I walk in and see a mess ... Oh my God. Someone's been in my house," said Peck.Amid the ransacked bedroom, there were missing items: electronics, a special edition "The Flash" comic book worth more than 0, jewelry, and a red heart stone that he bought for his wife Wendy 10 years ago after proposing. It wasn't expensive, but it was priceless."She knew she was loved, exactly what I was wanting to say to her," said Peck.The two were only married for 27 days before Wendy died after a battle with ovarian cancer. SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them."  At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. SAN DIEGO (KGTV) -- The mayor of Temecula has announced his resignation after facing raging criticism over an email stating he didn't “believe there’s ever been a good person of color killed by a police officer." James "Stew" Stewart's comments went viral June 2 and drew a firestorm of calls for his resignation and threats of protests. Stewart made the racist remark in a reply to a constituent "concerned about our police officers and their sensitivity training.""As you know the City of Temecula does not have its own Police Department," Stewart said in his email. "We contract with Riverside County Sheriff's Department.""And I don't believe there's ever been a good person of color killed by a police officer," said Stewart.Stewart posted a copy of the email on his own Facebook page explaining that he is dyslexic and uses voice text, and that he published the note without proofreading what was recorded."I may not be the best writer and I sometimes misspeak, but I am not racist. I deeply regret this mistake and I own it, entirely. I am truly sorry," Stewart said in his resignation letter posted on Facebook late Thursday night.Stewart's comments brought tension to the small tourist destination city during a time in which the nation is seeing daily demonstrations and protests against police killings and racism. A Change.Org petition has started circulating demanding that city officials acknowledge that "systemic racism and police brutality exist in Temecula and the need for reform and consequence."Temecula, a city of about 115,000 residents in Riverside County, is located about 85 miles north of San Diego. The area is a popular Southern California destination known for its dozens of wineries, hot air balloon rides, and festivals similar to Northern California's wine country.Stewart's biography remains published on the city's website. It says that Stewart moved to Temecula in 1991 with his wife and three children from Oswego, Illinois. According to his page, the businessman owns eight barbershops in the area and that he has worked as a dentist during mission trips to Haiti pulling teeth and conducting eye glass clinics in Ethiopia.The city has not released plans to fill his vacant seat. The day began with an enlistment ceremony. A Japanese-American World War II veteran read the oath of enlistment to the Army’s newest recruits. The celebration marks the first event of its kind aboard the Midway. SAN DIEGO (KGTV) - The Imperial Beach Charter School PTA president was arrested on suspicion of embezzling funds from the group, the San Diego County Sheriff’s Financial Crimes Unit said Wednesday. A warrant was issued in November for 30-year-old Kaitlyn Birchman, a mother of two. Riverside County deputies arrested Birchman late Tuesday night at her home in Temecula.Birchman was the head of the Imperial Beach Charter School's parent-teacher association until March, when she was voted off the board. Other members said her departure followed months of missing funds. RELATED: South Bay mom accused of stealing thousands of dollars from her children’s school“There were thousands of dollars that hadn’t been paid,” current PTA treasurer and former Coronado Police sergeant Elizabeth McKay said. According to McKay, vendors from previous years sent the PTA bills for unpaid services. McKay contacted the bank and discovered the PTA’s account no longer existed. “The checks...she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial Beach or had anything to do with a PTA event." The PTA confronted Birchman in March with the help of a Sheriff’s deputy, who spoke about embezzlement. "She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay."
