SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

SAN DIEGO (KGTV) - A small coffee shop in Carmel Mountain Ranch is now the world's best coffee roaster.Mostra Coffee just won Roast Magazine's top honor as the 2020 Roaster of the Year."It was a really far fetched, big dream of ours to one day achieve one day," said Mostra Coffee co-founder Jelynn Malone. "So the fact we were able to achieve it in six years is mind-blowing to us."Malone started the company with a few friends in a garage in 4S Ranch. They were looking for ways to help poor people in the Philippines and learned that buying coffee from local farmers can help provide money and jobs to the region."It was rooted in good and wanting to help," said Malone. "We just believed in our mission so much that we thought, you know, let's just go for it. What it's become now is just surreal and amazing."Right now, Mostra Coffee has one shop in Carmel Mountain Ranch, but they have plans to expand. They're opening a second location in 4S Ranch in March and just signed a lease for a spot in Mira Mesa.Malone said their passion for coffee is what's fueled their success."It's very similar to wine," she said. "It'll taste anywhere from peaches to chocolates, to tea leaf flavor notes to blueberry. There are so many different flavor notes you can get out of coffee that I don't think people realize, and you get to do that in specialty coffee."In addition to the new locations, Mostra is expanding into the instant coffee business. They just launched a line of single-serve instant coffee packs."Now you can enjoy Mostra coffee when you're flying or camping or at work or rushing in the morning and don't have time to come into the store," said Malone.Through all the expansion, Malone said they plan to keep the small-batch mentality that brought them this far."The community's been so supportive that I think people will really appreciate having more access to Mostra." 1889

SAN DIEGO (KGTV) - A teacher at a middle school in Vista says a look inside her classroom reveals her concerns about the lack of social distancing.Laura Whitehouse’s classroom at Rancho Minerva Middle school. The history teacher has been at the school for seven years, and for the first time, she is anxious about going to school."It’s frightening. It’s frightening," said Whitehouse.She says her fears stem from the lack of social distancing. Her classes have 34 kids, with two kids sitting at each table right next to each other."Distance between each table is about two feet. They’re just on top of each other," said Whitehouse.Whitehouse says the kids are supposed to wear masks, but she sometimes has to remind them to put their masks on, and to maintain social distance."They want to clump together. They want to go to each other’s desk," said Whitehouse.After a few days of in-person learning, Whitehouse on Tuesday received plexiglass for her desk and a HEPA air purifier, but she worries it’s not close to being enough. She says there’s no cleaning between classes, as new students rotate in."The germs that are accumulating are just crazy," said Whitehouse.Amid her concerns, there have been at least four positive COVID-19 cases in the Vista Unified School District, sparking new rules about what will trigger a school to revert to distance learning.Whitehouse, who has asthma, says the new rules don’t address what’s putting her and her students most at risk."I am afraid for them. I just want them and their families to be healthy," said Whitehouse.She’s hoping for more cleaning, and more hybrid learning to reduce the number of kids in the classroom."The fear is this is just going to continue to get worse," said Whitehouse.The teachers union tells ABC 10News they are preparing an OSHA complaint detailing the classroom conditions. Superintendent of Schools Matt Doyle emailed ABC 10News the following statement:"... We have spent more than 2 million dollars on personal protective equipment for our staff and schools. These include facemasks, face shields, gloves, plexiglass barriers for teachers and students, HEPA air filters, additional outside sinks, electrostatic disinfecting machines, posters, and more. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) -- A San Diego school was briefly locked down after shots were fired near the school Monday afternoon. According to San Diego Police, officers responded to the 5100 block of Ewing Street near San Diego State University after 1 p.m. to investigate reports of shots fired. Due to the investigation, the nearby Language Academy was briefly placed on lockdown. Witnesses say they heard five or six shots being fired.
