SAN FRANCISCO, Nov. 11 (Xinhua) -- Facebook is close to a settlement with the U.S. Federal Trade Commission (FTC) over the charges that the world's largest social network misled users about its use of their personal information, the U.S. media reported Friday.The proposed settlement would require Facebook to get users' consent before making "material retroactive changes" to its privacy policies, said a report from The Wall Street Journal, citing people familiar with the talks.The agreement with the FTC is also expected to ripple much farther in the tech industry as more companies are developing programs to observe people's online behavior and profiting from the personal information, such as the target advertisements.With a current 800-million-user base worldwide, Facebook changed its user policy in late 2009 to disclose more of users' personal information without adequate notice, leading to a federal investigation along with mounting complaints online.On Thursday, two U.S. representatives asked the Palo Alto, California-based company to explain a February patent application, saying that it raises alarm bells about how the company tracks users on other websites.Outside the U.S., Facebook is also drawing criticism on its privacy policies in countries with strict privacy laws, such as Germany. BEIJING, Nov. 9 (Xinhuanet) -- Routine bowel screening can cut deaths from bowel cancer by 27 percent, a latest Scottish study finds.The result was presented at the National Cancer Research Institute's (NCRI) conference in Liverpool. Funded by the Scottish government's health department, the study involved over 370,000 people aged 50 to 69 from Scotland. Every participant was given a FOBt (faecal occult blood test) kit-- which was used to collect their stool samples-- every two years between 2000 and 2007. The samples were sent to a laboratory for hidden traces of blood test.Under the monitor of the researchers, the participants saw a 27 percent fewer bowel cancer deaths than a similar number of people from Scotland uninvolved in the trial."For the first time, we can see the effects of an FOBt-based colorectal cancer screening program in the real world of the NHS," cheered author Robert Steele from the Bowel Screening Research Centre in Dundee.According to a BBC report, when bowel cancer is detected at the earliest stage, 90% of patients survive for at least five years. After the disease has spread, the survival rate is just 6%.

"But keeping the property market sound will require prolonged restrictions. Our specific goals for the purchase limits next year are still under discussion."Chen Baocun, deputy secretary-general of the National Real Estate Manager Alliance, said property developers will be able to cope with an extension of the limits."Developers didn't expect a sudden drop of the purchase restrictions next year," he said. "They are prepared to accept the policies for a longer time."In an attempt at tamping down property prices, the central government took time at the country's central economic work conference on Wednesday to encourage more cities to adopt a property tax. Such a tax is already being tried out in Shanghai and Chongqing.Beijing, though, is not likely to look seriously at adopting one, "unless it is otherwise required to by the central government", Wang said.

BALI, Indonesia, Nov. 19 (Xinhua) -- Chinese Premier Wen Jiabao said on Saturday that an immediate task for East Asian nations in the face of the global financial crisis was to maintain continuous, rapid development of the region's economy.Addressing the 6th East Asia Summit, Wen said East Asian nations should provide momentum for the world economy's robust, sustainable and balanced development."We should continue to strengthen cooperation and the summit should play a strategic role in this regard," he said.Wen put forward a five-point proposal for boosting the regional economy:First, coping with the international economic and financial crisis should continue to be regarded as a priority, he said.East Asian nations should implement appropriate fiscal and monetary policies in accordance with their national conditions, shore up market confidence, and enhance coordination in the macro-economic policy and financial cooperation.Second, Wen said the region should earnestly carry out and improve agreed free trade arrangements, steadily advance the building of new free trade areas, and further open markets.The Chinese premier called on East Asian nations to counter protectionism and properly handle international trade frictions.Third, the region should encourage expansion of investment and increase investor confidence, he said.It should boost the inner drive for its development through such ways as industrial transfer and regional interconnection, Wen said.Fourth, he called for prioritizing sustainable development as a long-term cooperative goal, stronger cooperation in key fields, help for East Asian countries to transform their economic development model, and intensified cooperation in such areas as energy-saving, environmental protection, education and disaster control, so as to enhance development potential.His final point urged overcoming challenges brought by non-traditional security threats to create a better environment for development, and strengthening cooperation in the fields of information exchange, capacity building and emergency response.Wen said that, as a strategic forum, the EAS facilitated mutual understanding and cooperation between East Asian nations."Under the new situation, we should continue to regard the Association of Southeast Asian Nations (ASEAN) as the dominant power of cooperation at the summit and make efforts to seek and expand interest junctions," he said.China was willing to work with all sides to make the summit more fruitful and benefit more countries and peoples, the Chinese premier said.Echoing Wen's remarks, participants at the summit said under the current international political and economic situation, East Asian cooperation should continue to wield the influence of ASEAN domination and the existing mechanism to intensify mutual support and coordination, and deepen cooperation in the fields of economy and trade, finance, food security, energy security and disaster relief.

BEIJING, Jan. 3 (Xinhua) -- China's building materials showed different momentum of growth in November 2011, with a slowing cement output growth and a speeding plate glass, according to latest statistics from the country's top economic planner.Cement output growth in November 2011 stood at 11.2 percent year-on-year, 6.1 percentage points lower than previous year, while plate glass production expansion reached 7.1 percent year-on-year, quickening by by 0.5 percentage points from previous year.Still, China's cement output reached 1.89 trillion tonnes in the first 11 months of last year, an increase 17.2 percent year-on-year, 1.6 percentage points faster than previous year.The output of flat glass, a sector fraught with overcapacity and duplicated construction problems, rose 17 percent year-on-year to 6.82 trillion weight boxes in the January-November period of last year, according to the NDRC.Profits of China's building materials industry surged 53.1 percent year-on-year to 243.7 billion yuan (38.68 billion U.S. dollars) in the first 11 months of 2011.To curb the overcapacity and repeated construction in the flat glass sector, the NDRC said in a statement in October 2011 that it would take move nationwide to clear up projects for construction of flat glass production facilities.
