SAN DIEGO (KGTV) — San Diego Padres players and city leaders surprised more than 140 elementary school students with new bicycles Friday.As part of the Padres Holiday Giving Tour, the team partnered with Bikes for Kids Foundation to gift 141 students at Horton Elementary School. At first, the group of second- and third-grade students thought they were gathered to learn which student had won a bicycle after an essay challenge. One name was read. But then a second student won. A third student had their name read.Just when the streak seemed to come alive, chants of "one more bike" broke out among the students. SAN DIEGO (KGTV) - San Diego may be America's Finest City, but when it comes to parking around town, the experience is not always a pleasant one. "It's horrific," said Shadrach Vaughn the founder of Park Connect. Vaughn recently launched Park Connect in July. The company's goal is to help connect homeowners or businesses who have empty parking spots, with people who need them.The owner or business can list their spot on the Park Connect website, and select a daily, monthly or hourly rate. SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. "Now this way she can not pay for the rental of an apartment and live here,” Conrique said. “So that's a personal thing, but it would work no matter what.” RELATED: Woman builds granny flat to finance retirementThe ease in regulations is having an impact on the building community. "When you build a custom ADU it ads on to the square footage,” said Gregg Cantor of Murray Lampert Design, Build, Remodel. “The resale value is much higher.” Gregg Cantor says he’s working on several projects that wouldn’t have been possible without the recent regulation changes. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build. Geiler says in the past few years city officials have expanded the zones in which ADU’s are allowed, eliminated the parking requirements, increased the size from 700 square feet from 700 to 1200, and waived Development Impact Fees, Facility Benefit Assessment Fees and General Plan Maintenance Fees for the construction of “companion units,” otherwise known as accessory dwelling units or granny flats. “These are all getting approved, and in the cases where we're finding there may be an issue with the setback encroachment or parking we're working with the applicants the homeowners, designers to find solutions,” Geiler said. 2587

SAN DIEGO (KGTV) - San Diego Police identified Tuesday the officer involved in a shooting in Little Italy Saturday.Several witnesses flagged down a patrol car driving at 1300 India Street about 6:45 p.m. to let the officer know about a man who was not wearing a shirt and acting belligerently.The SDPD report indicated Officer Anthony Bueno found the man, Brent Zadina, on the hood of a car, yelling at the driver.RELATED: Officer Bueno has history of conflictsZadina appeared to be drunk or under the influence of drugs, police said.Officer Bueno tried to arrest Zadina but he resisted and the officer used his taser, according to the report. Zadina continued to struggle and the officer feared for his life, said the SDPD.Officer Bueno fired one round but missed Zadina. No one was injured.Additional officers arrived and handcuffed Zadina, who was taken to the hospital for observation.San Diego Police said Zadina remains at the hospital and will be booked into jail when he is released.Officer Bueno is a 19-year veteran of the police force.Anyone with information is asked to call the San Diego Police Department at 619-531-2293. 1148
