SAN DIEGO COUNTY (KGTV) — Despite the state and county's public health restrictions, some churches are planning to welcome people inside on a limited basis.San Diego County remains on the state's COVID-19 monitoring list. That means, as of July 15, 2020, indoor activities at Houses of worship are not allowed. SAN DIEGO, Calif. (KGTV) - With car horns blaring, cellphone video captured a fight breaking out at a busy intersection in San Diego near Montgomery High School.The incident played out at Palm Avenue and Beyer Way - just feet from the high school - as school let out Friday afternoon. In the crosswalk, there was a flurry off punches. A teen in a hoodie is recorded battering another student on the ground. Some other teens joins the fray and more punches are traded."It's stupid. Why have a fight so dramatic like that? It could cause a car accident," a student told 10News. We are not naming the student at the request of their family.The student doesn't know what sparked the fight, but says those involved were juniors. The student told 10News this was the third big fight on campus this year. "Just make us look bad. Students should set a good example for our school," the student said.There were no accidents, but some of those drivers did get out of their cars. A witness tells us some tried to stop the fight. In the now-viral video, a crowd of people spill across the crosswalk. The melee lasted more than 20 minutes before it broke up. Police arrived but did not make any arrests.Janet Paz, a mother of two students at the school, says it sends a bad message."Makes me feel worried that kids aren't safe in school," said Paz.A spokesperson with the Sweetwater Union High School District says they believe they've identified the three-to-five students involved and are mulling possible discipline. Part of the investigation will include determining the cause of the fight and addressing any campus-wide issues. 1628

SAN DIEGO (KGTV) People across California will soon be able to use an app to notify or find out if they have been exposed to COVID-19.The CA Notify system was launched on the campus of UC San Diego in September. Monday, Governor Gavin Newsom announced the tool would be available on Google and Apple devices statewide beginning on December 10th.Dr. Christopher Longhurst, Chief Information Officer for UC San Diego Health, says the tool helps stop the spread of the virus on campus."While San Diego case rates have surged from 3 to 6 percent, our campus has fortunately remained a safer place with our students and employees testing positive at less than 1 percent," said Dr. Longhurst.Philip Tajanko is a freshman at UCSD. He signed up for the app shortly after arriving on campus in September."I figured that I might as well download the app just in case," said Tajanko.Tajanko tested positive for the virus in October."Outside of the people I directly informed by giving them a phone call or text, it did give me some peace of mind knowing that I could just send out this blanket alert that would notify anyone that I had been in contact with but don't have their phone number," said Tajanko.The system uses smartphone technology when a users' phone is within close proximity to another user for an extended period."You're not going to get an exposure unless your phone is within 6 feet of someone else's device for greater than 15 minutes cumulatively," said Dr. Longhurst.The governor stressed the app is opt-in, 100% private, secure, and does not track location.It has been effective. Even if we don't have tens of millions of people participating in this program, the more people who opt-in, the more effective it can be," said Governor Newsom. 1759

SAN DIEGO (KGTV)- As San Diego County awaits state guidance on how to move forward with reopening different sectors, a local church continues to defy public health orders by operating inside.Under the current public health order, religious services may continue outside with social distancing in place.Awaken Church was sent a cease and desist letter from the county’s public health officer, Dr. Wilma Wooten, for operating inside in July.A month later, the church is defying the health order again by resuming indoor operations on Sunday, August 23, the church’s 15th anniversary. Services and locations are posted on the church's website. A video on the church’s website shows pastors Jurgen and Leanne Matthesius speaking about why they have decided to reopen. The two said it was time to reopen and that “fighting for our religious freedoms and pushing back against government overreach is not only worth the cost; it’s essential.”In the video, the pastors say that the governor and county officials continue to keep churches under strict regulations, which prevents them from meeting the needs of their congregation.“Sadly, we’ve had five people connected to our church that have lost their lives, not from the virus but because of the virus. This was due to many factors, including suicide, drug overdose, and severe neglect from a hospital who was primarily focused on their COVID patients,” said Leanna Matthesius in the video.While county supervisor Nathan Fletcher acknowledged the importance of religious freedom and constitutional rights, he spoke of his frustrations with the church at a county COVID-19 press conference Monday. “It is very frustrating to see an entity that has an avenue to gather that is allowable, that is acceptable, that is much safer, choose to openly defy that in order to expose the members of their congregation to a very dangerous situation,” said Fletcher. “Just gather outdoors, physically distance, and wear a face covering.”Under the county’s public health order, houses of worship can continue to operate if “outdoor services and cultural ceremonial activities may be conducted provided all persons practice social distancing.”A county spokesperson tells ABC 10News that the church isn’t facing additional action from the county as of right now.ABC 10News reached out to Awaken Church for further comment but did not hear back. 2380

SAN DIEGO (KGTV)- Neighbors are shaken up after a home invasion in University City. “I wouldn’t have expected it because I feel like this area UTC especially is pretty safe,” says neighbor Alana Schnoor. San Diego police got the call early Monday morning, around 1 a.m, from the home in the 5300 block of Toscana Way.Two men wearing masks went inside of an unlocked apartment. One of them pointed a gun at the people inside, while the other grabbed phones and laptops. Police say one of the victims grabbed the gun and fought the robber. The intruder hit the man with the weapon, and both robbers ran out. “It’s a safe area. I just wouldn’t have expected someone with a gun going into an apartment like that,” said neighbor Amy Kaido. Police say the intruders were wearing green jackets with black stripes and black pants. Both men were in their 20’s. 860
