CHULA VISTA, Calif. (KGTV) -- Chula Vista native Sally Chand always knew what she wanted to do in life: follow in her family's tradition and join the military.Chand's father, her uncles and all of her brothers were all Marines. Her grandfather served in the Army. Chand eventually joined the Marines as well. Her son followed in her footsteps. After graduating from Castle Park High School, Chand served in the Marines for 22 years. Chand made history as the first female and Hispanic war interrogator translator in Chinese Mandarin. She was also the first Hispanic tactical intelligence officer.See complete coverage of Life in Chula VistaDuring her service, Chand earned four Navy Achievement Medals and one Commendation Medal. Later in life, Chand married a Marine who served for 27 years, Sergeant Major Michael Chand. He was killed while working as a civilian contractor in Iraq. Chand says being a female Hispanic Marine was a challenge in a male-dominated field. However, Chand says she always saw that challenge as motivation to continue working hard. 1068

CHULA VISTA, Calif. (KGTV) -- Parents and students at Eastlake High School say they came back from winter break on Wednesday, only to find out their classes had been changed or consolidated. Parents tell 10News they received an email just after 8:30 a.m. letting them know of the changes. The students were told once they got to school. One Eastlake High School mom told 10News her child's AP calculus class was consolidated, forcing her son to move to a different teacher and a larger class.The email to parents reads as follows: 540

(KGTV) — Now that guidance has been issued for playgrounds to reopen in California, Chula Vista says it reopened all of its 50 playgrounds on Friday.The city said the reopening process for its playgrounds includes guidance for visitors to follow to help curb the spread of the coronavirus:Visitors over the age of two need face coveringsUsers should wash and sanitize hands before and after useMaintain six-foot distancing from those outside your householdCaregiver supervision/monitoring required at all times to ensure guidelines are followedFollow maximum occupancy rules that are posted at entrance to each playgroundChula Vista says it will implement regular cleaning protocols, but warn that the locations may get a lot of use as they reopen. CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. The other two suspects got away.A Kroger spokesperson said they "are cooperating with the police who are investigating the matter." 1670
