Four San Diego lawmakers are proposing a more than billion solution to stop sewage from Mexico from contaminating South County beaches.The four members of congress, all Democrats, announced the plans at a news conference Monday. Their legislative acts would free up funds to pay for cross border infrastructure projects that would keep sewage from flowing up from the Tijuana River and the Punta Bandera treatment plant. The flow goes into the waters off Imperial Beach and Coronado, and has led to numerous closures. "We have an emergency along the border. It is sewage," said Rep. Juan Vargas, whose 51st district includes Imperial Beach. "Let's quit talking about other things. it's sewage right here, let's do something. We need money, we have the projects. Let's get going." Vargas, joined by Reps. Scott Peters, Susan Davis and Mike Levin, said the will to fix these problems comes down to funding. Four Louisiana correctional officers have been sentenced following an attack of an inmate who was "handcuffed, shackled, and not resisting, and for conspiring to cover up their misconduct by devising a false cover story, submitting false reports documenting that cover story, tampering with witnesses, and lying under oath," the Department to Justice said in a statement.The incident took place at the Penitentiary in Angola, Louisiana.The officers were sentenced last week, and Daniel David was sentenced to 110 months in prison; John Sanders was sentenced to 18 months; James Savoy Jr. was sentenced to 24 months; and Scott Kennedy received a 14-month sentence.The DOJ said that Davis was the ringleader of the incident, and claimed that Davis yanked the inmate’s leg chains, causing the inmate to fall face-first onto the concrete breezeway. Four suspects that were allegedly involved in the murder of Baltimore County Police Officer Amy Caprio have been identified and charged as adults.Eugene Genius IV, 17, Darrell Ward, 15, Derrick Matthews, 16, and Dawnta Harris, 16, are all being charged with first-degree murder after Caprio, was run over by a car and killed on Monday. Genius, Ward, and Matthews are also facing first-degree burglary charges as well. On Monday, the teenagers were allegedly breaking into homes in the Perry Hall area when Caprio responded. Genius, Ward, and Matthews were reportedly inside a home when Caprio arrived.Harris was waiting in a Jeep Wrangler, and when Officer Caprio told him to get out of the car he allegedly ran her over and then drove away. After a multi-day manhunt, al four teenagers are in police custody.According to charging documents, Genius was arrested a day after the murder occurred and objected to his murder charges, saying that he was in the house when the murder happened.
