SAN DIEGO (KGTV) — A 36-year-old Filipino man was arrested soon after police say he shot a woman twice in the back as she sat in her car outside a Bay Terraces apartment complex.San Diego Police say Emmanuel Ocular walked up to the 20-year-old woman as she was in her car in the 6800 block of Doriana St. at about 9:30 p.m. Thursday. Without warning, Ocular shot the woman twice in the back and fled the scene, police say.The woman was taken to a nearby hospital with non life-threatening injuries.Soon after, police located Ocular in the 4800 block of Eastgate Mall and arrested him.Police did not immediately have a motive for the shooting. Chris discovered the break-in when he got home Wednesday. SAN DIEGO (KGTV) — A former longtime San Diego Zoo biologist has pleaded guilty to stealing hundreds of thousands of dollars from the iconic zoo.Matthew John Anderson, 49, of Ramona, Calif., admitted to stealing more than 6,000 through bogus vendor invoices between December 2008 and October 2016, according to the Office of the U.S. Attorney Southern District of California.Investigators say Anderson created 35 fake invoices billing the San Diego Zoo for various payments from purported vendors. The zoo paid the invoices to third parties that then gave the bulk of the payment to Anderson. He was fired in 2017.“When an employee is elevated to a position of leadership, it is a sign of that company’s trust in the integrity and honesty of that person,” said FBI Special Agent in Charge Scott Brunner. “When an employee violates that trust and abuses their position to defraud and steal money for personal benefit, the FBI stands ready to hold them accountable.”Anderson has been charged with theft or conversion concerning programs receiving federal funds. SAN DIEGO (CNS/KGTV) - A federal judge in San Diego today ordered the Trump administration to immediately start new asylum screenings for eligible reunified families, despite objections from the government that the agreement has not been finalized.Under the proposed settlement agreement – which U.S. District Judge Dana Sabraw gave unofficial preliminary approval to last month – reunited migrant families would get a second chance at applying for asylum.Attorneys for the migrant families argued that when the families were separated at the border, most children were not interviewed to determine if they had a credible fear of returning to their native country. Their parents were granted interviews, but were so distraught after being separated that they didn't clearly advocate for themselves, attorneys said.Under the settlement, reunited migrant families still in the U.S. will be allowed to remain until all family members have completed the asylum process.When Sabraw unofficially approved the settlement, both sides agreed that the asylum determination process should get underway as soon as possible.Sabraw granted preliminary approval last week, paving the way for credible fear interviews to proceed within days of a migrant confirming his or her wishes to go forward with an asylum claim.The ruling appears to apply to about 60 people who are detained and had signed paperwork agreeing to the terms of the new process.It could end up applying to many more.Another status conference on the class-action lawsuit is scheduled next month. 1576

  

SAN DIEGO (KGTV) - A 91-year-old woman died and a younger woman was injured in a crash in Clairemont Friday. The crash happened about 11:30 a.m. in the 6000 block of Balboa Avenue, near Mt. Alifan Drive, authorities said.The older woman was driving south on Mt. Alifan in a gray Toyota Camry. Police said the Camry and a car driven by a 32-year-old woman collided in the intersection of Balboa Ave.Wreckage was strewn across the Auto Zone parking lot at 6085 Balboa Ave.The 91-year-old woman, who has not been identified, died at the scene. The younger woman suffered minor scrapes and bruises, police said.The cause of the collision is unknown. Police said it was possible a car may have run a red light, leading to the crash.Balboa Avenue is closed in both directions from the 6000 block (Mt. Alifan Dr.) to 6600 block (Mt. Albertine Ave.) near Lindbergh/Schweitzer Elementary School. Police believe the road will reopen about 3 p.m. 973
