BEIJING, May 10 (Xinhua) -- China will conduct consultations with the European Union on the steel fastener trade dispute in line with the rules of the World Trade Organization's disputes settlement system, said an official with the Ministry of Commerce Monday.China's anti-dumping investigation into carbon-steel fastener imports from the EU was based on Chinese regulations and the assessment of the harm to the domestic industry, said the official. The remarks came after the EU filed a complaint Sunday against China at the World Trade Organization over Beijing's decision to impose anti-dumping measures against carbon-steel fastener imports, which included self-tapping screws, bolts and gaskets.Chinese fastener importers were required to pay a deposit to customs based on the margins -- ranging from 16.8 to 24.6 percent -- between the normal value of the products and the alleged dumping price since Dec. 28, 2009.Initial investigations by the Chinese authorities showed the EU had allegedly dumped carbon-steel fasteners on the Chinese market, which caused substantial damage to the local industry. The temporary anti-dumping measures were adopted to safeguard the legitimate rights and interests of the domestic producers, the official said.China started an anti-dumping probe into EU carbon steel fasteners on Dec. 29, 2008, after an application for a probe by the fastener branch of the China General Machine Components Industry Association on behalf of Chinese fastener producers.

HELSINKI, March 26 (Xinhua) -- Visiting Chinese Vice-President Xi Jinping on Friday held talks here with Finnish President Tarja Halonen on efforts to further cooperative relations.Xi conveyed greetings from Chinese President Hu Jintao to the Finnish president and said his visit aimed to boost bilateral ties to a new high on the basis of achievements made since diplomatic relations were established 60 years ago.Xi said Finland was one of the first Western countries that established diplomatic ties with the People's Republic of China, adding that the development of the relations was won by the hard work of several generations of leaders from both sides.  Chinese Vice President Xi Jinping (R) holds talks with Finnish President Tarja Halonen in Helsinki, Finland, March 26, 2010He said bilateral ties have weathered various tests and enjoy stable development because the two sides stick to principles including equality, mutual benefit, mutual respect and non-interference in each other's internal affairs, and respect each other's core interests and major concerns.

WUHAN, March 26 (Xinhua) -- China on Friday started building a canal from the middle section of the Yangtze River to a tributary that connects with China's South-North Water Diversion project.Costing more than six billion yuan (880 million U.S. dollars), the 67.23 km project will divert 3.1 billion cubic meters of water every year from Yangtze's Jingjiang section to the Hanjiang River, one of the major sources of water for north China once the diversion project is complete.China's South-North Water Diversion project is designed to divert water from the water-rich south to the dry north. The central part of the project will divert water from Danjiangkou Reservoir on the Hanjiang River to north China cities like Beijing and Tianjin.According to research by Hubei provincial environmental protection bureau, without water from the canal the Hanjiang River would only have one third of its average runoff once water is diverted, and the water level of middle and lower reaches of Hanjiang would drop by 0.5 meter. The canal, which will be completed in 2014, will prevent problems arising such as algae pollution if water levels were decreased dramatically, said Shen Xiaoli, an engineer with the Hubei Environmental Sciences Institute. The canal is expected to benefit about 8.9 million people and 43,000 hectares of farmland in the lower reaches of Hanjiang.Once completed the five to six meters deep canal could be used by ships weighing more than 1,000 tonnes, facilitating transportation of coal from the north to the south, said Xu Shaojun, head of the Hubei Provincial Investigation and Design Institute of Water Resources and Hydropower.

YUSHU, Qinghai, April 25 (Xinhua) -- Chinese Vice Premier Hui Liangyu Saturday stressed that the quake relief work in northwest China's Qinghai Province should focus on resettling survivors and the area's reconstruction."The focus should now be shifted from searching the quake victims and treating the injured and building temporary shelters to resettling survivors, restoring social order and carrying out reconstruction," Hui said at a meeting held Friday night in Qinghai.Saturday was the last day for rescuers to comb the quake-hit Yushu region in a bid to find survivors buried underneath the rubble. Chinese Vice Premier Hui Liangyu (2nd R) visits a woman injured in earthquake in Gyegu Town of quake-hit Tibetan Autonomous Prefecture of Yushu, northwest China's Qinghai Province, April 23, 2010. The death toll from the 7.1-magnitude earthquake on April 14 climbed to 2,203 as of 5 p.m. Saturday, with 73 people still missing, more than 12,000 injured, tens of thousands of residential buildings flattened and huge economic losses.
