YINCHUAN, Aug. 17 (Xinhua) -- Premier Wen Jiabao encouraged local workers and farmers to work harder to boost industrial and agricultural development of the landlocked Ningxia Hui Autonomous Region in northwest China.     During a recent inspection tour to this largest Muslim region of the country, the premier visited major industrial projects and enterprises, commodity grain, vegetable production and other farming bases. Wen Jiabao (C) talks with Muslim children in the house of Huang Shengxiu, a villager of Wanya village, Xiji county, northwest China's Ningxia Hui Autonomous Region, Aug. 16, 2008Wen told workers during his visit to a methanol and alkene production project Friday to work hard to build up an industrial base that meets the standards of scientific development.     He urged workers to promote renovation and strengthen management to achieve the goal of top quality and technological standard based on resources conservation.     During his visit to a grain production base in northern Ningxia, Wen praised a cooperation mechanism among local farmers that helped them to increase grain output and their income. BEIJING, July 1 (Xinhua) -- Industries with high energy consumption and emissions are developing too fast in China, along with the quick economic growth, the State Council, or Cabinet, warned on Tuesday.     The traditional industry structure remained unchanged, while the service sector and high-tech manufacturing weighting fell in the national economy, State Councilors heard at a meeting focusing on energy saving and emission reduction, chaired by Premier Wen Jiabao.     Meeting the energy saving and emission reduction targets set in the 11th Five-Year Plan (2006-2010) remained an arduous task, they agreed. Chinese Premier Wen Jiabao (C) presides over a meeting of the members of the State Council's leading group on energy saving and emission reduction in Beijing, July 1, 2008    With performances in conserving energy and reducing pollutant emissions introduced into administrative evaluation, those who fail to meet the goals are to be put under public scrutiny.     Industries with high energy consumption and pollution should be resolutely curbed, and the land use, energy consumption and environment impact assessment should be considered in approving new projects, the State Council warned.     This year should see the closure of small thermal power plants with a generation capacity of 13 million kilowatts. Outdated production capacity in cement, aluminum electrolysis, paper-making, iron and steel industries should be eliminated.     The government will fund key environment protection projects, including the construction of the sewage treatment facility network.     Environment-friendly construction materials should make up more than 80 percent of projects by the end of 2008.     China reported a drop in both sulfur dioxide emissions and carbon oxygen demand, a measure of water pollution, in 2007.     Last year, China saw a 3.27 percent year-on-year drop in energy consumption for each 10,000 yuan of GDP, Premier Wen Jiabao said in his government work report to the First Session of the 11th National People's Congress.     However, the government has admitted the difficulty of hitting the targets to cut China's total energy consumption by about 20 percent and emissions of major pollutants by 10 percent by the year 2010, a goal the government set in 2006.

CHENGDU, May 13 (Xinhua) -- A senior official with the Sichuan Provincial government said Tuesday the death toll in the province has exceeded 12,000, and is still rising.     Li Chengyun, vice governor of Sichuan, said at a news conference Tuesday afternoon that the death toll was based on incomplete figures tallied by 4:00 p.m. Tuesday. He said another 26,206 people were injured, and more than 9,400 people were buried in debris.     Li also provided a breakdown of the death toll, including 161 in the Aba Tibetan and Qiang Autonomous Prefecture, 7,395 in Mianyang City, 2,648 in Deyang City, 959 in the provincial capital Chengdu and 700 in Guangyuan City. Other casualties were reported in cities including Ya'an, Ziyang and the Garze Tibetan Autonomous Prefecture. Photo taken on May 13, 2008 shows the scene of the earthquake-hit Beichuan County, about 160 kilometers northeast of the epicenter of Wenchuan County, southwest China's Sichuan Province. Beichuan County is badly damaged in Monday's quake, with great numbers of buildings collapsed and landslides around the county.    The death toll climbed from an earlier tally provided by the Ministry of Civil Affairs, which put the Sichuan death toll at 11,608. Authorities said the death toll might change every hour, as they heard reports from rescuers who were seizing every minute to pull out bodies from the earthquake rubble.     The earthquake, which centered on the province's Wenchuan County at 2:28 p.m. Monday, has left the province in chaos. More than 3.46 million houses were wracked, Li said.     Li said he was deeply saddened by the super earthquake. He called on both officials and the masses in Sichuan to speed up efforts to fight the disaster and rescue themselves.     Chinese Premier Wen Jiabao, who arrived in Sichuan Monday afternoon to oversee rescue work, ordered the clearance of rocks and mud slides that were blocking roads to the epicenter by midnight on Tuesday.     "People are trapped in debris; we must use every second," he told an emergency meeting at 7:00 a.m. Tuesday.     On Tuesday afternoon, a brigade of about 20 soldiers have reached Yingxiu Town of the earthquake epicenter Wenchuan, the disaster relief headquarters in the Chengdu Military Area Command said.     The soldiers reported they saw more than 70 percent of the roads in the town were wracked, and nearly all bridges collapsed. A large number of people were believed to be under the debris.     They said 3,000 people were known to have survived, and the town's total population is 12,000. No information on detailed casualties could be available.     Li Shiming, commander of the Chengdu Military Area Command, said the soldiers had distributed food and water to children and injured people in the town, and more supplies would be airdropped to the area.

BEIJING, May 29 (Xinhua) -- China's Office of State Flood Control and Drought Relief Headquarters (SFDH) urged local governments to strengthen flood control at a meeting here on Thursday.     Water resources authorities should double check the preparation work for the incoming flood season, strengthen monitoring systems and ensure the safety of major rivers and large- and medium-sized reservoirs, it said.     It also asked relevant authorities in quake zones to pay special attention to flood control and protect earthquake victims from fresh dangers.     Flood control precautions and safe water supplies in cities holding competitions for the 2008 Olympic Games in August should be ensured. It added that drought prevention work should also be listed on the agenda.     The SFDH initiated a level-three emergency response to the torrential rains that hit China over the past week causing 57 deaths.
