SAN DIEGO (KGTV) - A would-be purse snatcher was caught by San Diego Police in Normal Heights Tuesday thanks to witnesses.Stephanie Moore says she was inside the Vons on Adams Avenue and 36th Street when a man grabbed her purse.As soon as it happened, Moore says she started chasing after the suspect. “I am a tough girl and the first thing I do is act instead of react.”Rocco Estello and two other good Samaritans tell 10News they saw the incident happen when they also ran after the suspect, calling police in the process."We caught up to him, but he took off this way and SDPD caught up to him, which is a really, really good blessing because it makes me feel better to be on these streets,” said Estello.The man was arrested and the purse returned. Moore says her keys are still missing, but she believes they just fell out during the chaseIn the end, Moore says she’s thankful to have her purse back and that there are good people in the world. “I always think there’s good people in the world because I see people stand up when they need to.” 1061

SAN DIEGO (KGTV) — A Scripps Ranch woman who contacted Team 10 about problems with her Samsung refrigerator is now receiving a full refund after Team 10’s story aired.Stephanie Nivinskus bought her Samsung french door refrigerator in December 2014. It cost her nearly ,000. She said she had issues roughly six months after she bought it. "It's been a headache since the beginning," Nivinskus told Team 10 in September.The first problem was the ice maker does not function properly, according to Nivinskus."The ice just gathers and collects up there. It makes it so it doesn't work," Nivinskus said.She also has issues with the temperature of the refrigerator. The FDA says a safe temperature inside a refrigerator is 40 degrees or below. During the initial interview with Team 10, the thermometer inside of Nivinskus' refrigerator read about 56 degrees."Having spoiled food is a real problem," she said. RELATED: Samsung customers upset over broken ice makers and high temperatures on fridgesNivinskus said a Samsung representative called her after Team 10’s first story. Shortly after, a full refund for her refrigerator was processed.“Thank you so much for helping us because fighting by myself, I was getting a whole lot of nowhere,” Nivinskus said.Samsung is currently facing a class-action lawsuit regarding the broken ice makers. There are also more than 5,400 people in a Facebook group demanding a recall of Samsung refrigerators.In an email, a Samsung spokesperson told Team 10 in response to the initial story: "At Samsung we stand behind all of our products, including our refrigerators, and want to ensure our customers are completely satisfied. If a customer encounters any problem with their product or service, we encourage them to reach out to us directly at 1-800-SAMSUNG so we can provide assistance."Nivinskus said she spoke to customer service before contacting Team 10. She is encouraging other customers dealing with similar problems not to give up. "Keep fighting,” she said. “They need to take responsibility for this and you need to get what you paid for." 2092

SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) -- A second person has died and three children remain hospitalized after a fire tore through a Logan Heights home Sunday morning. The family’s oldest son told 10News his mother and father, who he identified as Nicolasa Mayo and Jose Romero, were killed in the fire. His two younger sisters and brother remain in the hospital following the blaze. The 26-year-old says he awoke Sunday morning to find his bed on fire. The man tells 10News he tried yelling at his family to get out of the home. "My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," said Wilber Romero.The fire started around 4:30 Sunday morning on the 3100 block of Clay Street. "The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. The curtain was open and I looked across the neighbors house was just bursting in flames," said Maria Orona, who lives nearby. According to the San Diego Fire-Rescue Department, firefighters had to go inside the home to pull many of the victims out. One witness who was nearby when the fire started told 10News he could see one of the victims reaching through bars in the windows, unable to escape.At least three fire engines and dozens of firefighters responded to the blaze.At this time, it’s unclear what sparked the fire, but the metro arson strike team was called to the home to investigate.A GoFundMe has been set up for the family to help cover funeral expenses. 1541

  

SAN DIEGO (KGTV) — A Superior Court judge gave San Diego County restaurants the green light to serve on-site again, but not all will make use of the opportunity.For Roddy Browning, the pressure to reopen his restaurant is intense.“We lay in bed at 2:30 in the morning, going, 'Okay, what am I going to do? What am I going to do tomorrow? What am I going to do the next day?'” said Browning, who owns Oceanside's Flying Pig Pub and Kitchen.Browning said sales are down 60% and employees have been reduced from 30 to 12. Reopening for outdoor dining under the new court ruling could boost those numbers.“The state's going to appeal it, and what is the point in opening back up again, and then bringing all these people back to work and saying okay guys the ruling changed, now we're going to have to kick you out of the restaurant again,” Browning said. “I don’t want to do that to my employees anymore.”Don't get him wrong. Browning does plan to reopen under the new court order - but he wants to respect the full three weeks intended in this latest shutdown order, set to complete on Dec. 28."This is not about us against them," Browning said. "We said we would give the governor his three weeks, and I'm going to give him his three weeks."But other San Diego restaurants are planning to remain takeout only until health officials advise otherwise.At Spring Valley's Cali-Comfort Barbecue, a gathering place for sports fans, owner Shawn Walchef says he's not offering indoor or outdoor dining.“We believe that the coronavirus is the antithesis of hospitality. Everything we do in our blood is to take care of people,” Walchef said. “Social distancing doesn’t work in our business. We welcome people into our homes.”Walchef cut about half of his staff - a day he calls his toughest as a restaurant owner.But he says Cali Comfort has fully embraced multiple digital ordering systems, helping it to remain profitable amid the pandemic.Still, the recent order impacts many.
