BEIJING, Feb. 10 (Xinhua) -- China's drought control authorities announced Thursday that hours of snowfall and irrigation have eased to some extent the severe drought in parts of the nation.Rapid spreading of the dry spell in the country's winter wheat producing regions has been curbed by wide-spread snowfall in the areas along the Yangtze, Huaihe and Yellow rivers and in the country's northern part on Wednesday and Thursday, the Office of State Flood Control and Drought Relief Headquarters said in a statement on its website.Drought-hit areas in Henan and Anhui, which are two major wheat-producing provinces, were reduced by 6.3 million mu (420,000 hectares) and 4.1 million mu, respectively, from Wednesday, the statement said. The agency added that irrigation also contributed to easing the effects of the drought.The statement said that as of Thursday, eight drought-hit provinces had irrigated 143 million mu of drought-affected wheat producing areas, which accounts for 52 percent of the combined winter wheat producing areas in the provinces. The eight provinces include the territories of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.As of 3 p.m. Thursday, the drought had affected 101.28 million mu of crops nationwide and left 2.81 million people and 2.57 million heads of livestock short of drinking water, said the statement.Cloud seeding on Wednesday and Thursday during a recent cold front, also helped alleviate drought in some regions, according to a report posted on the website of the China Meteorological Administration on Thursday.The report also said that the artificial precipitation had mitigated the shortage of moisture in the soil in parts of Henan and Anhui. The situation is expected to improve as the rain and snow continues.However, experts urged more measures from local governments to ensure winter wheat production since the current precipitation is not adequate to "completely ease the drought", the report said.
BEIJING, Feb. 5 (Xinhua) -- Lending to China's small and medium-sized enterprises (SMEs) rose faster than loans to large enterprises last year, according to the People's Bank of China (PBOC), the central bank.Outstanding loans to small enterprises by banks and financial institutions jumped 29.3 percent year on year to 7.55 trillion yuan (1.15 trillion U.S. dollars) in 2010, while loans to medium-sized enterprises stood at 10.13 trillion yuan, up 17.8 percent, said the PBOC.Outstanding loans to large enterprises rose 13.3 percent to 13.42 trillion yuan, highlighting the government's efforts to optimize the loan structure, the PBOC said.About 99 percent of Chinese enterprises are SMEs which contribute 60 percent of the country's gross domestic product.Financing has long been difficult for Chinese SMEs as banks prefer to lend to big companies, particularly reputable state-owned enterprises.The government has moved to help SMEs get finance by differentiating the reserve requirement ratio for the Rural Credit Cooperative, the major lender to SMEs, and encouraging innovation in SME bond issuance.In July last year, the PBOC asked financial institutions to establish independent criteria for approving loans to SMEs and to improve efficiency in processing SME loan applications.The PBOC said SME loan growth would continue to accelerate this year.
LOS ANGELES, April 17 (Xinhua) -- Global warming will melt all the ice in the Arctic Ocean every summer, raising earth temperatures even further, researchers at the University of California-Los Angeles (UCLA) warned.The findings, available online Sunday in the April issue of Earth and Planetary Science Letters, a leading journal in geoscience, were based on analysis of the fossilized remains of four-million-year-old mollusks, they said.Two novel geochemical techniques used to determine the temperature at which the mollusk shells were formed suggest that summertime Arctic temperatures during the early Pliocene epoch (3.5 million to 4 million years ago) may have been a staggering 18 to 28 degrees Fahrenheit warmer than today, the researchers said.And these ancient fossils, harvested from deep within the Arctic Circle, may have once lived in an environment in which the polar ice cap melted completely during the summer months, according to the researchers.Such balmy polar weather would certainly melt all the ice in the Arctic Ocean every summer, said Aradhna Tripani, an assistant professor at the UCLA's departments of Earth and space sciences."Our data from the early Pliocene, when carbon dioxide levels remained close to modern levels for thousands of years, may indicate how warm the planet will eventually become if carbon dioxide levels are stabilized at the current value of 400 parts per million," she said.The earth's temperature was raised five to nine degrees Fahrenheit merely by the absence of year-round Arctic ice, according to Tripani.The results of the study lend support to assertions made by climate modelers that summertime sea ice may be eliminated in the next 50 to 100 years, which would have far-reaching consequences for Earth's climate, she said."The Intergovernmental Panel on Climate Change identifies the early Pliocene as the best geological analog for climate change in the 21st century and beyond," said Tripati. "The climate-modeling community hopes to use the early Pliocene as a benchmark for testing models used for forecasting future climate change."
BEIJING, May 21 (Xinhua) -- China may see increased planting acre of early rice this year, though drought has not been relieved in some areas, said a statement on the website of the Ministry of Agriculture on Saturday.China is expected to plant 88.5 million Mu (5.87 million hectares) of early rice this year, about 1.6 million Mu more than the previous year, thanks to soaring rice prices and policy incentives, the statement said.However, drought continues in Hubei Province, Poyang Lake areas in Jiangxi Province, Dongting Lake areas in Hunan Province and Leizhou Peninsular in Guangdong Province, the statement said.The drought has affected about 3 million Mu of paddies in Hubei in the middle reaches of the Yangtze River, the statement said.The statement urged local agricultural departments to help facilitate paddy management, as strong rains were forecast for southern China from Friday to next Tuesday.The middle and lower reaches of the Yangtze River received about 40 to 60 percent less rain this year than in previous years -- this year being the least amount of rain in the past 50 years, said the State Flood Control and Drought Relief Headquarters.
BEIJING, Feb. 18 (Xinhua) -- China needs to reform funding methods for scientific and technological research in order to boost the nation's innovation capabilities, said officials and researchers attending a conference in Beijing Friday.The management of the government-funded research projects should also be reformed, State Councilor Liu Yandong said at the national conference on science and technology work.Liu stressed that reform, innovation and cooperation should be the keys for China's science and technology work over the next five years, when the government would increase funding for research in new strategic industries, such as new energy, biomedicine and high-end manufacturing.Last year, central and local government spending on science and technology development totaled 380 billion yuan (57.8 billion U.S. dollars), Science and Technology Minister Wan Gang said at the conference.Over the past five years, central government spending on science and technology development had grown by around 20 percent annually.However, some researchers have complained problems in the funding system actually hinder innovation and progress.Inflexibility in the management of government funds allowed researchers little freedom to adapt projects to developments in their fields, said Li Zhenzhen, a researcher at the Institute of Policy and Management under the Chinese Academy of Sciences (CAS).Chen Jie, a research fellow of the CAS' Institute of Microelectronics, said some authorities which oversee the spending of research funds had been rather rigid."In some cases, they are more interested in spending most of the funds on new equipment than scientists," Chen said in an earlier interview with Xinhua.
