SAN DIEGO (KGTV) - Conflicting instructions on the California mail-in ballot have confused some voters when it comes to signing their envelope."I laid it all out, and I looked at it and said, 'This doesn't match,'" says San Diego resident Theresa Lally. "It was red flags all over for me."The confusion comes from two separate instructions on how to sign your ballot envelope before submitting it. On the envelope itself, it says your "signature must match your voter registration record." But on the Voter Instruction form that comes with the ballot, it says, "Sign your name just like it appears on your driver's license or identification card."Lally says she can't remember how she signed her voter registration, and she wasn't sure if the instructions meant to include her full name or if she could just use a middle initial.ABC 10News took her concerns to Michael Vu, the San Diego Registrar of Voters. He says voters shouldn't stress over specifics, because the law allows for a fairly liberal interpretation of a signature."You do not have to have an exact match of your signatures," says Vu. "What we're looking for are the unique characteristics of a signature."Because signatures change over time, Vu says the people who verify each signature look at identifying markers to match the signature on the envelope to the signature on file."We look at the way that a person slants their signatures," Vu says. "Or the way that they loop their L's or J's or S's. Or how they may have a tail at the very end of their signature."He also says just initials can be enough to make a comparison and verify a signature.If none of that matches, Vu says the ballot goes into a "curing" process. The Registrar will have the voter fill out an affidavit that the office uses to verify the signature.And if a voter makes a mistake on their signature, Vu says they can contact the Registrar's office for a replacement ballot.Mail-in ballots must be postmarked by November 3 and received within 17 days to count. SAN DIEGO (KGTV) -- Authorities responded to a riot Friday night at Richard J. Donovan Correctional Facility in Otay Mesa that left five people injured, including at least one with serious injuries.Cal Fire San Diego said about 100 inmates were in the prison yard when a fight broke out around 8 p.m. California Department of Corrections and Rehabilitation said Saturday that number was closer to 80 inmates.CDCR said officers gave multiple orders to stop fighting, before using several rounds of less-than-lethal force to stop the incident.Four inmate-made weapons were recovered, CDCR said.Five inmates were injured and had to be transported outside the prison for treatment, for injuries including puncture wounds, cuts, and bruises to the head, neck, and torso areas, CDCR says. Cal Fire had previously reported that six inmates were transferred from the scene.One of those inmates suffering from puncture wounds was in critical condition. Three inmates were in fair condition and the fifth was treated and returned to prison, CDCR said.No prison staff members were injured.The facility canceled visitation for Facility A Saturday and Sunday in light of the riot. 1175

SAN DIEGO (KGTV) - Around the world in eight and a half years, one couple returns to San Diego after almost a decade of sailing. Neal Schneider and his wife Ruth left San Diego on their 48-foot sailboat in December 2010. Schneider tells 10News, “I felt like there was an invisible hand grabbing the front of my shirt saying come on you got to do this.” He initially thought it would take them four years to circumnavigate. 38 countries and 49,000 miles later, they ended up taking a little longer. Their path took them to Mexico, French Polynesia, Tonga, New Zealand, Fiji, Thailand, and Africa and beyond. In fact, they decided to spend one whole year living in Thailand. During their adventures there were times where they flew back to the United States. Two of their children got married and they attended the weddings. As the couple prepares for the final leg of their trip, Schneider says, “we are very excited on the verge of being emotional”. An eye-opening experience for the Schneiders, “what a fabulous world this is, but I’ll tell you, I think one of our favorite places in all the places is San Diego.” They are expected to arrive Tuesday evening and dock at San Diego Yacht Club. SAN DIEGO (KGTV) -- Cruise ship cancellations amid the Coronavirus pandemic have cost the region more than 0 million in lost economic activity, according to the Port of San Diego.The Port says since March, 75 cruises have canceled, meaning a 6 million loss in retail, restaurant, lodging and related transportation and shipping services. The 2020-2021 season, which was supposed to start Sept. 13, has already seen 49 cancellations. "When it’s safe for sailings to resume, we will do what we can to work with and support our cruise and public health partners to ensure the safety of cruise passengers, terminal staff, and the public," the Port said in a statement. The loss is hitting tourism-related businesses, already suffering from a loss of conventions, and social distancing restrictions. Chuck Abbott, general manager of the Intercontinental Hotel San Diego, just steps from the terminal, said cruisers usually stay a night pre or post cruise."It's still an amount of business that comes, which is beneficial," he said. "They're on leisure, and those people usually like to dine out and enjoy things."The CDC has halted cruising through at least Sept. 30. If that expires, San Diego's next arrival would be Nov. 5 through the Carnival Miracle. Some European cruise lines have once again started sailing, with capacity limits and social distancing restrictions. SAN DIEGO (KGTV) -- Caltrans is alerting San Diegans of a closure that will shut down SR-163 Wednesday and Thursday nights.According to the agency, all lanes of SR-163 will close between Interstate 8 and Genesee Avenue between 11 p.m. and 5 a.m. Wednesday and Thursday nights.Caltrans says the northbound lanes will close Wednesday night and the southbound lanes will shut down Thursday night. At no time will the road close in both directions at the same time.RELATED: Check traffic conditionsSome of the lanes will begin closing at 7 p.m. with all the lanes closing by 11 p.m. The closure will also include the eastbound and westbound I-8 connector ramps to northbound SR-163. The eastbound Friars Road on-ramp to northbound SR-163 will also be closed.Caltrans says all southbound motorists will be rerouted to southbound I-805. Northbound travelers will be rerouted to eastbound I-8.The closures will take place so crews can continue installing falsework on the Friars Road Bridge. 1002
