(KGTV) — East County authorities are searching for a reported person trying to lure students at a nearby elementary school.El Cajon Police said officials at Flying Hills Elementary requested extra patrols Thursday over concerns of someone trying to lure students. Police said a 9-year-old boy was in an alley near the 1300 block of North Cuyamaca St. when a man approached in a vehicle. The man waved to the boy and said "get in the car." The vehicle was described as a red sedan, while the suspect was described as a white man in his 20s, with a mustache, red shirt, and black baseball hat.Police said they are aware of two other separate incidents as well. The first was on Tuesday in the 100 block of South Mollison Ave. A 12-year-old girl was approached by a man in a vehicle as she was walking to school. The man asked her a question and made a sexual comment before driving away, police said.The man was described as a white man, with balding dark hair, "scruffy" unshaven face, and possibly wearing a gray shirt and gray pants.The second incident occurred that same day just after 3:15 p.m. on Swallow Dr. A 13-year-old girl was walking home east of Finsh St. when man on foot approached her and said "come with me, I'm safe." He was described as a white man in his 40s, with a gray beard, short dark hair, and last seen wearing tan shorts, a dark shirt, black baseball hat, and black backpack.Police are investigating all three incidents, but said they do not believe they are related. Police have increased patrols in the area and at nearby schools.School staff from Lakeside Middle School also reported a suspicious incident as well just after 9:30 a.m. Thursday, according to the San Diego Sheriff's Department. EL CAJON, CA (KGTV) - Students at a private school in El Cajon are scheduled to return to class next month.Parents of children at Foothills Christian Middle School got a letter from the school over the weekend outlining their re-opening plan.According to the letter, the school will re-open September 8th.A local mom contacted 10News concerned about the plan. She didn't give her name because she doesn't want retaliation against her daughter. She was surprised at the September return date."If schools could be open, I would send her to school, if the county said we could do that, I would do that, but they're saying we can't go to school and we should be wearing masks," said the mom.According to the letter, there is a five step plan for reopening:*Regular COVID-19 self-check screening questions*Temperature readings prior to entering campus*Hand hygiene*Environmental Cleaning/Sanitization and Refillable Water Bottle Stations*Face masks/coveringsThe letter states that face coverings will not be required, but will be optional on campus. It goes on to list several reasons, including:*There is a lack of evidence that wearing a face mask prevents COVID-19 transmission in children*Children are not typically trained in their use and there is potential for increased risk of infection with improper mask use*Masks can be irritating and may lead to increased touching of face and eyes*It is impractical for a child to wear a mask properly for the duration of the school dayThe mom who contacted us says this will send mixed messages to her child."What we're telling her at home is completely different than, this is completely opposite of everything we're doing. So it's shocking to her, she's like why wouldn't I wear a mask," said the mom.The letter states wearing a mask will be the personal choice of students or faculty, but there may be some occasions where face coverings are required, like field trips."I wouldn't want her to wear a mask at school and be peer pressured not to, or be made fun of for wearing it," said the mom.As far as social distancing, the letter only states, "we will do our best to encourage physical distancing."The letter asks parents and their child to sign it, agreeing to the terms before returning to school.According to CA's governor, counties on the state's COVID-19 monitoring list cannot open schools for in-person instruction. (KGTV) A witness is disputing the claim that a July 4th incident in an El Cajon neighborhood was a racially motivated attack.On Lima Court on the night of July 4th, families were getting set to view a nearby fireworks show. Scott, who was visiting family, says that for hours, neighbors had been dealing with drivers speeding through the area."Bunch of people telling were telling the cars that were passing through. It happened dozens of times ... to slow down," said Scott.Just before 9, an SUV drove into the neighborhood. Scott says it was also speeding. The woman in the passenger seat, Alana Christman, says they were driving slowly. The man at the wheel was her fiance, William Gavin. Their two young children were in the back."I was looking down at the GPS and we heard, 'You can't come in our neighborhood,'" Christman told 10news in an interview Monday.She says at that moment, a man threw a lit cigarette, which landed on her blouse, the ashes filling up the vehicle. Surveillance video obtained by 10news shows Gavin was outside the vehicle moments later.While Gavin says the man he believed tossed the cigarette, took the first swing, Scott says he saw Gavin swing first."Hit him, threw him to the ground, then kicked him in the chest," said Scott.In the video, a group of people are seen following Gavin to the SUV. Christman calls the group a 'mob,' attacking the SUV and ripping the door off its hinge. Scott says the group was just trying to prevent the man from leaving the scene."Everyone tried to get him to stop for a second. The door was damaged in the process of car trying to pull off and speed off, and ended up hitting a lady in the process," said Scott.Police say a woman suffered minor injuries. The family says they pulled around the corner to get to safety and called police. They told 10news they felt the incident was racially motivated. Scott believes the spark was the speeding cars."People of all races were yelled at that night. It was preventing people from being jerks. It wasn't anything to do with race. It was trying to keep safety for the kids," said Scott.Police say there is "no indication the incident was racially motivated." A spokesperson says the investigation is ongoing and they're looking into the alleged cigarette tossing and a possible hit-and-run case. EL CAJON (CNS) - The husband of a pregnant woman killed when her car struck a tree after being rear-ended by an alleged drunk driver in Ramona testified Tuesday that he saw the accident in his rear-view mirror.Christian Foderingham's testimony came as a preliminary hearing got underway for Andrew Milonis, charged with murder, DUI and gross vehicular manslaughter while intoxicated in the May 14 death of 29-year-old Jessica Foderingham, who was eight months pregnant.The victim's husband testified that his wife was following him in her own car on San Vincente Road on the way to her grandmother's house on Mother's Day when he heard a loud bang, saw an SUV swerve onto a sidewalk and saw his wife's 2016 Dodge Dart slam into a tree in the center median.RELATED: Judge raises bail to M in Ramona fatal hit and run"It felt like my heart stopped," he said. "I ran back to her car."Christian Foderingham, a U.S. Marine, said he cut off the seat belt holding his wife's lifeless body in place and pulled her out of the car. Jessica Foderingham and her unborn daughter were pronounced dead later at a hospital.The husband said the force of the accident made it look like someone had taken a sledgehammer to his wife's lower body.According to the California Highway Patrol, Milonis was heading east on San Vicente Road when his 2011 GMC Yukon pickup rear-ended the victim's car near Arena Drive about 6:45 p.m.Milonis fled following the collision, then abandoned his vehicle about a mile away and called for a Lyft driver to give him a ride to a bar on Main Street, CHP public-affairs Officer Kevin Pearlstein said. Deputies found him at the tavern about an hour later and arrested him.According to court testimony, Milonis was arrested for DUI six months before the fatal accident when he allegedly drove drunk and hit a fence.The preliminary hearing will continue Wednesday. EL CAJON, Calif. (KGTV) - The El Cajon man who is accused of beating his roommate to death with a frying pan says he's not guilty. Brad Payton showed no expression as he was arraigned on Thursday afternoon in front of an El Cajon judge.An attorney spoke for Payton who entered the “not guilty” plea during the video-streamed initial court appearance since the attack, which happened exactly one week ago. Deputy DA Carlos Campbell told 10News that the crime comes with a sentencing of 26 years to life in prison.The attack happened before sunrise at an independent living facility on Naranca Avenue in El Cajon. Police say the two men were heard arguing before 25 year-old Payton allegedly grabbed a frying pan and beat the other man to death. 10News spoke to the victim's mother on the day he was attacked, before she knew he died. She said he suffered from a developmental disability and didn’t like to follow the rules, which was how he ended up at the living facility. His name has still not been released by the Medical Examiner’s Office. The county lists the property where the attack happened as a home to those with physical or mental disabilities. Payton’s bail was set at million.His preliminary hearing is scheduled for January 10th. 1255
