FBI Director Chris Wray told senators Wednesday that the FBI's investigation into Christine Blasey Ford's sexual assault allegation against Supreme Court Justice Brett Kavanaugh was "limited in scope" and thus "consistent with the standard process."Ford accused Kavanaugh of sexually assaulting her at a house party when the two were in high school. Both Ford and Kavanaugh testified before the Senate Judiciary Committee last month, prompting the weeklong FBI investigation and hundreds to protest on Capitol Hill. The Senate reviewed the FBI's findings after they were sent it last Thursday and confirmed Kavanaugh by a 50-48 vote Saturday afternoon. Kavanaugh has denied all allegations against him.During a Senate Judiciary Committee hearing Wednesday, California Democrat Sen. Kamala Harris asked Wray if the FBI was given full discretion over the investigation or whether it was limited by directions from the White House."Unlike most investigations like the sort that you and I and (Democratic Sen. Doug Jones of Alabama) have all been familiar with -- traditional criminal investigations, national security investigations -- a background investigation is very different," Wray replied. "Our only authority is as requested by the adjudicating agency -- in this case is the White House." 1301

ESCONDIDO, Calif. (KGTV) -- Police in Escondido have made an arrest in connection with a cold case homicide that happened in 1986.Police said at a news conference that Nathan Eugene Mathis, 62, was arrested for the 1986 murder of 75-year-old Richard Finney.According to police, Finney was stabbed more than 30 times at his apartment on November 13, 1986.The case was reopened in 2007 by a retired detective and FBI agent. After reopening the case, authorities say they were able to come up with a blood profile."We made a promise to that family several years ago that we'd do everything we could to solve the brutal slaying of their 75-year-old grandfather," said Chuck Gaylor, a cold case investigator. During the news conference, police said blood and a fingerprint found at the scene matched Mathis.Mathis was arrested after police obtained a search warrant.Finney's family says they are glad justice is finally being served. "Never thought the day would come. It's been 32 years so finally to have this happen is just fabulous! I'm just sad my mom and uncle aren't here with us because this would mean a lot to them," said Gina Curry, one of Finney's grandchildren. A preliminary hearing for Mathis is scheduled for May 3. Watch the full news conference in the player below:  1312

And that is exactly what happened to a mother and daughter duo from Escondido. Ruth and Emilia have had to find other ways to perform their environmentally themed music."It's always entertaining, you never know what is going to happen."The two have a love for children's music, as their lyrics, and performances always provide a learning experience for their young audience."We have two messages in our music," says Ruth. "One is taking care of the environment, and the other is acceptance of others to make the world a better place." Emilia says one other goal is also to keep the music fun and lively. "So that it would be something grown-ups don't mind listening to in the car, but also that kids enjoy dancing to."Prior to the pandemic, Ruth and Emilia planned a summer tour of libraries, children's museums, and kids festivals, but when the Coronavirus hit, those plans changed."Our CD release party was canceled because it happened the same day all the stay at home starting taking place."So the duo has had to adapt, and change the way they could reach their audience."We found other outlets, like doing live shows on Facebook and on Instagram. And even seeing if we could expand to people we wouldn't necessarily see on our tour."However, some good news came from the pandemic, as it brought mother and daughter closer together. Emilia has made her way back to Escondido for the time being, from her home in Los Angeles. "We don't get to see each other everyday," says Emilia. "Now, Ruth and Emilia as a unit, can flourish some new stuff that we haven't been able to do, but have been wanting to do for a while." 1754

  

Even with the midterm elections looming, Republican leaders in Congress made clear this week they're paying close attention to a looming battle over President Donald Trump's promised border wall.On Monday, House Speaker Paul Ryan predicted a "big fight" over border security on the horizon, while Senate Majority Leader Mitch McConnell said Wednesday that the GOP is "committed" to working to secure the funding the President wants for his signature campaign pledge.Republican leaders managed to avoid a battle -- and the political peril of at least a partial government shutdown -- over border funding until after the November elections. But the hot-button issue is on track to flare up when Congress returns to Washington after the midterms, leading to questions over whether there could be a partial shutdown."That could be one of the big year-end fights and battles that still remains to be played out," Sen. John Thune, the No. 3 Senate Republican, said on Wednesday. The South Dakota Republican added that "the President is very adamant about getting more money," though he downplayed the potential for a partial shutdown, saying, "I don't accept that that's going to happen."The challenge for GOP leaders is that promises to fight for the wall could energize conservative voters the party needs to turn out in the midterms, but the threat of a shutdown could risk alienating moderate voters the GOP needs in swing districts. Republicans will also need at least some Democratic votes to pass a spending measure in the Senate -- due to some Senate actions requiring at least 60 votes -- and Democrats may feel even more emboldened to oppose a significant increase in border wall funding if they win the House majority in November. 1743

  

ENCINITAS, Calif. (KGTV) -- The identity of the third victim in the Encinitas bluff collapse has been identified. According to the San Diego County Medical Examiner, 62-year-old Elizabeth Charles also died in the collapse. Her sister, Julie Davis and niece Anne Clave were also killed when the bluff gave way. A 30-foot by 25-foot slab of rock came crashing down onto Grandview Beach at about 3 p.m. Friday.Moments after the collapse, beachgoers and lifeguards began sifting through the rubble to save those caught in the rocks' path."The lifeguard was there, adjacent to the incident, felt it, heard it. It just happened to take place outside of his peripheral, as he was watching the water it happened behind him," Encinitas Lifeguard Captain Larry Giles said. "He immediately got out of the lifeguard tower, called it in, sized it up, started requesting resources and engaged in doing rescue work. Other lifeguards in the area filtered in quickly along with fire crews from around the area."INTERACTIVE MAP: Most recent San Diego County bluff collapsesLifeguards warn beachgoers about hazardous areas of the beach's bluffs, Giles added. Though, lifeguards can only warn visitors and not forcibly remove them from being too close.The city recommends beachgoers stay 25 to 40 feet away from bluffs and exercise caution due to the cliffs' natural instability."This is a naturally eroding coastline so it does happen from time to time. This is an isolated incident ... at this location," Giles said.
