INDIANAPOLIS -- Members of a neighborhood on Indianapolis' northwest side are asking police to do something about a woman caught on camera attacking neighbors with a yard sign and threatening their lives.The woman was seen on video pulling signs out of Miguel Rios and Luvia Roman's yard and saying she'll kill them, all over a property line dispute on Twin Creeks Drive, just north of Northwestway Park.Neighbors say the woman has a history of harassing minority neighbors. Corey Banks, a neighbor from across the street, said he's been called the N-word multiple times by her. Rios and Roman bought the house next door to the woman about a year and a half ago. They say the woman has called the health department, narcotics and child protective services in an effort to get them to move."I'm scared for my life," Rios said. "I'm scared for my family's life. In mid-July, California’s department of transportation, known as CalTrans, was supposed to break ground on a highway construction project that was expected to take 18 days.The work was to repair and repave 800 feet of the busy 101 Freeway that connects San Francisco to the mainland, but the work never started because the project wrapped up in April, months before it was originally expected to begin."In the Bay Area, it was one of our busier years,” said CalTrans spokesman Bart Ney.The only reason contractors were able to start and complete the project months ahead of schedule was because of COVID-19.“We had to reduce traffic in normal situations by 30%, which was going to be very difficult,” said Ney. "In this case, we already had about a 40% traffic reduction because of people staying home for COVID-19.”In Colorado, something similar happened as plans to add an express lane through the main mountain corridor were able to accelerate a month.“It was over a 50% drop in traffic,” said Colorado Department of Traffic spokeswoman Presley Fowler.In April, the Federal Highway Administration says Americans drove 40% fewer miles than they did during the same time in 2019. It allowed projects in Nevada, Arizona, Wisconsin, Texas, Virginia, and Florida to all start ahead of schedule as well.The reduction in traffic didn’t only speed up work timelines, it also increased safety for workers as they could work during daylight hours that typically would have been off limits because of rush hour traffic. It also allowed states to save taxpayers millions in worker payroll.“You would quantify that impact in numbers in the tens of millions of dollars,” said Ney of the Highway 101 project.But as some states sped up their projects, others had to apply the brakes to theirs. The reduction in traffic volume hurt states in the pocket when it comes to gas tax revenue. Starting in March, states started seeing their biggest loss in gas tax revenue in decades as some had to defer billions in repair projects, saying they were short billion in funding.To help, Congress has been working on a transportation bill since road work was left out of the CARES Act, but that still has not passed.As states have reopened their economies, traffic volume has resumed to around 80% of its pre-COVID-19 levels. It only took a little over 15 minutes for Ed Bledsoe to lose three lives that meant the world to him -- his wife and their two great-grandchildren.He had left his home in Shasta County, California, on Thursday to go to the doctor, he told CNN on Sunday. The Carr Fire had been burning for four days at that point and Bledsoe said he didn't realize the fire was coming into his neighborhood.He also said his family was never told to evacuate.While he was out, his 70-year-old wife, Melody Bledsoe, called and told him she could see the fire and that he needed to come get her and their great-grandchildren, 4-year-old Emily Roberts and 5-year-old James Roberts, who Ed Bledsoe called "Junior.""I said 'I'm on my way.' So I just throwed down everything and took off," he said.Ed Bledsoe said he wasn't able to use his usual route to get home because of traffic congestion in the fire area, so he left his car and tried to make it home on foot but that, too, was not possible."I took off running down there (toward his house) and I helped some guy that got burnt ... I got him and helped him out of there and when I got back down there the fire was" -- Bledsoe paused, seeming to search for a word to accurately convey the chaos -- "the fire was ... just intense."But I still tried to get down in there and they come and stopped me and wouldn't let me get down in there."Bledsoe said he got back in his car and sped through an alternate route, passing "everybody in the dirt" but still could not get to his house.At the same time, his sons also tried to get to the house, he said, and heat and flames were so intense as one son tried "it burned his hair off. It took his breath," adding that his son's house was also on fire.
