SAN DIEGO (KGTV) - San Diego is playing a pivotal role as a testing ground for the future border wall while the region prepares for President Trump’s visit Tuesday.WHY SAN DIEGO?The region, specifically Otay Mesa, was selected as a location for the eight prototypes because of site accessibility to construct and the ability to evaluate the wall as part of a larger, existing border infrastructure system, according to U.S. Customs and Border Protection spokesman Ralph DeSio.San Diego County’s value as a construction site was detailed in a presentation made by the Department of Homeland Security and obtained by NPR.CBP officers can compare the performance of the prototypes to underperforming existing materials in the same location, according to the document. The prototypes can also be evaluated for the impact on operations in an existing enforcement zone.The land where the prototypes are constructed is federally owned, making the project more affordable.As far as the CBP is concerned, the proof of the border wall’s success is in the pudding. A video made by the agency showed an 87 percent reduction in arrests at the border after the creation of a physical barrier.FINANCIAL IMPACT OF THE BORDER WALLSan Diego had funds earmarked for border wall construction ahead of the prototype construction. The CBP allocated 9,000 to replace the primary fence and replace the secondary fence with a wall in the 2017 fiscal year.Despite the federal green light, the San Diego City Council formally opposed the project.The group voted to support Councilmember Georgette Gómez’s proposal to oppose the Border Wall Funding Act of 2017.In her resolution, Gómez cited a San Diego Association of Governments and Caltrans study on the economic impacts of border delays on the cross-border economy. The study found the effects of border crossing delays cost .2 billion in foregone gross output and more than 62,000 jobs in both the U.S. and Mexico economies in 2007."As a city that is invested in the binational economic development of our region, it is important to oppose the building of a wall and focus our resources in enhancing our border infrastructure to ease access of goods and people," Gómez wrote.“The border wall is a huge mistake for our region economically and environmentally. I am happy the City Council voted to pass my resolution. SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. "Now this way she can not pay for the rental of an apartment and live here,” Conrique said. “So that's a personal thing, but it would work no matter what.” RELATED: Woman builds granny flat to finance retirementThe ease in regulations is having an impact on the building community. "When you build a custom ADU it ads on to the square footage,” said Gregg Cantor of Murray Lampert Design, Build, Remodel. “The resale value is much higher.” Gregg Cantor says he’s working on several projects that wouldn’t have been possible without the recent regulation changes. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build. SAN DIEGO (KGTV) — San Diego County will launch a new public awareness campaign this week on COVID-19 as the number of community coronavirus outbreaks increased by three, to a total of 10 in the past seven days, officials reported Monday.Two other triggers involving the growth of new cases and the positivity rate of tests are "not moving in the right direction," said Supervisor Nathan Fletcher."These are concerning numbers," Fletcher said. "They're concerning because they clearly represent an increase in community spread and number of cases tied to our reopening and the fact that more people are out doing more things." SAN DIEGO (KGTV) -- San Diegans posted images and updates about the fierce Valley Fire burning out of control in the Japatul Valley on Saturday night.Photos and videos shot from various locations around San Diego show a large ominous plume of smoke over the county. Others show videos of flames near the scene of the fire, and at least one local resident miles away from the fire documented ash falling from the sky.As of late Saturday night, fire officials said the blaze has scorched about 1,500 acres. Crews continue to battle the fire under harsh conditions, including strong winds and high heat. SAN DIEGO (KGTV) - San Diego County farmers are finding innovative solutions to problems brought on by climate change."It's getting hotter and drier, and we're in longer, more frequent droughts," says Al Stehly, who manages 15 farms in the North County. "So we have to use the water we do have better."Stehly says water is the biggest concern as temperatures rise."It's just going to get hotter and drier," he says. "So we've got to squeeze everything out of that sponge that we can without depleting the resource."The County Farm Bureau agrees, saying it's up to farmers to get creative when they plant. The farming industry is a .7 billion business in San Diego."We are forced to adapt," says Farm Bureau Executive Director Hannah Gbeh. "Facing global climate change, our farmers come up with the most innovative solutions possible."One solution found in many farms is increasing density in their fields. Stehly has moved some of his trees to just a few feet apart. That lets him water more trees with the same amount of water. It also puts more shade on the ground, which helps control evaporation. He says his grapefruit grove that usually produces 7-800 boxes per acre is now up to 1300 boxes.He's also cutting the trees shorter, which makes harvesting easier. And he's replaced some of his "high-water" crops like avocados with plants that use less water, like grapes and coffee."We have to use as little water as possible and still produce a healthy crop," says Stehly.But the most significant change, says Stehly, has been in technology. He recently added a sensor system to his farms that help him track tree growth, soil moisture, and more.All the information goes into an app, which tells him which areas of the farm need water, and which don't. He says that can help him know what areas to water, when to water and how much water to use."We can skip irrigations. We can skip days," Stehly says. "When you add that up over the course of a year, it's thousands of dollars and hundreds of thousands of gallons of water."The Farm Bureau says the industry can also help solve the climate crisis."The future of ag is the solution to climate change," says Gbeh. "We need to plant more trees. We need to sequester more carbon. Nothing sequesters carbon better than an avocado tree. Here in San Diego, we can be the solution."But, Gbeh says, that can only happen if water costs and regulations are low enough to encourage more planting. 2449
