NEW YORK, Sept. 23 (Xinhua) -- The foreign ministers of China and 42 African countries, or their representatives, held their second political consultation in New York on Thursday. Following is the full text of a joint communique issued at the end of consultations:JOINT COMMUNIQUE OF THE SECOND ROUND OF POLITICAL CONSULTATIONS BETWEEN CHINESE AND AFRICAN FOREIGN MINISTERSNew York, 23 September 2010 Chinese Foreign Minister Yang Jiechi (L, front) chairs the second political consultation between the foreign ministers of China and African Countries at the UN headquarters in New York, Sept. 23, 2010.In accordance with the mechanism of regular political dialogue between Chinese and African Foreign Ministers set up at the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), the Foreign Ministers of China and 42 African countries, or their representatives, held their second political consultation in New York on 23 September 2010. The Chairperson of the African Union ( AU) Commission was invited to the consultation.The meeting was co-chaired by the People's Republic of China and the Arab Republic of Egypt, the two co-chair countries of FOCAC.The Chinese and African sides had an in-depth exchange of views on strengthening China-Africa cooperation in international affairs, making progress towards the Millennium Development Goals (MDGs) and promoting peace and security in Africa. They reached the following consensus:1. The two sides applauded FOCAC's important role in guiding the comprehensive and fast growth of China-Africa friendship over the past 10 years since FOCAC's inception, and its contribution to South-South cooperation, common development and the building of a harmonious world. They reaffirmed the commitment of FOCAC member countries to improving the institutional building of FOCAC, strengthening practical cooperation in various areas within the FOCAC framework, enriching the Forum and promoting in-depth development of the new type of China-Africa strategic partnership.2. The two sides expressed satisfaction with the comprehensive implementation of the follow-up actions of the FOCAC Beijing Summit. They highly appreciated the fact that despite the adverse impact of the global financial crisis, the Chinese government announced new measures for enhancing China-Africa cooperation at the 4th FOCAC Ministerial Conference held in Sharm El Sheikh in 2009.

BEIJING, Sept. 6 (Xinhua) -- The Chinese government announced Monday that it would provide an additional 200 million yuan (29.4 million U.S. dollars) of humanitarian aid to flood-hit Pakistan for disaster relief and reconstruction.The Chinese government had previously given 120 million yuan in humanitarian relief to its neighbor, the Ministry of Commerce said in a statement on its website.Foreign Ministry spokeswoman Jiang Yu confirmed the 200-million-yuan aid on Monday evening."Chinese government has decided to provide 200 million yuan of humanitarian aid to support Pakistan," she said in a statement.As Pakistan's "close neighbor and all-weather friend," China would continue to support Pakistan's disaster relief and reconstruction efforts, said Jiang.Pakistan is still facing severe challenges in relief and reconstruction, and needs additional aid from the international community, she said.

STOCKHOLM, Sept. 15 (Xinhua) -- Iceland's President Olafur Ragnar Grimsson Wednesday said that Iceland's government and people sincerely appreciate China's precious support to Iceland in dealing with financial crisis and treat China as a trustworthy friend and important cooperation partner, according to a report reaching here from Reykjavik."Iceland is willing to strengthen cooperation with China in various fields including geothermal energy, earthquake monitoring, culture and tourism. Iceland will take the 40th anniversary of Iceland-China diplomatic relations as an opportunity to promote bilateral relations to a new stage," Grimsson said in a meeting with Liu Qi, a high-ranking Chinese party official.Liu, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Beijing Municipal Committee of the CPC, arrived in Iceland on Monday after his three-day visit to Sweden.Liu said that with the close and frequent high level mutual visits in recent years, political trust between the two sides has been strengthened."The two sides have had fruitful mutually beneficial cooperation in financial, fishery, geothermal energy and hydropower fields and conducted active educational, scientific and technological and cultural exchanges. BEIJING, Oct. 3 (Xinhua) -- China's work safety supervisor will soon launch a nationwide inspection campaign on coal mines to crack down on illegal mining and prevent deadly accidents.A spokesman of the State Administration of Work Safety (SAWS) said Sunday the campaign, which starts on Oct. 10 and lasts until Nov. 30, will check whether accident-prone small coal mines of outdated capacity have been shut down according to state policies.Technological upgrades, merger and acquisition of coal mines will also be examined during the campaign, the spokesman said.According to the SAWS, 1,539 small coal mines of outdated capacity have to be closed in China this year to meet the country's carbon dioxide emission and pollution-reduction requirements.China's annual fatalities at coal mines had dropped from a peak of 6,995 deaths in 2002 to 2,631 in 2009, according to data from the SAWS.Six people were killed and 12 were injured in a coal mine gas outburst Sunday in southwest China's Guizhou Province, a spokesman with the provincial work safety bureau said.The accident occurred at around 1:20 a.m. Sunday in Xinglong Coal Mine in Tongzi County, Zunyi City of Guizhou, said the spokesman.Thirty-five people were working in the mine when the accident happened. Twenty-two people escaped, and another 12 were rescued.One worker missing was later found dead in the mine, and five died when being taken to hospital.
