VICTORIA, Seychelles, Nov. 21 (Xinhua) -- Zhou Yongkang, a senior official of the Communist Party of China (CPC), has met leaders of the Seychelles on bilateral relations. Zhou, a member of the Standing Committee of the CPC Central Committee Political Bureau, was welcomed Thursday evening at the airport by the general secretary of the People's Party of the Seychelles, Danny Faure, who is also finance minister. The CPC is willing to enhance exchanges and cooperation with the People's Party of the Seychelles to further strengthen the political basis of the bilateral relationship, said the senior CPC official.     The CPC and the Chinese government are also willing to boost cooperation with African countries, including the Seychelles, in meeting the challenges of the international financial crisis, said Zhou.     Faure said China has always treated the Seychelles, a small country, on an equal footing, adding that the two nations, the two peoples and the ruling parties of both countries have maintained friendly relations, which could be regarded as a model for relations between big and small countries.     The People's Party hopes to promote exchanges with the CPC on the experience of governance, said Faure.     When meeting with Vice President Joseph Belmont on Friday, Zhou said the relations between China and the Seychelles have witnessed a sustained healthy and steady development since the two countries established diplomatic ties 33 years ago.     With the smooth implementation of China's eight measures regarding cooperation with Africa, proposed by Chinese President Hu Jintao in 2006, China and the Seychelles have seen increased exchanges of high-level visits, deepened traditional friendship and expanded cooperation, Zhou said.     The Chinese government announced eight new measures to enhance cooperation with Africa earlier this month, and China is willing to jointly implement these measures with the Seychelles so as to bring more benefits to the Africans, including the Seychelles people, he said.     The senior CPC official also expressed appreciation for the support of the People's Party and the Seychelles government on the Taiwan and human rights issues.     Belmont said the Seychelles people have benefited extensively from China-Africa cooperation, adding that the Seychelles welcomed China's new measures on its cooperation with Africa and would implement them in a timely manner.     While expressing the hope for enhanced cooperation in tourism, the Seychelles vice president also expected more investment from Chinese companies in the country's tourism sector.     Zhou arrived here Thursday for a technical stopover after concluding visits to Sudan and South Africa.

BEIJING, Dec. 15 (Xinhua) -- Senior officials of the Communist Party of China (CPC) and the Communist Party of Vietnam (CPV) pledged here Tuesday to improve relations between the two states and parties. "As neighboring socialist countries, China and Vietnam share broad strategic interest, and are capable of improving bilateral ties," said He Guoqiang, a Standing Committee member of the Political Bureau of the CPC Central Committee and head of the CPC Central Commission for Discipline Inspection.     During a one-hour meeting at the Great Hall of the People in downtown Beijing, He briefed To Huy Rua, a member of the Political Bureau of the CPV Central Committee, on CPC's experiences and latest decisions on party building. FUZHOU, Dec. 10 (Xinhua) -- Leaders of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) will hold talks in Taiwan's Taichung on Dec. 22, according to Thursday's preparatory meeting.     The two organizations are authorized by authorities in the mainland and Taiwan to handle cross-Strait issues.     According to a preliminary agreement, ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung will meet for the fourth round of talks since they resumed negotiations in June last year following a 10-year suspension.     Zheng Lizhong, standing vice president of the ARATS, and Kao Kung-lian, vice chairman and secretary general of the SEF, decided the ARATS delegation would visit the island between Dec. 21 and 25.     The agenda was agreed on during the preparatory meeting in Fuzhou, capital of southeastern Fujian Province, which faces Taiwan across the Taiwan Strait.     The agenda includes discussion of labor cooperation in the fishing industry, cooperation in the fields of inspection and quarantine of agricultural products and standard measurement authentication, avoidance of double taxation and boosting taxation cooperation.     The two organizations are scheduled to hold a symposium on Dec.23 to introduce the mainland investment to the island.     The ARATS delegation will also tour the Taichung City, the surrounding area and the Sun Moon Lake, and leave the island at noon of Dec. 25.     Zheng said talks between the ARATS and the SEF, which negotiate issues deeply concerned by people of both sides, were "remarkable symbolization of the peaceful development of cross-Strait relations."     He said it shows the two organizations respect each other and "treat each other as equals" in promoting cross-Strait economic cooperation and improving people's livelihood.     The talks were supported and welcomed by people from both sides, Zheng said, adding the upcoming fourth round of talks would take into consideration the desire of people on both sides and the development of cross-Strait relations.     The two sides also discussed the use of relief funds donated by the mainland to Taiwan to combat Typhoon Morakot in August.     The ARATS received 450 million yuan of relief funds and has already delivered one third of it to the SEF. The rest would be sent to the SEF next week, it said.     Both sides agreed that the funds would be used in rebuilding the island's damaged bridges, schools and public facilities.

PHNOM PENH, Dec. 21 (Xinhua) -- China will make joint efforts with Cambodia to achieve a win-win cooperation, Chinese Vice President Xi Jinping said Monday.     "Furthering relations with Cambodia has long been China's consistent policy," Xi told Cambodian Prime Minister Hun Sen during talks.
