BEIJING, June 8 (Xinhua) -- China's central authorities have promised to treat talents in private companies and social organizations the same as their counterparts in the public sector to facilitate personnel mobility and sustainable development in the private sector.According to the newly unveiled National Medium- and Long-term Talent Development Plan (2010-2020), non-public economic groups and social organizations can enjoy equal treatment in government policy on the training, attracting, appraisal, and use of talents.Specialists in the private sector should be incorporated into talent development projects of various governments, the document said.They can have "equal access to public resources including funds, projects and information for supporting innovation and starting businesses," the document also said.The national plan, a blueprint for creating a highly skilled national work force over the next decade, aims to transform the country from being "labor-rich to talent-intensive."Zhang Lihua, professor with the Labor and Human Resources School at the Beijing-based Renmin University of China, said, "The non state-owned economic institutions and new social organizations are playing a more important role in China's economic and social development.""It's becoming more important for talents in these sectors to compete equally with others in the public sector," she said.At present, more than 70 percent of China's companies are privately-owned and generate more than 60 percent of the country's GDP.China has more than 400,000 "new social organizations," including social groups, foundations, and other non-profit and non-governmental organizations, according to figures from the Ministry of Civil Affairs.There are still many obstacles to personnel movement in government departments, government-sponsored institutions, state-owned enterprises and private companies in China.For example, a person who works in a private company cannot usually land a job easily in a government department or a state-owned company."This is why many college graduates prefer to work for government departments and state-owned companies right after their graduation," Zhang said."If the new policies of equal treatment are carried out, they can remove the obstacles, help with the free flow and allocation of resources and high-calibre talents," she said."It will support economic development in the private sector and promote technological innovation and the diffusion of knowledge."Xiao Mingzheng, director of the Human Resource Development and Management Research Center at Peking University, said, "Demand for talents has increased greatly as China witnesses a boom in non-public economic and social organizations.""To create a more open and equal environment for personnel employment, the policies will certainly help the non-public sector attract and train various kinds of talents," he said.

WUHAN/XI'AN, July 23 (Xinhua) -- Authorities in two Chinese provinces traversed by the Hanjiang River, the largest branch of the swollen Yangtze River, issued fresh flood warnings Friday.The Flood Control and Drought Relief Headquarters in central Hubei Province said areas along the Hanjiang River will face severe floods.Pressure is building at the Danjiangkou reservoir, which is already dealing with the worst flooding of the year so far.The water level in the reservoir had risen to 150.74 meters by Friday, about 1.74 meters above the warning line, and is expected to rise to 152 meters before the end of the month.Engineers at the reservoir more than doubled the flow rate of water from 1,920 cubic-meters per second to 5,000 cubic-meters per second.Along the upper reaches of the Hanjiang River in Shaanxi Province, floods and landslides had left at least 73 people dead and 121 missing as of Friday noon, the provincial government said.About 213,000 residents from 24 counties and districts in the cities of Hanzhong, Ankang and Shangluo in southern Shaanxi have been evacuated. More than 60,000 houses have been destroyed or damaged.A new round of rainstorms began to pound the region Thursday. Between 20 to 80 millimeters of rain has fallen, raising water levels in the Hanjiang River.Authorities in Shaanxi have ordered disaster relief agencies and government departments evacuate flood-threatened residents as soon as possible.Floods in China this year had left 742 people dead and 367 missing as of 9:00 a.m. Friday.

All of 13 people on board were safely rescued.At around 12:04 noon (GMT 4:04), the Sky Shuttle type AgustaWestland AW139 helicopter, flight no. EMU2, made an emergency landing at sea about 500 meters northwest of Shun Tak Center at Sheung Wan, Hong Kong Island shortly after taking off."The pilot heard a loud bang at the back and decided to land on the waters," Acting Director General of the Civil Aviation Department (CAD) Leung Yu-keung said at a press briefing on Saturday that they will send some of the fittings broken down from the wreckage to Italy, where the copter was manufactured, for investigation. The crashed helicopter is salvaged on the sea area between the Hong Kong Island and the Kowloon Peninsular, south China, July 3, 2010. BEIJING, Aug. 15 (Xinhua) -- Beijing launched a one-month household registration survey on Sunday in preparation for the once-a-decade census of China, the world's most populous country, which begins in November.A total of 100,000 uniformed census takers will go door-to-door in Beijing from Aug. 15 to Sept. 15, along with policemen, to check each household's current residential information, said a spokesman with the sixth national population census' Beijing office.Foreigners and residents of Hong Kong, Macau and Taiwan will also be surveyed for the first time, except those on short-term business or sightseeing trips, according to a census regulation jointly issued by the State Council and the National Bureau of Statistics in May."This is because the upcoming national census seeks to survey 'every natural person' in China and Chinese citizens who live abroad but have not obtained long-term living permits," said Su Hui, director of the office.The survey aims to count the total number of Beijing residents and to correct false household registration information and provide accurate information for the sixth national census, he said.Experts say that many households do not unregister their deceased family members so they might continue collecting social insurance funds from the government. Also, some children born in violation of the country's "one child" policy were also not registered.All information collected in this survey will be kept confidential, and will not be used for other purposes, Su added.Since the founding of the People's Republic in 1949, China has conducted national population censuses in 1953,1964,1982,1990 and 2000.The last census, a decade ago, set China's population at 1.29533 billion people.
