GUANGZHOU: The Guangdong People's Procuratorate on Thursday called on the public to continue to help it identify and prosecute government officials found to be guilty of dereliction of duty. Figures show that of the 2,200 such cases reported by the public since 2005, 738 people in 678 cases were subsequently prosecuted. Of those, 65 were county-level officials, with five holding more senior positions. Since the beginning of 2006, the procuratorate has rewarded 23 people for providing information on such cases, Huang Liming, director of the anti-dereliction of duty division of the provincial procuratorate, said. Also on Thursday, the provincial disciplinary watchdog disclosed details of four its most serious cases. In one, two police officials in Huazhou, Guangdong, were charged with torturing to death Huang Weiqing in November 2002, who had earlier been arrested for being a grifter. A court heard how police officer Huang Weiguang, who had been drinking alcohol prior to interrogating the suspect, repeatedly beat the man about the head, chest, back and legs until he lost consciousness, in a bid to extract a confession. Huang Weiqing later died of his injuries on November 14. A second police officer, Li Hanyu, was found guilty of failing to intervene; he instead simply left the room. Almost 40 police officers from the station unanimously testified that the suspect had killed himself by hitting his head on a table while being questioned. However, the dead man's family continued to appeal to government departments for justice. The provincial procuratorate eventually set up a special team and after a two-month investigation reached its decision on the police officers involved. Huang was sentenced to life imprisonment, while Li got two years for dereliction of duty. A number of other police officers were also punished. In another case, Fu Zuoqing, the former president of the Qingyuan Intermediate People's Court, received 11 years' imprisonment for misuse of power, bribery and embezzlement.

The government will get tough on those involved in illegal activities and speculation to cool the country's booming property market, a leading construction official said Thursday."We are in the middle of a campaign to regulate the property market and will crack down hard on anyone engaged in illegitimate activities such as stockpiling land and bidding up prices," Qi Ji, vice-minister of construction said at a press conference."We will expose and punish unscrupulous developers and do everything we can to prevent price hikes driven by non-market factors," he said.Qi said the government will also introduce differentiated tax and credit policies to deter people from buying property for investment purposes and control the demand for large apartments.Citing Beijing as an example, Qi said one of the key factors behind the skyrocketing prices was the influx of buyers from outside the city."Figures show more than a third of the commodity houses in Beijing were bought by people from outside the city," he said.And the figure is more than 50 percent for high-end properties in central areas, he said.The situation has led to an imbalance between supply and demand in these areas and prices are soaring, Qi said.House prices in the capital showed a year-on-year increase of 11.6 percent last month, the highest this year.Qi said governments must put greater emphasis on the development of low and middle-priced housing and small to medium-sized apartments to stabilize housing prices.In an effort to help ease the housing problems of low-income families in urban areas, the State Council recently rolled out a series of policies including the establishment of a low-rent system, the construction of more affordable homes and a large-scale program to renovate shantytowns.Qi said 10 million low-income families nationwide have housing problems, most concerning a lack of living space of less than 10 sq m per person."They cannot afford houses on the open market, which is why governments must help them," he said.

BEIJING -- The Standing Committee of the National People's Congress (NPC), the top legislature, approved on Thursday the nomination of procurators of all 31 provinces, municipalities and autonomous regions in the Chinese mainland.The approval was made at the 32nd meeting of the Tenth NPC Standing Committee, upon the proposal of Jia Chunwang, procurator-general of the Supreme People's Procuratorate.At the meeting, the NPC Standing Committee examined and approved the nomination of these candidates, who had been elected at provincial legislative sessions in January.The procurators are 53.9 years of age on the average, including 22 aged under 55. And 21 of them have been elected deputies to the 11th NPC.The 11th NPC will start its first annual session in Beijing on March 5.

BEIJING -- Chinese Foreign Minister Yang Jiechi on Thursday night urged all concerned parties to resume the Iranian nuclear talks as soon as possible."The Iranian nuclear issue is now at a crucial moment. China hopes all concerned parties, including Iran, make joint efforts to resume negotiations as soon as possible in a bid to promote the comprehensive and proper settlement of this issue," Yang told Iranian chief nuclear negotiator Saeed Jalili in their talks in Beijing.Yang reiterated China's consistent position on the Iranian nuclear issue, saying China has always advocated a peaceful solution to the issue through diplomatic negotiations, supported the international non-proliferation system, safeguarded regional peace and stability and made continuous efforts in this regard. Jalili said Iran's nuclear plan is completely of a peaceful nature. He added Iran appreciates China's position of a peaceful solution and the country is ready to strengthen cooperation with the International Atomic Energy Agency (IAEA) and resolve the issue through negotiations.The two sides also exchanged views on bilateral ties. Yang said China is satisfied with the continuous progress of bilateral exchanges and cooperation in various fields in recent years and hopes both sides make joint efforts to make greater progress in the friendly and cooperative ties between the two countries.Jalili said Iran and China have a friendly relationship and share a good basis of cooperation. [China Daily]According to figures released on Friday by the municipal civil affairs bureau, the city has 2.36 million people aged 60 or above, equivalent to about 15 percent of the total.Bureau spokesman Guo Xusheng said although the figure had risen by 340,000 from last year, the rate of growth could accelerate in the future, putting pressure on the city's social security system.A report by Beijing's working committee for the aged released late last year forecast the city's gray-haired population would reach 6.5 million by 2050, meaning one out of every three residents would be over 60.Guo told a government press conference the reason why there are now more elderly people is simply because people are living longer. At the end of last year, the average life expectancy for a Beijinger was 80.2 years, up 2.3 years on 2002.Yang Hui, a researcher with Beijing's Renmin University of China, warned that an aging society puts "great pressure" on the city's medical resources and a "burden" on the workforce."If the city draws too much fresh blood from the outside, it will face anther big problem - a booming population," he said.According to figures released on Thursday by the Beijing statistics bureau, at the end of last year, Beijing's population was 16.33 million, up 520,000 on 2006, the biggest annual increase in six years.Guo said the government had taken steps to prepare the city for its rapidly aging population.Last year, the authorities allocated 11.7 million yuan (.6 million) to build and renovate homes for the elderly. The city now has 336 such properties able to accommodate 38,080 people, Guo said."We want to increase the number of beds to 50,000 by 2010," he said, adding that community services and medical care for the elderly will also be improved.Also at Friday's press conference, Guo said the municipal government will continue to provide low-income families with subsidies to help counter the rising cost of living.In October, the authorities began paying monthly subsidies of 20 yuan to 229,000 of the city's lowest earners.Under the initial plan, the subsidies were to end in February, but Guo said the government had decided to extend them until June to account for possible further price hikes.
