The Ebola outbreak in the Democratic Republic of Congo's North Kivu province claimed more lives as the country's Health Ministry announced on Thursday a new death in the city of Mabalako.At least 37 people have died so far in this latest outbreak, the 10th for country.Ebola cases have also been reported in the towns of Beni, Butembo, Oicha, Musienene and Mandima, according to Congo's Health Ministry.A total of 44 cases of hemorrhagic fever have been reported in the region, of which 17 are confirmed and 27 are probable, the ministry said in a statement Thursday. An additional 54 suspected cases are under investigation, the ministry said.On Tuesday, the World Health Organization confirmed that the latest cases in Congo's North Kivu province are part of the Zaire strain of the virus and that there is no link to a separate outbreak, which occurred in the western Equateur province that has since been declared over."It's good news and it's very bad news," WHO Deputy Director-General for Emergency Preparedness and Response Peter Salama told journalists in Geneva, after the new cases were first confirmed."The bad news is that this strain of Ebola carries with it the highest case-fatality-rate of any of the strains of Ebola, anywhere above 50% and higher, according to previous outbreaks," he said. "So, it's the most-deadly variant of the Ebola virus strains that we have, that's the bad news. The good news is that we do have -- although it's still an investigational product -- a safe and effective vaccine, that we were able to deploy last time around."According to WHO, this outbreak, which is in an active conflict zone, will be more complicated to contain than any that came before.Experts believe an experimental vaccine, known as rVSV-ZEBOV, made a difference in containing the earlier outbreak and vaccinations are under way in North Kivu, WHO said. A total of 3,220 doses of the vaccine are currently available in Congo and supplementary doses have been requested, WHO said.First line health workers, who had been in contact with people who were confirmed cases of Ebola, were the first to be vaccinated, WHO said."Vaccines are an important tool in the fight against Ebola," Congo's Health Minister, Oly Ilunga, said on Wednesday. The city is opening a code enforcement investigation into an apartment complex that is made up almost entirely of short-term vacation rentals.The complex, called The Louisiana, is on University Avenue in North Park. A company called Sonder has leased each of its 13 market-rate apartments to rent to visitors (the complex has two affordable units as well). A one-bedroom apartment is listed at 0 per night for a weekend in October. The city made the call after a group called Save San Diego Neighborhoods held a press conference outside the complex Thursday.Board member Brian Curry said this type of business is contributing to the city's supply crunch that pushes up rents. He also questioned whether the complex, permitted as mixed-use apartments, is allowed to be operated more like a hotel. "It is simply wrong to steal housing from our residents to meet the visitor room night demand," said Curry. In a statement before the city announced its investigation, Sonder defended its arrangement with the developer. "Sonder San Diego strictly complies with all local laws and pays all local taxes, period. Contrary to recent false claims, our location on University Avenue is fully licensed, legal and not zoned ‘residential' but for commercial and mixed-use with visitor accommodation allowed by right," the statement said. "We look forward to continuing to grow and give back in San Diego while working with the City on real solutions for affordable housing.”Additionally, the buildings developer said the extra funds from the lease with Sonder is helping to fund other housing construction faster. The death of a 22-year-old African-American man shortly after a struggle with police last week has been ruled a homicide, authorities in Jefferson Parish, Louisiana said Monday.Keeven Robinson, of Metairie, died last Thursday, following a police chase and an altercation with narcotics detectives from the Jefferson Parish Sheriff's Office, located outside of New Orleans, according to authorities.An initial autopsy found significant traumatic injuries to the soft tissue of Robinson's neck, said Jefferson Parish Coroner Dr. Gerry Cvitanovich, who cautioned that the results from the autopsy, which was conducted Saturday, are preliminary and more tests need to be conducted.Cvitanovich said the findings are consistent with compressional asphyxia, which will likely be cause of death at the end of the process.The four detectives involved in the incident are white, said Sheriff Joseph P. Lopinto, who declined to release their names at this point."I understand ... this investigation will be under a microscope, understand it fully," Lopinto told reporters.Gaylor Spiller, president of the West Jefferson Parish NAACP branch, said Robinson's family is also seeking a second independent autopsy."I like the fact that Sheriff Lopinto stepped up to plate, and he's doing his part," Spiller said, according CNN affiliate WDSU. "He knows that the NAACP will be on his trail."Robinson was being investigated by narcotics detectives early Thursday, Lt.
