BEIJING, Nov. 26 (Xinhua) -- The National Development and Reform Commission (NDRC), China's economic planner and price regulator, said Friday it has asked local governments to crack down on some gas stations selling diesel above the state-set prices.NDRC investigators found some gas stations have been selling diesel above state-set prices in the provinces of Sichuan, Hubei, Henan, Zhejiang, Jiangsu, Liaoning, Jiangxi and Shanxi and Chongqing Municipality.The NDRC has requested local governments to punish the offending gas stations.The stations were ordered to stop overcharging and turn over illegal incomes to authorities, according to a statement on the NDRC web-site.Also, the stations would receive punitive fines, it said.Among the violators, Yueyuan gas station in Xichang, Sichuan Province, sold No. 0 diesel for 9 yuan (1.35 U.S. dollars) per liter, as against the state-set 6.55 yuan.The NDRC said that consumers can call 12358 to complain about diesel overpricing and the price regulators will respond quickly.The latest measures were adopted in the wake of those publicized Tuesday, which were aimed to stop some refiners and diesel wholesalers from overcharging.An unprecedented diesel shortage has hit China's cities and markets, leading some wholesalers and gas stations to sell diesel above the state-set prices.Due to the diesel shortage, some enterprises suspended production and express deliveries turned into "snail deliveries."People found that it took much longer for buses to arrive and even some crematories found it hard to get enough diesel for cremations."We can't find enough diesel. Ten of the trucks in our company can't go out to deliver cargo. Our businesses are affected," said Du Zhanhai, head of a freight transportation company in Tangshan, north China's Hebei Province.The deadline for China's planned reduction in energy consumption is approaching. The country announced that it would reduce energy consumption by 20 percent per GDP unit during the 11th Five-Year Plan (2006-2010).

If you look back over time, whether it is Democrats or Republicans in the Congress or in the White House, China has always been an important country for the United States. Both countries will continue to pursue the common interest," said Elizabeth Wishnick, Research Associate at Weatherhead East Asian Institute, Columbia University.She told Xinhua in an interview that it would be difficult to see major changes occurring between U.S.-China ties after the U.S. midterm elections, because both countries share so many common interests in terms of preventing the nuclear proliferation weapons and reducing the problems of terrorism, etc."Keep in mind the long-term interests we share and the long history of cooperation we have, China and U.S. will find ways to move forward and have good possibility for future cooperation," she stressed.Wishnick admitted that it is a difficult time right now for U.S. and China, because "the economy is pulling both nations in different directions and no solution has been worked out yet to resolve the pressing economic problems that divide us.""It's a challenge for us to keep focus on what can be accomplished bilaterally, instead of getting too distracted by pressing current problems. If we could have better understanding of each other's domestic concern, it will help have less confrontational dialogue," she added.She regarded Chinese President Hu Jintao and U.S. President Obama's meeting on the sidelines of the G20 Summit, as well as President Hu's coming visit in January, as good opportunities for two leaders to further deepen mutual understandings."It is a process of building trust. CAPE TOWN, South Africa, Nov. 17 (Xinhua) -- Chinese Vice President Xi Jinping held talks with South African President Jacob Zuma here on Wednesday, calling for all-round cooperation and richer content of the comprehensive strategic partnership and strengthened coordination in international policies.During the talks, Xi first conveyed the warm greetings from Chinese President Hu Jintao to South African President Zuma.Xi hailed the Beijing Declaration on the Establishment of Comprehensive Strategic Partnership signed by the leaders of the two countries during Zuma's visit to China in August this year, saying that it has lifted China-South Africa relations to a new high and will guide the bilateral relations in the new era.Xi, who arrived here on Tuesday for a four-day official visit to South Africa, said the main purpose of his visit is to co-host with South African Deputy President Kgalema Motlanthe the fourth plenary session of the China-South Africa Bi-National Commission (BNC).Xi said this plenary session marks a significant step in fulfilling the goals proposed by the two sides in the Beijing Declaration and BNC serves as an important platform to push forward bilateral cooperation in all areas and further implement the consensuses reached by the leaders of the two countries.He said China is willing to work together with South Africa to promote the all-round cooperation, hoping that the two sides will continue to maintain closer high-level political contacts, and further deepen pragmatic cooperation especially in the areas such as trade, economy, agricultural technology and professional training.China wishes to strengthen close coordination in key international issues with South Africa, said Xi. China would also like to coordinate with BASIC countries on occasions of the United Nations such as in the forthcoming climate change conference to be held in Cancun, Mexico.Xi noted that China is to strengthen communication and cooperation with South Africa within the framework of the China- Africa Cooperation Forum so as to realize peace and development in the African continent.Xi also introduced the basic content and China's experience in formulating the 12th Five-year Plan (2011-2015).For his part, Zuma spoke highly of China's role in international affairs, saying that the South Africa-China relations are strategic.South Africa hopes that the Chinese friends will play an active role in South Africa's newly-launched New Economic Growth Path including the key projects in infrastructure construction of the African continent, said Zuma.Also on Wednesday, Xi met with Speaker of South African National Assembly Max Sisulu.

  

BEIJING, Dec. 23 (Xinhua) -- China will carry out the House Sale Price Statistical Scheme in 2011, after soliciting opinions via the internet earlier this year, said Ma Jiantang, head of the National Bureau of Statistics (NBS) on Thursday.Ma made the remarks at a national statistics work conference, saying the bureau had accepted suggestions from various departments and experts and would work steadily reform the method of calculating the country's house sale prices in 2011."We'll further work with real estate departments, make full use of their network data, and check the authenticity of the data to further push forward the statistical scheme reform," Ma said.The NBS was committed to improve the scheme at the beginning of the year. It released the draft plan on September 25, which said prices, floor areas, and sales of newly-constructed houses in 35 major cities would be based upon data from local real estate departments, instead of independent research.Ma said that the bureau is working on 4 key systems, including building a database for basic surveyed units, one set of standards for surveyed enterprises, data collecting and processing software systems, and direct reporting network systems."The four systems are aimed to guarantee the authenticity, integrity and timeliness of the data," he said.By 2012, above-scale enterprises, above-norm wholesale and retail accommodations and catering businesses, construction enterprises, and real estate enterprises will be able to submit their data directly to a national data center, said the NBS.Also, about 550 cities across the country will use personal digital assistants (PDA) to collect data for the consumer price index (CPI), a major gauge of inflation, as well as farm produce prices, by the end of 2012, the NBS said.
