(KGTV) — Wednesday, Imperial Beach city leaders unanimously approved a one-cent sale tax measure for the November ballot.The city says, if enacted, the measure would, "enable the City to prepare for medical or catastrophic emergencies including preparing local first responder services, updating emergency communication systems and maintaining rapid 911 emergency response capacity."The potential one-cent sales tax increase would also support restoring the city's long-term emergency funding that is being used to address the coronavirus pandemic."Even through these challenging times, the City must continue to address challenges with clean, safe neighborhoods and addressing homelessness to maintain Imperial Beach as a quality community to live, work and raise a family for all residents," said Assistant City Manager, Erika Cortez-Martinez.The measure includes accountability and transparency requirements, including public disclosure of spending and independent audits, the city says.If approved it would go into effect in the spring of 2021. 1079

In a year filled with uncertainty and anxiety for students across the country, the students at James Faulkner Elementary School have found safety and solitude, not inside their small southern New Hampshire schoolhouse, but in the woods behind it.As COVID-19 cases spiked across the country and school districts agonized over whether to send kids back to in-person learning, students and teachers in this picturesque New England town decided to move classes outdoors. Now, three months into the school year, there’s talk of making these newly constructed outdoor classrooms a permanent fixture for kids, pandemic or not.“We’ve experienced this and seen that we can make it work,” explained elementary school teacher Jacquie Cornwell. “There’s been discussions about whether this is something we want to continue doing. It’s just been such a positive experience for our kids.”Cornwell, 34, has been teaching for nearly a decade. Going into this school year, she was incredibly concerned about her own safety and the safety of her students. Stoddard is home to just over 1,200 people, and the small school building here doesn’t lend itself to much social distancing. So, as the school year began, students here started constructing two “base camps” in the woods behind the school. Each morning, students pack up their books, pencils and snacks and head outside.They even petitioned the town of Alderman to use some of the land that isn’t technically on school property.Now, dozens of kids spent three to four hours a day learning outside. On a recent afternoon this fall, Mother Nature had painted their classroom walls in vibrant orange hues, as the maple trees that surround the property here prepared to shed their leaves for the winter.All of it has helped to foster a learning environment that Cornwell says has been free of stress and anxiety. Something hard to come by during a pandemic.“I’ve noticed that on days when we are outside, negative behaviors really seem to much less than when we are indoors,” she said.Looking around at her students scattered on small wooden benches around the woods, Cornwell can’t help but reflect on how surprised she’s been at how well this school year has turned out.“It’s really turned something that could’ve made this year horrible, sitting in desks, facing forward, not playing with friends, into one of the best years I’ve had in my nine years of teaching,” she said.The New Hampshire air is plentiful out here, which minimizes concerns about ventilation and COVID-19 lingering in the air. There hasn't been a single case of COVID-19 reported here this year. With the risk of spreading COVID lower outdoors, students can even take off their masks sometimes when having snacks or reading in socially-distanced groups.It’s brought on a sense of normalcy for these students, something they’ve longed for since the spring.“The woods have all kinds of sounds, the birds, the planes going by. It makes it feel normal,” said 10-year-old student Brie Bell.Bell and her classmates have taken pride in this outdoor space they've built by hand. They've hung hammocks for reading time and even built a fire pit for the colder months. With coronavirus cases spiking across the country, students here seem genuinely invested in keeping this concept going as long as it means they get to continue in-person learning.“I feel like they’re having these impactful experiences they’re going to carry with them for the rest of their lives,” Cornwell said. 3486

  

In a new effort to tackle the deadly opioid addiction crisis in the US, pharmacy giant CVS announced on Friday it will limit opioid prescriptions to seven days for certain conditions. This restriction will apply to patients who are new to pain therapy.The new pharmacy program will also limit the daily dosage of pain pills based on their strength and will require use of immediate-release formulations before extended release opioids -- intended for severe, long-term pain treatment -- are dispensed.The changes will roll out on February 1, 2018 and cover all commercial, health plan, employer and Medicaid clients.CVS, which manages medications for nearly 90 million plan members, is one of the largest pharmaceutical chains in the US, with approximately 9,600 CVS Pharmacy stores and more than 1,100 walk-in medical clinics."With a presence in nearly 10,000 communities across the country, we see firsthand the impact of the alarming and rapidly growing epidemic of opioid addiction and misuse," said Larry J. Merlo, president and CEO of CVS Health.From 1999 to 2014, sales of prescription opioids in the US almost quadrupled, according to the US Centers for Disease Control and Prevention, yet there has been no change in pain reported by Americans.CVS said its pharmacists will also counsel patients with opioid prescriptions about the risk of dependence and addiction based on CDC guidelines. These educational sessions will also emphasize the importance of keeping medications secure in the home and proper disposal of unused medication.To help patients wanting to follow these guidelines, the company will almost double the number of drug disposal units in its Medication Disposal for Safer Communities Program from 800 to 1,550 kiosks. This expansion will begin this fall with locations in Florida, Massachusetts, North Carolina, Pennsylvania, South Carolina and the District of Columbia.The company is also committing million to Community Health Centers that provide medication-assisted treatment and other addiction recovery services.The President's opioid commission says that about 142 Americans die every day from a drug overdose, equal to the death toll from the September 11 attacks every three weeks. Most of those overdoses are from opioids.Though there were over 30,000 fatal overdoses from opioid drugs in 2015, public health experts believe that for every fatal overdose, there are 30 non-fatal overdoses. The social media platform reports that more than 1.5 million political ads were purchased during that time for a total of more than 0 million.President Donald Trump spent nearly million on Facebook ads during that span. The ads purchased were split between Trump's 2020 campaign and the Trump Make America Great Again Committee — a joint fundraising committee between Trump's campaign committee and the RNC.But even Trump was outspent by Texas Senate candidate Beto O'Rourke. The Democrat spent .3 million on Facebook between May and October. By comparison, O'Rourke's opponent Ted Cruz spent about 0,000 on Facebook during that same time period.It's no secret that O'Rourke has relied heavily on social media in his push to turn Texas blue. Over the summer, he got a bump from a viral video that showed him explaining why he supports NFL players kneeling for the national anthem.
