SAN DIEGO (CNS) - The Surfrider Foundation released its annual Clean Water Report Friday, detailing the measures the organization has taken to improve water quality in San Diego County and quell sewage contamination of local shorelines. The report gives an update on the organization's Blue Water Task Force as well as analysis of water quality case studies in Depoe Bay, Oregon; Oahu, Hawaii; Palm Beach County, Florida; and San Diego. The Blue Water Task Force, Surfrider's volunteer water testing group, has increased its number of water tests by at least 12 percent each of the past seven years, according to the report. Task force volunteers conducted 6,826 water quality tests across the country in 2018. Last year, the Surfrider San Diego chapter's Blue Water Task Force focused primarily on ending sewage runoff into the Tijuana River, which subsequently flows into the Pacific Ocean and affects the county's beaches and coastline. According to the report, sewage contamination caused closures of Imperial Beach's shoreline for roughly half of each year from 2015 to 2017. In 2018, Surfrider San Diego established Blue Water Task Force testing labs in Imperial Beach, Coronado and at the chapter's office west of Mira Mesa to improve local water testing efforts. According to the report, the organization's volunteers collect and test water samples each Thursday along the shoreline from Imperial Beach to Pacific Beach. ``In areas like San Diego, California, where communities are impacted year-round by cross-border water pollution ... Surfrider's work to protect clean water is more critical than ever,'' said Mara Dias, the organization's water quality manager. ``Our chapters are tackling regional water quality issues by testing for pollution, building ocean friendly solutions, and informing the public where it's safe to surf, swim and play in the ocean." Surfrider San Diego filed a lawsuit against the U.S. section of the International Boundary and Water Commission last year, alleging that the body has repeatedly violated the Clean Water Act and put the health and safety of local residents in jeopardy by improperly managing the pollution from the Tijuana River. The cities of Imperial Beach and Chula Vista and the Port of San Diego have joined Surfrider's lawsuit, while the city of San Diego and California Attorney General Xavier Becerra have filed a similar suit against the IBWC. SAN DIEGO (KGTV) — A 20-year-old woman claims she was sexually assaulted for about 20 minutes during a Lyft ride in June.She's identified as Jane Roe in a civil lawsuit filed by Estey & Bomberger, LLP on Thursday. Roe tells 10News she has a disability and is unable to drive, she relies on Lyft to get to and from UCSD and around San Diego on a daily basis."I would use Lyft every day for about a year and a half," said Roe. "I would use it about 2-3 times a day."In June, Roe says she was using Lyft to travel from her father's home to her mother's, a 32-minute ride on the Interstate 5 that would forever change her life.RELATED: San Diego women reported in Uber, Lyft sex assault cases"He just asked me inappropriate questions," Roe said, referring to her driver. "He was commenting about inappropriate behaviors that he likes to do."Roe said the driver then told her to sit in the front passenger's seat, and out of fear she complied."The man.. he started touching me.. he groped my vagina, he groped my inner thighs, my thighs, my hamstrings," Roe said. She said the assault lasted between 15 and 20 minutes."I was kind of in a state of shock," Roe said. But Roe and her attorney, Mike Bomberger, say Lyft has been unresponsive."One of the things we don't know is what happened to the driver," Bomberger said.Roe and Bomberger allege that Lyft is not doing enough to keep passengers safe."Lyft fails to cooperate with police when there's an assault. SAN DIEGO (KGTV) - A family killed in a Logan Heights house fire in October was laid to rest Friday.Jose Antonio Romero Mayo, 44, Nicolasa Mayo-Cortes, 46, and daughter Iris, 21, all died from their injuries following the Oct. 13 fire.Funeral services were held at Saint Anthony of Padua in National City Friday morning.RELATED: Family's oldest son charged in Logan Heights house fire deathsTwo other surviving family members, Wendy and Angel, were out of the hospital and in attendance.After the church service, a funeral procession drove by the house the family once called home. SAN DIEGO (KGTV) - A boy found wandering in the parking lot of a Rolando church Monday was reunited with his mother.The pastor of the Fellowship of Love Divine church found the boy around 2:30 p.m. in the parking lot on Aragon Dr., near the Kroc Center.San Diego Police got a call about 30 minutes later from a mother reporting her child missing from a home about a block away."He was clean. Had on a pair of Pampers, and a pair of socks. And he stuffed had a toy car and he seemed to be really happy, you know," said Pastor James Dawson.The boy was returned to his mother at their apartment nearby. SAN DIEGO (KGTV) - A Delta passenger mauled by an emotional support dog has filed a lawsuit against the airline and the dog's owner, a Marine combat veteran.In June 2017, Marlin Jackson boarded a San Diego-bound flight in Atlanta headed for a work conference. Soon after, fellow passengers watched in horror as a brutal dog attack played out in front of them.Jackson sat in a window seat. In the middle seat was a Marine veteran was with an emotional support dog, a chocolate lab pointer mix, in his lap. The lawsuit states the dog was briefly restrained, before pinning Jackson against the window and mauling Jackson again, resulting in 28 stitches and permanent loss of sensation in his face. He bled so profusely that "an entire row of seats had to be removed."The incident sparked national headlines, and tighter policies for emotional support and service animals. For example, Delta now requires proof of training, adding rules for the types and ages of the animals, as well the duration of flights that allow emotional support animals.Delta declined to comment citing pending litigation.
