BEIJING, Feb. 8 (Xinhua) -- Chinese Premier Wen Jiabao urged China and Japan to strengthen exchange and cooperation Monday to boost mutual understanding and trust.Wen made the remarks while meeting with members of the fifth 21st Century Committee for China-Japan Friendship. What's crucial is the actual policies and moves China has taken," Tang said when asked if China will take "tougher" policies vis-a-vis Japan as the two countries' gap in national strength narrows.Tang said China's achievements over the last six decades have been notable and that the country's gap with Japan has narrowed.Still, he noted, China's per capita GDP is only 3,700 U.S. dollars, meaning it is not in the top 100 ranking of countries by the measure while Japan's per capita GDP is well over 40,000 U.S. dollars.China still has 150 million people living in poverty, according to the UN's standard of poverty of living on less than one U.S. dollar a day, Tang noted."That means China will remain a developing country for a long time into the future and needs to focus on its own development.""By tradition, China advocates harmonious relations with neighboring countries. China will stick to a peaceful development path and befriend the peoples of neighboring countries with diplomatic relations and build harmony in Asia and the world at large," Tang said.

BEIJING, Feb. 25 (Xinhua) -- China's Ministry of Supervision said Thursday it would enhance supervision to key sectors and leading officials this year to ensure clean and efficient work in promoting the country's sound economic and social development.The supervision and examination would target corruption in project construction, real estate development and land management, as well as corruption behind major accidents, the ministry said in a circular outlining major works in 2010.The ministry would investigate officials who meddled in construction projects against relevant regulations to seek personal gains, staff of supervisory organs who were negligent of duty or took bribes, and those who involved in serious commercial bribery cases, the circular said.The ministry vowed "zero tolerance" for these cases, it said.The ministry promised to step up its efforts this year to ensure the implementation of the central government's major arrangements for accelerating the adjustment of economic growth mode and promoting steady and fast economic development.It would also strengthen supervision and examination to make sure local governments will take measures to check the rocketing real estate price in some cities to ensure the sector's healthy development, it said."Lazy and incapable" officials would also be targeted in the supervision to ensure efficiency of government work, according to the circular.China has intensified its fight against corruption recently.In its latest effort, the Communist Party of China (CPC) Central Committee Tuesday listed 52 unacceptable practices in an ethics code for CPC cadres to follow.The code forbids conducts including accepting cash or financial instruments as gifts, and using their influence to benefit their spouses or children with regards to their employment, stock trading or business.

BEIJING, Feb. 1 (Xinhua) -- Chinese Premier Wen Jiabao has reiterated his country's support for the Copenhagen Accord and China's commitments to addressing climate change.In separate replies to letters from Danish Prime Minister Lars Loekke Rasmussen and UN Secretary-General Ban Ki-moon, Wen said the Copenhagen Accord resulting from the UN climate change conference in the Danish capital last year laid the foundation for advancing international cooperation on climate change and pointed the direction for future negotiations.The document reflected the political will of all parties to actively tackle climate change, upheld the dual-track negotiating mechanism of the UN Framework Convention on Climate Change and its Kyoto Protocol, and reaffirmed the principle of "common but differentiated responsibilities" for developed and developing countries, Wen wrote in the letters dated Friday.He said China would do its best to honor its commitments on climate change, including a reduction of carbon dioxide emission intensity per unit of GDP by 40 to 45 percent by 2020 against 2005 levels, an increase to 15 percent of non-fossil fuels in the country's total primary energy mix by 2020, and an increase of 40 million hectares of forest and 1.3 billion cubic meters of forest volume by 2020 from 2005 levels.Wen said China will continue to play an active and constructive role and work jointly with the international community for a meaningful conclusion of the Bali Roadmap negotiations at the Mexico climate talks with a comprehensive, effective and binding outcome that will reinforce the implementation of the convention and the protocol.

  

BEIJING, Jan. 23 (Xinhua) -- The Bank of China (BOC) board has agreed to sell up to 40 billion yuan (5.86 billion U.S. dollars) of bonds convertible to A shares to improve capital adequacy.The proposal will be turned into the first temporary shareholders' meeting in 2010, which will be held on March 19, for approval.Excluding issuance costs, the proceeds from the issuance of the six-year convertible bonds will be used to replenish the bank's capital base and working capital and to lift its capital adequacy ratio, according to the BOC, the third largest lender by market value in China.The BOC has been implementing positive financial policies and relatively loose monetary policies since 2009.The BOC capital adequacy ratio stood at 11.63 percent and the core capital adequacy ratio at 9.37 percent by the end of September 2009.
