SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. Residents say rush hour traffic in the area is traffic, and say that the narrower lanes caused by the road work are a safety hazard.RELATED: Couple warns of loose temporary road markers along Highway 79One woman said she almost hit a person, another said she witnessed an accident, and a man says his car clipped temporary fencing along the project twice.The project is being managed by a private developer who agreed to do the road work as part of the approval for their new housing project five miles away in Black Mountain Ranch.10News confirmed with the City of San Diego and the office of Councilmember Mark Kersey that the developer has missed multiple deadlines. SAN DIEGO (KGTV) - Ridesharing companies like Uber and Lyft could shut down in California as early as Friday due to a judge's ruling ordering the companies to classify their drivers as employees, not contractors. Uber and Lyft have warned their users and drivers about the possible shutdown. Both companies have appealed the ruling. The issue stems from Assembly Bill 5, a law that classifies contractors as employees, giving them the right to unionize, have access to minimum wage, overtime, paid sick leave and workers compensation benefits. Some Uber and Lyft drivers are in favor of AB5, but many others say they would like to continue working as independent contractors because of the flexibility the job allows them. SAN DIEGO (KGTV) -- San Diego County was officially added to California's "monitoring list" as the number of coronavirus cases across the state increases, and Gov. Gavin Newsom said he expected local health officials to comply with specific orders that include the closure of indoor dining spaces.As of Monday afternoon, San Diego County joined five other counties on the monitoring list. The other counties added to the list: Colusa, Madera, Marin, Merced, and Monterey.Of the state’s 58 counties, 23 of them are on the state’s list.Ahead of the Fourth of July weekend, Newsom ordered counties that have been on the list for at least three days to shutter indoor operations at businesses such as restaurants, wineries, movie theaters, zoos, museums and cardrooms.In a tweet on his Twitter account, Newsom said:"CA is now asking Colusa, Madera, Marin, Merced, Monterey & San Diego to close indoor operations for:-Restaurants-Wineries-Movie theaters-Zoos, museums-CardroomsBars must close ALL operations."During his Monday news conference, Newsom said he was awaiting an order from local health officials in each of the newly-added counties to issue an order enacting the measures, which are expected to remain in effect for at least three weeks.Counties on the list were also ordered to close all of its bars, a move San Diego County had already taken ahead of the holiday weekend. SAN DIEGO (KGTV) - Researchers at UC San Diego and the Scripps Institution of Oceanography are noticing a welcome side effect to the Coronavirus. Social isolation and quarantines may be helping to reverse climate change."This isn't the right reason to be changing the environment," says Professor Ralph Keeling. "We should be doing it because we want to do it, not because we're forced to do it."Recent studies by the European Space Agency showed significantly less Nitrogen Dioxide in the air over Spain, France, and Italy during March of 2020, compared to March of 2019. All three of those countries are under heavy lockdowns because of the Coronavirus.Meanwhile, a report in the New York Times showed similar changes over New York City, Los Angeles, and Seattle.Keeling says it's good to see the short-term gains. But there's no way to know if this will lead to long term changes in the environment. He compares it to a bathtub. As Keeling describes it, the pollutants we put into the atmosphere are like the water flowing into the tub. "If you turn down the tap on a bathtub, and you look at the spigot, you can tell there's less water flowing in," he says. "But if you look at the level of a tub. You don't see immediately that the levels are rising more slowly."Meanwhile, the oceans may also see a benefit from the economic slowdown. Scripps Professor Jeremy Jackson says shipping will slow down, and fisheries that may rely on government subsidies will have to halt operations. That could help fish populations rebound."That very tragic loss of jobs is definitely going to be good for the state of marine resources," Jackson says. "We are going to be preying upon fish and shellfish at a much lower level."But he adds that it's a balancing act. The worse things get for the economy and industries, the better it will be for the environment. But we have to make sure people's livelihoods are protected as well."If we go into a depression, then industrial output and activity are going to take a long time to recover," he says. "But that very grim news will make a big dent on environmental damage."Still, both professors say this could be short-lived. Jackson worries that governments may turn to higher-polluting industries like oil and gas to help pull the world out of economic recessions. And Keeling says none of these gains will last unless people change their habits long-term."I think how we come out of this will make a difference. You know people are learning how to live with less," says Keeling. "We'd like to bend the curve for co2 as well as bending the curve for the Coronavirus. That will take sustained changes, not just short term changes.""What this tells us is that environments can spring back very quickly in terms of animal and plant life if we stop stressing it," says Jackson. "I'm cautiously hopeful this whole business will give us a slightly increased sense of humility about what we can get away with, and this will help towards getting us to think more sustainably." 3012

SAN DIEGO (KGTV) -- San Diego Police are investigating after a couple was found dead in a Torrey Highlands home Saturday night. According to police, the couple was expected in San Francisco earlier in the day, but they never showed up. When police arrived at the home on the 7400 block of Via Rivera in Torrey Highlands just before 10 p.m., they saw the body of a person through a window of the home. After entering the house, officers found an Asian man and woman in their 50s dead with trauma to their upper bodies. 10News spoke to neighbors who were stunned to see all the police activity in their quiet neighborhood."Everybody seems to mind their own business, I haven't heard of any problems whatsoever," neighbor Salam Hasenin said. "I hope we go back to our peaceful environment and I just feel really sad and bad for the people."Nick Palermino shares a back wall with the victims' home. He did not recall any commotion happening Saturday night. "We have a dog that has a doggie door, and she wasn't barking last night at all," Palermino said. "I hope it is isolated to this one incident. I hope it is not burglary that went bad."According to police, the victims’ home does not appear to be disturbed. Detectives are investigating the deaths.
