SACRAMENTO, Calif. (AP) -- A bill that would allow “bad officers” to be permanently stripped of their badges failed to pass the California Legislature. The measure was one of the year's top policing reform bills after the death of George Floyd while in police custody earlier this year.Law enforcement organizations opposed the bill because they said the proposed system is biased and lacks basic due process protections. The Legislature gave final approval to bills that would ban police officers from using choke holds and carotid holds and require independent investigations when police kill unarmed civilians. Those bills now go to Gov. Gavin Newsom's desk. 666

SACRAMENTO, Calif. (AP) -- California lawmakers won't move forward this year on a plan to build denser housing in some single-family-home neighborhoods and closer to transit stations and jobs. The Senate Appropriations Committee voted Thursday to make the proposal a two-year bill, meaning action will be delayed until next year. The legislation was one of the more contentious proposals related to California's housing storage. Backers including tech companies and trade unions have argued allowing more homes around transit stations and loosening other rules could curb California's housing crunch.Making It in San Diego: Buy a deeply discounted condoBut critics say the measure threatened to change the character of some neighborhoods, worsen traffic and override local decision makers.State Senator Scott Wiener, a Democrat from San Francisco, says he's disappointed by the move. 889

SACRAMENTO, Calif. (AP) — Advocates looking for California to secede from the United States can begin collecting signatures for a longshot initiative asking voters to weigh in, Secretary of State Alex Padilla said Monday. The proposed initiative is the third so-called Calexit proposal since President Donald Trump's election. Previous efforts were withdrawn or failed to gather the required signatures. The latest would ask voters about secession in 2020. If it passed, a second election would be held a year later asking voters to affirm the decision.RELATED: #Calexit: Groups calling for California secession after Trump winMarcus Ruiz Evans, co-founder of the group Yes California, said the second vote would show that Californians are serious about secession and would strengthen the case for foreign governments to recognize the state's independence.Evans and Yes California co-founder Louis Marinelli also proposed independence initiatives in 2015 and 2017. They did not turn in signatures in 2015 and withdrew the 2017 Calexit proposal amid scrutiny of Marinelli's ties to Russia. A rival group, California Freedom Coalition, proposed a Calexit initiative but did not turn in the required signatures.Proponents have until Oct. 17 to collect nearly 366,000 signatures.Previous Calexit initiatives would have deleted a portion of the state constitution that says California is an inseparable part of the United States. The latest version does not change the constitution. 1488

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom says his children are among those resuming in-person classes after months of distance learning due to the coronavirus pandemic. Newsom says he believes children learn best in the classroom and his administration will support districts with personal protective gear and testing resources so they can safely reopen. Newsom has four children in private school. His administration has approved more than 1,200 requests for waivers to allow for in-person education for elementary school students in counties where coronavirus cases remain widespread. Schools in counties where cases have declined below state-mandated thresholds can broadly reopen. 706

ROME — Pope Francis has welcomed doctors and nurses from the coronavirus-ravaged region of Lombardy to the Vatican to thank them for their selfless work and “heroic” sacrifice. Francis dedicated one of his first post-lockdown audiences to Italy’s front-line medical personnel Saturday. He told the delegation that their example of professional competence and compassion would help Italy forge a new future of hope and solidarity. The northern region of Lombardy was the hardest-hit region in the onetime European epicenter of the pandemic. It has counted more than 92,000 of Italy’s 232,000 infections and half of Italy’s 34,500 dead. Francis also took a dig at some conservative priests who chafed at lockdown measures, calling their complaints “adolescent.” 766
