(KGTV) -- A 70-year-old U.S. Customs and Border Protection officer was arrested Wednesday after prosecutors say he strangled a traveler in San Ysidro.Prosecutors say while on duty, Harvey Booker, 70, strangled a traveler at the San Ysidro Port of Entry that resulted in “bodily harm.”No details on what led up to the incident were released about the July 8 incident.“There is no excuse for law enforcement officials to abuse the significant trust and power placed in them,” said U.S. Attorney Adam Braverman. “Law enforcement takes great pride in protecting the civil rights of all people. SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. (KGTV) — A 23-year-old man is behind bars after leading San Diego Sheriff's deputies on a short pursuit in a vehicle that was reported stolen.Deputies received a broadcast from Carlsbad Police of a stolen vehicle on Sunday just after 1 p.m. in the area of Palomar Airport Rd. heading toward San Marcos. Nearby deputies began searching the area and located the vehicle unoccupied in the parking lot of a Target on Business Park Dr. in Vista.While they waited for an ASTREA helicopter and canine unit, deputies set up surveillance on the vehicle. After a few minutes, the suspected driver, identified as Dylan Kidd, returned and deputies moved in toward the vehicle, according to the Sheriff's Department (SDSO).Kidd started up the vehicle and led deputies on a four- to five-minute pursuit, during which deputies say he drove recklessly out of the parking lot and onto nearby streets. Kidd eventually left the vehicle and fled into a nearby canyon, according to the department.The vehicle, however, continued and crashed into the garage door of a home on White Sands Drive, causing some minor damage.With the ASTREA helicopter above, deputies were led to Kidd's location after about six minutes and he surrendered to deputies, SDSO said. Beckom says she asked the customer to put on the mask, which she did, before becoming agitated and took it off again.
