BEIJING, May 21 -- China's tax authority has cut or waived a tax levy, offered a tax refund, and reiterated the tax concession on donations related to the earthquake in Sichuan Province as means of helping to support victims. Losses suffered by companies and individuals due to the 8.0-magnitude earthquake can be tax deductible, the State Taxation Administration said in a notice on its Website. As of 6pm yesterday, the number of people killed by the devastating quake has reached 40,075 while 247,645 people have been injured and there were still 32,361 people unaccounted for. The supplies donated by overseas governments, individuals and companies are exempted from import taxes (including Valued Added Tax and Customs Duties), the tax authority said. People whose tax-paid autos or ships have been destroyed in the quake can apply for a refund of Vehicles and Vessels Usage Tax for the period from the date they were destroyed until the end of the year. Normally auto and ship tax is prepaid at the beginning of the year. Students of Jiefang Primary School donate money to the quake-hit region in Sichuan Province in southwest China, in Harbin, capital of northeast China's Heilongjiang Province, May 14, 2008 Victims who can't afford to pay the land use tax due to the quake can ask for the levy to be reduced or exempted from the tax. People who buy new homes will be exempted from the deed tax on new home transactions or enjoy a cut in the tax rate. The rules are enforced by the provincial governments for the quake-hit area. Companies and individuals who donated money to the earthquake area will be partly exempted from taxation, the tax authority reiterated. Companies on the Chinese mainland have made a combined donation of more than 4.5 billion yuan (US5 million) in cash and goods as of yesterday afternoon, according to Chinese Web portal Sina.com. Donation, which are within 12 percent of a company's total annual profit, can be claimed as tax deductible expenses, according to China's corporate income tax law. Donations that exceed the amount are not tax deductible. For individuals, donations that are less than 30 percent of their income, can be tax deductible. The donations must be made through domestic non-commercial social entities or government bodies. Individuals' donations made directly to the quake victims are not tax deductible.
WASHINGTON, Oct. 11 (Xinhua) -- Deputy Governor of the People's Bank of China Yi Gang called for international cooperation here on Saturday to restore global financial stability. "Our current priority is to enhance international cooperation to prevent further deterioration and spillover of the crisis and restore global economic and financial stability," Yi said. The deepening and widening of the U.S. financial crisis have triggered a major global slowdown and escalating uncertainty, Yi Gang said in a statement at the 18th meeting of the International Monetary and Financial Committee (IMFC) held here Saturday. While the advanced economies have slowed significantly since the U.S. sub-prime crisis, the emerging market economies have maintained robust growth but the deteriorating external environment is putting the resilience of their macroeconomic policies to the test, he said. The crisis has underscored shortcomings in the financial markets, Yi said. He expressed his hope that the stabilizing measures of the advanced economies will have the positive effect of calming the markets and restoring confidence. "China is willing to strengthen its cooperation with other countries and, through such joint efforts, we hope global financial stability can be safeguarded," he said. In line with their status, Yi said, the major reserve currency issuing countries should shoulder the responsibility for preventing further spillovers and minimizing shocks to other economies -- especially to the emerging markets. To promote balanced and steady global growth over the longer term, efforts should be made to advance structural reforms and increase savings, he pointed out. The International Monetary Fund -- at the core of the international monetary system -- should carry out its mandate to safeguard global economic and financial stability, he said. The IMFC is the steering committee of the 185-nation lending institution. Yi also noted that as the impact of the crisis on the real economy is much worse than expected and the recovery more protracted and difficult, the risks of deflation in some countries as a result of the credit crunch have increased significantly. "It is imperative that the major advanced economies coordinate rapid implementation of bailout packages to avoid deflation and facilitate the global recovery," said Yi. "However, we should be aware that the injection of liquidity from these emergency measures could be a potential source of inflation in the medium and long term," the deputy governor said.

BEIJING, April 25 (Xinhua) -- Chinese President Hu Jintao said here on Friday that he hoped China and the European Union (EU) would enhance its dialogue and consultation to ensure the healthy and stable development of the China-EU all-round strategic partnership. Hu made the remarks in a meeting with EU Commission President Jose Manuel Barroso. He said it was not only in line with both sides' fundamental interests, but also conducive to the peace, stability and development of the world to further cement and step up China-EU ties under current circumstances. Chinese President Hu Jintao (R) meets with the European Union Commission President Jose Manuel Barroso in Beijing, April 25, 2008 "I hope the two sides would keep high-level visits and enhance dialogue and consultation, increase understanding and recognition for the policy trends of each other," Hu told Barroso. Barroso said maintaining robust EU-China ties were vital to both sides and the international society. It needed efforts from both China and the EU to safeguard international energy, finance, food safety and stability and solve global issues of climate change, sustainable development and terrorism, said the former Portuguese prime minister. He said the EU was committed to developing a strategic partnership with China and was willing to solve disputes through dialogue on the basis of mutual respect and constructive spirit. Barroso expressed appreciation for China's consistent support for the EU integrity, and wished the Beijing Olympics a success. Vice Premier Wang Qishan attended the meeting.

Bush met at the White House on Tuesday, agreeing to push forward with the constructive and cooperative relations between the two countries. During the meeting, Yang hailed the great development that two countries have achieved in the past seven years in enhancing China-U.S. relations, which he said also contributed to the peace, stability and development of the Asia-Pacific region and the world. He noted that Chinese President Hu Jintao and President Bush have set the direction for the future development of bilateral relations during their meeting held at the sidelines of the Hokkaido G8 summit in Japan earlier this month. China is willing to work with the United States to follow the direction and push forward with the constructive and cooperative relations between the two countries, Yang added. For his part, Bush told the visiting Chinese top diplomat that he is glad to see China-U.S. relations developing on a favorable momentum that the United States is committing to maintaining, and he also appreciates a good working relationship built with Chinese President Hu Jintao. On the coming Olympic games in Beijing, Yang expressed his welcome to Bush, who is set to attend the opening ceremony, and wished American athletes excellent performance in the competitions. Bush said, in return, that he looks forward to visiting China to attend the Olympic games' opening ceremony. On the issues of human rights and religion, Yang told the U.S. president that China would like to continue to exchange its views with the United States on basis of equality, mutual respect and non-interference in each other's domestic affairs, as a way to promote mutual understanding. He also noted at the meeting that the WTO's Doha Round trade negotiations are at a critical moment, and its success would help promote world economy growth, which is in the common interest of China, the United States and the international community. China hopes that all sides can work together to push forward with the negotiations and achieve a comprehensive and balanced result, he added.
