CHULA VISTA, Calif. (KGTV)— The Chula Vista Police department is investigating a home invasion robbery that happened Saturday night on the 1600 block of Claret Cup Drive.80-year-old Don Oder believes he may have had an encounter with one of the suspects.He told 10News he was unloading the bags from his late night shopping trip Saturday and saw a man walk into his garage.“He says 'I’m thirsty. Can I have some water?' So I got him a glass of water,” Oder said. That was around 10:30 p.m. at Oder's home near Camarena Elementary School.At the time, Oder did not know that the person who asked for water could have been a suspect in a home invasion robbery that happened moments prior. “I didn’t put two and two together right away,” Oder said. Chula Vista Police said someone fired a gun at a nearby condo on Claret Cup Drive around the same time.Two people entered and robbed the residents, then ran east. No one was hurt.Looking back now, Oder believes one of suspects may have been the man hiding in his garage.“Pretty obvious that he didn’t want to be seen,” Oder said. Oder describes him as a young, built, clean-cut man.He was surprised at the man’s get-away car.“He said, I’ve called an Uber and it’s going to be here in a few minutes.”Oder stayed with him for a few minutes until the man suddenly ran.Moments later, he and his grandson called police. The next morning, Oder’s son Tim was walking toward the crime scene.Tim Oder said he found a bundle of stuff next to a car along Exploration Falls Drive.“I pulled a hat out, walked a little further, and then I started pulling some gloves, and I thought, oh my God, these are white latex gloves!” Tim Oder said. The water cup and the bundle of items are now with Chula Vista Police, being processed for evidence. The Oders said the fact that one family had two run-ins with an unusual crime in a safe neighborhood is a crazy coincidence.“It seemed so strange, you know?” Oder said. Chula Vista Police said the suspects are still at large and asked the community to be vigilant. 2154

The truth is they may not be that far off. Scott Urban, the creator of Reflectacles, says his product helps bounce light back directly to where it came from.“One of my past clients came up to me and asked me to make him a pair of reflective glasses," Urban said.The glasses don't make a person invisible, but can throw off security cameras. One of his biggest concerns is privacy.“You know if you have this concept that you're being filmed and recorded and listened to everywhere you go, you might limit your own personal freedoms," he said.The glasses reflect light into the camera creating a blown out glow.Our reporter found the glasses work really well when it's dark, but in broad sunlight, not so much.Scott's gear got him in a bit of trouble at the neighborhood bar he goes to often. They asked him to take off his glasses. Katrina Arthur, the manager and fourth generation's family owner of Archie's Iowa & Rockwell Tavern, said, “We want to be sure if anything were to happen and go back and look at our security tapes and be able to identify anybody who may have caused an incident."Our reporters also found reflective glasses aren't the only option out there. The ISHU cloak is made by entrepreneur Saif Siddiqui, who feels strongly about privacy as well.“It's just the option of going invisible," Siddiqui said.He sells anti-paparazzi gear. Siddiqui's clothing does nearly the same thing as the glasses — gives back some privacy.“I find it important to give people the option to not be seen," he said.But these option may be short-lived. Security companies are taking notice of this new technology and working to stay ahead of it.“There are ways to make cameras that can see everybody's face, and I suppose it can be a cat and mouse game or I invest in better and better technology to hide my face."Keith Jentoft, is a video surveillance expert with more than 20 years in the business. He believes this type of tech actually does the opposite of what's intended because it sticks out."You're going to be calling yourself out and calling attention to yourself. If you're spending a lot of money to be private, people want to know why," Jentoft said.Scott Urban knows his gear isn't for everyone but says there's something bigger to consider.“Is it ok for you to tell me that my face must be recorded and analyzed everywhere I go?" CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

  

CHULA VISTA, Calif. (KGTV) -- One driver was arrested at a DUI checkpoint in Chula Vista overnight Saturday. According to the Chula Vista Police Department, the checkpoint was held on the 300 block of East H Street between 7 p.m. Saturday and 1 a.m. Sunday. More than 3,500 vehicles traveled through the checkpoint, 1,209 were screened, 13 drivers underwent sobriety tests and one was arrested. CHULA VISTA, Calif (KGTV) -- A Chula Vista family is getting creative this year, making a special “candy monster tree” to help people socially distance while also having a good time on Halloween.Homeowners Chris and Marty Morrow say they turned a large magnolia tree in their front yard into a fun Halloween activity, hanging so-called “candy monsters” from black ribbons.“We passed out Golden Tickets to neighbors to bring their children for socially distant Halloween fun,” Marty Morrow said.RELATED: City of San Diego sets up 'grab-and-go' candy sites for HalloweenAt sunset, kids will be allowed to pick candy from the tree one at a time.“It’s about having fun and giving some normalcy to the local kids in Chula Vista.”, said Chris Morrow. “We have lived in our home for 8 years and are happy to give smiles this year.”The homeowners say they got the idea from Martha Stewart.The festivities take place in the area of Jefferson Avenue and Flower Street between 5:30 and 6:30 on October 31. 1002
