SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. We want to wish a Happy Birthday to Pauley!"She's a 1947 International made into a hot rod fire truck named Lil' Red. Tricked out like the toy models kids love, the big kid at the center of this story is Mira Mesa High School math teacher David Watson."And up popped this fire truck," said Watson. "It's just about the coolest thing I've ever seen. It's a hot rod fire truck and I thought, oh my gosh, I need to have this."Watson says he's long had a thing for classic cars and when he spotted Lil' Red for sale in an online post he plunked down a pretty "confidential" penny to make her his own. This from a man who gives lessons on the value of a buck."I also teach a class called financial math," said Watson. "I wrote curriculum for that. I changed the name to Math for Life because that makes more sense."Watson says it's things like how to open a checking account and maintain a budget. So, what did his students think of hot rod expense?"They thought I was crazy!" exclaimed David. "They thought I was stupid; don't spend your money on that. Why would you do that? At first, explained Watson for the pure joy of having a really awesome set of wheels, but then he got to know Lil' Red a little better."The siren works, it has multi sirens. "The oldest person I did a birthday for was a hundred."So far, he's added an unforgettable flair to more than 70 events — and he doesn't charge a dime."Some people will call me crazy," said Watson. "But it's a lot of fun. My brother usually goes with me and he brings his dog. and his dog is a wonderful, very friendly dog. SAN DIEGO (KGTV) - A San Diego K9 police officer rescued toddlers after their father drove off Sunset Cliffs Saturday morning.He said he heard the first call go out of a suicidal man with twin two-year-old girls driving with the intention of careening off the Coronado Bridge.Law enforcement tracked his phone to Sunset Cliffs where a SDPD lieutenant watched him drive off the cliff at a high rate of speed.SDPD K9 Officer Jonathan Wiese said the man had his daughters in his lap during the crash and the truck landed upside down on top of a rock, which would have killed the girls had they been in the back seat.Wiese said his goal once he saw the truck was to get down to the family and get them all to safety."I could see him and he had one of the girls in his arms, and I have a two-year-old daughter at home so I imagined, what if that was my wife and kid down there? You're not going to stand there on the cliff and watch it happen," he said.Wiese said his heart was pounding as he thought of a way to get down the cliff-side. Then he remembered he had a 100 ft leash for SWAT missions.He grabbed it, took off his gun belt and looped it around his waist, "and by then four or five other cops had shown up so I pretty much threw the end of the leash to them and then I said hang on and I just jumped off."He said with teamwork, they lowered him down to the rocks below, where he slid his way into the water and swam, fully clothed to the father. By that time, he had both toddlers in his arms.Wiese's next goal was to get them out of the water. He said the truck acted as a break from the surf while he gathered his thoughts, and a memory hit from his time in the Marine Corps. "They taught you how to do water safety rescues and I had a little flashback of okay grab him under the armpit and push him so I swam and held them above water," bringing them to shore.He noticed one of the girls was alert while the other was limp. He said he did some 'rescue breathing' while officers above got him a backpack with supplies.They used the backpack and leash to hoist both girls up to a waiting ambulance.Wiese said while he sat with the father, waiting for a helicopter to come hoist him up, the man said "he was going to die and the girls were coming with him."SDPD Police Chief David Nisleit said he believed Wiese saved the girls' life, and was proud of Wiese's heroic actions."That's probably the most heroic thing I've seen in my 32 years," he said.He reminded us Wiese is the Officer of the Year, honored for a long list of heroic acts, including helping arrest the suspected Chabad of Poway shooter.This all happening as police fall under the nation's microscope."I didn't do the job to be liked every day, I didn't do it to become rich, I did it because I want to be out there making a difference and helping people, as cliche as that might sound, but I was just glad I could be there," Wiese said referring to protecting those toddlers.During the rescue he said he was focused, but it does take an emotional toll, "you just do what you have to do, but after everyone was safe, it hits you and you just want to go home and hug your kids that's for sure."Nisleit said the girls were in the ICU, but are expected to make a full recovery. 3251

SAN DIEGO (KGTV) — A Malayasian national faces voyeurism charges after a video camera was discovered in the bathroom of a San Diego flight last May.Choon Ping Lee was arrested this week and charged with video voyeurism within the special maritime and territorial jurisdiction of the United States, ABC-affiliate KTRK reported.Court documents revealed on May 5, a passenger on United Airlines flight 646 from San Diego to Houston discovered a blue light flashing in a first-class bathroom. The woman took the device to the flight crew, who in turn brought it to officials at George Bush International Airport.Security at the airport confirmed the device was a video recording device, KTRK reported. Officials reviewed the device's footage to discover it recorded a man installing it in the bathroom, documents say. Airport surveillance connected the man's clothing with footage of him boarding the plane on departure and leaving when it arrived in Texas.Investigators said they also found footage on the device from another flight, where at least two women were captured on camera aboard an Emirates flight.Lee also works for Halliburton, which provided FBI investigators with Lee's travel itinerary and footage of him wearing the same jewelry as seen in surveillance video as well, documents revealed.The company issued a statement to KTRK, reading: "Halliburton is aware of the situation and is cooperating with the FBI and U.S. Attorney's office in their investigation. San Diego (KGTV) -- A person was killed when their motorcycle crashed into a guardrail while riding with friends.Police received the report of the crash at the intersection of Sweetwater and Shannonbrook Court just after 10:30 p.m. in Lemon Grove.Police closed the intersection to investigate how the motorcyclist lost control.The victim died at the scene, their name was not immediately released. 405
