Dr. Anthony Fauci, the nation's top infectious disease expert, called for the U.S. to "double down" on what he called "common-sense" public health measures on Monday as the country faces a critical juncture amid the COVID-19 pandemic.After enormous surges in cases in the spring and summer, the U.S. was able to flatten the curve a bit in early September. "You don't want to be in a position like that as the weather starts getting cold."Fauci added that despite the increase in cases, he did not believe the U.S. needed to go into another total lockdown similar to the one that took place in March and April."I would really like to not go there because it causes so many collateral issues and problems," Fauci said. "...obviously, if things really explode, you'd have to consider that. But we want to do everything we possibly can to avoid an absolute shutdown. In other words, get the cases under control by the common-sense types of things that we've been talking about all along, those public health measures."However, Fauci said he was "concerned" by Florida's decision to reopen bars and restaurants. On Friday, Florida Gov. Ron DeSantis moved the state into "Phase 3" of its reopening plan, meaning that restaurants, bars and hotels can operate at full capacity. Local governments are also unable to restrict a business' operating capacity unless granted permission by the state.Fauci said he was specifically troubled by the state's reopening of bars."That is very concerning to me," Fauci said. "We have always said that — myself and Dr. Deborah Birx, who is the coordinator of the task force — that that is something that we really need to be careful about, because when you're dealing with community spread, and you have the type of congregate setting where people get together, particularly without masks, you're really asking for trouble."In the past, Fauci has advocated for five common-sense public health measures that all Americans should take amid the pandemic: Wearing masks, avoiding crowds, keeping six feet apart from others, constant hand washing and opting for outdoor activities over indoor activities. EL CAJON, Calif. (KGTV) -- Jurors Wednesday found that an officer in El Cajon acted reasonably when he fatally shot Ugandan Immigrant Alfred Olango. The jury found Richard Gonsalves' actions not negligent 12-0. On September 27, 2016, Olango’s sister called 911 to report that her 38-year-old brother was displaying erratic behavior and walking out into traffic. Two officers arrived and spotted Olango in the parking lot of a fast food restaurant on the 800 block of Broadway, ordering him to remove his hands from his pockets. Olango pulled something out of his pocket officers believed was a gun and, according to police, he assumed “what appeared to be a shooting stance” and made some kind of movement. (KGTV) - After a series of crashes over the summer, people in El Cajon are calling on the city to add some safety measures to the intersection of Magnolia Avenue and Renette Avenue."It's very dangerous," says Julia Reyes, who lives near the intersection. "We have a lot of families and kids crossing through here. We have two schools near here too.""It's a regular race track," says David Pina, who also lives on the corner. He recently replaced the fence in his yard because a suspected drunk driver plowed into it over Memorial Day weekend."We were all in the house and heard a big bang in the street and all of the sudden, boom, right in the yard," he says.The intersection has stop signs for cars headed East and West. There are also cones and left-turn restrictions in the middle of the intersection. Pina says that only makes it worse."That sign ends up in the street all the time," he says of the "No Left Turn" sign in the middle of the road. He adds that people ignore the cones and drive straight through the intersection illegally.Neighbors have asked the city to install traffic-calming measures. They think a stop sign, speed humps, flashing lights or a sturdier barrier could be a solution.10News reached out to the City of El Cajon to see if there have been any discussions about adding safety measures to the intersection. A spokesperson from the Department of Public Works asked us to submit a formal public records request. Because of the holiday weekend for Labor Day, the city has not had a chance to reply to that submission.For Pina, he hopes something can be done soon. He worries that the next crash may cost him more than just a fence."My grandson sleeps in that front room," he says. "You gotta worry about the kids. I if somebody did come through that fence and come into the house, there's no chance for anybody. EL CAJON (KGTV) -- Authorities are working to clear a fuel spill Sunday afternoon after a small plane crashed landed onto a quiet El Cajon neighborhoodThe plane crashed sometime around 2 p.m. at 2nd Street and El Rey in El Cajon.The pilot was en route to Gillispie Field, a little more than a mile from where it crashed.Authorities say two people were on board the aircraft but suffered no injuries.There was a small fuel leak following the crash and the plane knocked down some wires when it crash landed.  Police are asking the public to avoid the area until about 4 p.m. Sunday.This is a developing story.  Stay with 10News for updates. 687
