SAN DIEGO (KGTV) -- Families worried about paying back rent due to the pandemic are getting more time.Tuesday, the San Diego City Council voted 5-4 to extendthe rent repayment period for commercial and residential renters to December 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would haveextended the repayment period for the eviction moratorium to March 31, 2021.Councilwoman Jennifer Campbell amended the motion to the December date as a compromise. On March 25, the council voted unanimously to begin an emergencyeviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused "substantial loss of income," according to city staff.Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.During the meeting, the council heard from landlords and realtors who say renters are taking advantage of the situation."The blanket moratorium has given criminals a free pass at the full expense of landlords, this is not a one size fits all," said property manager Claudia Cooper.Other callers said it would be a disaster to evict families just as children are starting school from home."Folks will be evicted and this pandemic won't be over anytime soon as the presentation mentioned, a lot of children are going to be learning from home and to be evicted right as school starts is just going to exacerbate the effect this pandemic has had on our kids," said one caller. Many callers said evictions must be prevented to avoid adding to the homeless problem."Many people have been out of work and eviction could mean death," said another caller. The moratorium on evictions expires September 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through December 30."We are all in it together," Gomez said before discussion of themotion. "The economy is not fully restored. This is not an ideal policy, butit's a necessity for what we are dealing with."Gomez represents District 9, which encompasses Southcrest, CityHeights, Rolando and the College area. It has also been one of the mostimpacted areas during the pandemic.According to a member of Gomez' staff, which gave the presentationon the topic, the city had started 15,659 rental relief applications usingfederal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday, not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent."It's a cruel hoax," she said. Bry said that by not paying rent ontime, tenants could be destroying their credit and leaving themselves withmountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, manyurging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright.About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.Councilmembers Chris Cate and Scott Sherman were opposed to theextension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. They claimed this could cause trouble for landlords trying to evict delinquent tenants or to collect back rent.Because the repayment extension passed with just five votes, it issusceptible to a possible veto by Mayor Kevin Faulconer. 4062

SAN DIEGO (KGTV) - A dog walk in South Park turned frantic as a couple tries to fend off a bee attack that didn't end when they got inside their home.Grape Street, 6:30 p.m. Tuesday. Patricia Young, her husband, and two dogs were near Marlton drive, just about done with their walk, when one of the dogs started sniffing a bush."All of a sudden I felt a really sharp stabbing in my arm. Then I heard buzzing near my eye and swatted at it. That’s when my husband started to get stung," said Young.Young says she didn’t see a swarm but heard a constant, loud buzzing."My husband is swatting and his glasses fall of. I pick them up, and he’s getting attacked ... Take my mask off and swing it around my back, and I get stung on my back," said Young.Young says her husband picked up one of the dogs, and they scrambled to get home, about 2 blocks away."We’re kind of yelping and squealing and swatting, and then get home, and it's that sense of, 'We’re safe,'" said Young,Not so fast. Inside the home, she found a bee on one of the dogs, and then one in the bathroom."When I came out to the kitchen, the bees were congregating in the light in the kitchen," said Young. In the end, they killed about eight bees. Their nine-year-old Maltese mix had to be treated by a veterinarian for a possible sting. Both Young and her husband stung several times"It's a freaky, terrible thing to be chased by bees into your home," said Young.Jeff Lutz, the owner of Bee Best Bee Removal, says a two-block chase is unusual, adding that "hot temperature can make bees more active," as they bring in water to keep the hive cool. It’s unclear if the bees were Africanized bees, which would require a DNA test to determine.Lutz says bee removal calls are down significantly this year but attributes that to the impact of COVID-19. 1812

SAN DIEGO (KGTV) - A Chula Vista woman is keeping vigil after her parents holiday vacation turned into nightmare, when both become sick with COVID-19.Jose and Gloria Arellano had a dilemma. Their daughter Joselyn says they had airfare credits from a postponed trip to southern Mexico but the deadline to use the credits was about the run out."They had their trip postpone the trip two or three times. They didn't want to lose the money, so they decided to go this time.On November 11, they flew out from Tijuana to Oaxaca for a two-week vacation. Apprehensive about rising COVID-19 rates, they went prepared with goggles and masks. Gloria also had a face shield. Once there, they did a little sightseeing. When they were near anybody, they wore masks."Their main thing is to try food. They were mostly at restaurants. They were also at the beach a lot," said Joselyn.About six days into their trip, Jose, 56, became sick."For him, it was coughing. He has asthma, and it just got into his lungs," said Joselyn.A few days later, Gloria, 54, also became ill. They went to a local hospital, received COVID-19 tests, and tested positive. Right now, she's quarantining at an Airbnb in Oaxaca."It's a vacation, for them, they’ll regret forever," said Joselyn.Joselyn is trying to stay optimistic with so much uncertainty about her father. She is certain about one thing. There will be no vacations in her family's near future."It's not worth it. It's not worth the risk," said Joselyn.Joselyn's brother flew to Oaxaca to help their mother. SAN DIEGO (KGTV) -- San Diego leaders returned from their trip to Mexico City on Wednesday night. The three-day trip focused on building stronger border relations. The trip comes a week after President Trump threatened to close the border if congress didn't come up with an immigration deal or if Mexico didn't stop migrants heading north. The delegation included San Diego and Imperial Beach mayors, Kevin Faulconer and Serge Dedina and former mayor Jerry Sanders. Several city council members from various cities also attended meeting with top Mexican officials. A big topic of conversation was the ongoing Tijuana sewage issue. Impeiral Beach Mayor, Dedina, says the conversations were positive and promising. Dedina says plans to fix the issue include reapairing the water plant that's currently spilling the sewage, taking all of the water out of the Tijuana River Valley and putting an earth-fill dam on the Mexican side to stop the sewage from getting to the beaches. San Diego leaders say the trip was productive and explained that the end goal was to find solutions to enhance the region for the benefit of both countries. 1142
